Job Purpose

The IM delegate position, in line with the regional IFRC strategy, will provide technical Information Management support to Venezuela Red Cross (VRC) and IFRC country team to design and implement a multisectoral information management system utilizing relevant digital tools. Will support the host National Society in the country for the implementation of the information system for programmes and operations. This position will work closely with VRC IM focal point and IFRC team in-country and in the Americas Regional Office. This role will require excellent communication and organisational skills as well as promotes the effectiveness, compliance and quality of IFRC and Venezuelan Red Cross humanitarian response and programming.

Job Duties & Responsibilities

Health Information Management:

• Assess the current processes in VRC Health activities in response to the operation in order to recommend a Health Information System (HIS) solution or similar, to automatize current processes and to cover the current information gaps.

• To propose a Health IM solution taking into consideration current information flow and technology in VRC, volume of beneficiaries, VRC Health Staff, VRC branches, and other relevant aspects to its successful implementation.

The Health IM solution should cover:

• Current decision-making gaps

• Current reporting gaps

• Health staff needs

• Patient/beneficiary management to proper follow-up

• Health stock management

To implement the Health IM solution in close coordination with key Health Staff, VRC IM focal point and IM Senior Officer in Panama.

To roll out the use of RC2 Health module (based in ODK 2.0) once it is completely developed and ready to be piloted, in close coordination with the IM (VRC and IFRC) and Innovation teams.

General Information Management:

• Assess and evaluate current IM needs in the country, to provide necessary solutions to information gaps.

• Maintain and update the emergency page, hosted on GO.

• Establish clear information flows and explain them to whoever needs to make use of it.

• Disseminate information and provide data analysis to all those requiring them, in a timely and useful format, including the definition of procedures for clearing information products for release with VRC communications

• Create maps, graphics and other data visualizations tools that cover Operational needs. and contribute to prepare VRC IM plan

• Promote for the use of IM tools and products in decision making, planning and coordination.

• Support in the design and implementation of a structured training/dissemination plan for VRC staff and volunteers on the use of IM tools and procedures such as data collection and analysis, development of infographics and data visualization

• Advise on the integration of health surveillance data in the rolling out of IM tools

Assist IFRC in the preparation/implementation of IM tools/products, and review data for quality and accuracy. Liaise with the Americas’ Regional Office IM and Innovation team promoting alignment with the regional strategy and priorities.

Education

REQUIRED

• University education or equivalent of qualifying experience in Computer Science, Information Systems and Management or a similar field

PREFERRED

• Master’s degree relevant to the position

Experience

  • 3+ year(s) experience with GIS tools and ability to produce basic maps in order to visualise geographic information.
  • 3+ year(s) experience with graphic design and data visualisation with the ability to translate complex digital information into clear and attractive graphic representations.
  • Data collection, processing and analysis for complex reports.
  • Solid experience in developing and rolling-out IM tools/processes utilizing digital tools for data collection and management, such as Open Data Kit (ODK), KoBo Toolbox, Red Rose, or similar.
  • Strong background in data and information management and informatics.
  • Solid experience working with Health Information Systems (HIS).
  • Experience facilitating training on IM-related skills and the development of tools processes/procedures.
  • Experience within the humanitarian field, preferred on disaster response and project management.
  • Experience in the International Movement of the Red Cross Red Crescent.
  • Experience in working in a non-profit organization or humanitarian organization.
  • 3+ year(s) experience with GIS tools and ability to produce basic maps in order to visualise geographic information.

Knowledge, Skills and Languages

  • Excellent written and verbal communications skills are essential, with the ability to craft an analytical narrative from data findings
  • Good understanding of humanitarian responses, actors involved, and the role of evidence-based decision making for the delivery of humanitarian action
  • Strong interpersonal skills and diplomacy in order to manage relationships with many stakeholders and in a complex situational environment
  • Analytical and problem-solving skills, including the ability to synthesize, order, process and prioritize large amounts of information
  • Strong attention to detail in both listening and visualisation design
  • Ability to take initiative to create new processes from scratch and act to fill identified gaps
  • Data visualization skills
  • Geographical Information Systems (GIS) skills
  • Skills in database management, web design and programming
  • Good domain of Information Technology is an advantage

Languages

REQUIRED

  • Fluently spoken and written English and Spanish
