Job Purpose

Based in Venezuela, the Disaster Management and Emergency Response Coordinator will report to the Head of Country Office and coordinate with the Disasters, Crisis, Preparedness, Response and Recovery Unit in Panamá, the implementation of the Health Emergency Appeal in coordination of the Venezuela Red Cross and acting as budget holder.

In addition, the delegate will stablish the bases to start the PER common approach in the country integrating IFRC, ICRC and Donors initiatives in order to optimize resources, common understating and standardized information based in the PER process to support the Venezuela Red Cross response.

Key to the position is to ensure the quality of operations based on timely response, effectiveness, efficiency and relevance according to adequate SoP, ensuring a proper inclusion of the PER common approach

The Delegate will be expected to develop and to facilitate the following capacities to assist the national society with:

• Development of Emergency Appeals,

• Emergency Plans of Actions

• Assessments

• DREF

To serve as surge capacity any time

Job Duties and Responsibilities

Disaster preparedness:

• Develop the PER approach in the country, by collecting and update the information related in the National Society to stablish a mapping using Go platform

• In coordination with Partnerships and Resources Mobilization and Development department, promote and present funding proposal to internal and external donor to support the NS with the PER process

• To identify potential financial resources from donors to support RC/Rd Movement disaster preparedness and response actions; write concept papers and proposals as appropriate for Venezuela

• To support the creation of the Disaster Management structure for the Venezuela Red Cross Society

• Support the NS to implement quick actions on disasters preparedness to continue increasing their capacity to response such: response plan, emergency operations center, standard operational procedures, contingency plan and others as necessary

Disaster response:

• Support National Society in managing emergency operations (floods, earthquakes, population movements, epidemics and other disasters).

• Ensure disaster response operations outcomes/deliverables are achieved in a timely fashion, within budgets and maintaining the minimum ratios of relief, early recovery and longer-term development goals.

• Support National Society in the managing of DREF and Emergency Appeals; writing, implementation, reporting, evaluation and resource mobilization.

• Ensure that EPoA and budget for DREF and/or appeals presented to Panama meet the quality criteria and required guidance. Ensure disaster and crisis response operations are appropriate and aligned with International Federation guidelines and policies (SPHERE, Code of Conduct, Principles and Rules for Humanitarian Assistance, Seville agreement, etc.) and quality standards as defined by Regional DM review process

• Pre-deploy to crisis sites in coordination with the Venezuela Red Cross Society when levels of threat are high, accompanied by the adequate IFRC specialized delegates if needed.

• Ensure comprehensive high-quality assessments are carried out taking into consideration accountability to beneficiaries and in accordance with the affected population's needs.

• Manage and lead a team of delegates, staff and volunteers, as appropriate during an emergency operation in coordination with the head of IFRC office in Venezuela

• Participate, and where appropriate lead, in relevant internal and external coordination, ensuring strong sharing of information and development of consistent and/or complementary Program approaches that seek to maximize value for money and impact.

• Produce the EA Operations update according to the IFRC reporting guidelines (Ops. Updates, six -months reports, one-year reports etc.)

• Manage budgets of DREF and EA as project manager, including monitoring and expenditures control to optimize the funding and implementation according to the conditions and timeframe included in each pledge

• Support the NS to develop situation reports during disasters and crisis, ensuring a comprehensive communication flow between VRC, IFRC and ICRC

Lateral relations and general responsibilities

• Establish and ensure effective working relationships with country team, National Society and with other programmatic and service departments/units at regional office

• Ensure an effective working relationship with the Programs, Logistics and Finance

• Ensure effective working relationships with the National Society

• Ensure a good working relationship with the ICRC technical areas in conjunction with Programs and the Head of Country Office

• Ensure the RC Principles and Rules for Humanitarian Assistance are in place and understand by all the Country Team, National Society and ICRC

Provide support to DM Optimization process as defined in new ARO road map

Education

• University Degree (Disaster Risk Management, Conflict Management, Development Planning, Disaster Risk Reduction, Humanitarian Affairs, etc.)

Experience

REQUIRED

• +3-year experience of capacity and vulnerability assessment, management, evaluation and monitoring of programs.

• +3-year experience of working for a humanitarian aid organization in a developing country.

• +3-year work experience with the Red Cross/Red Crescent Movement, and/or with a National Society supporting their capacities for disasters preparedness

• Deployed at least once in the field to lead and manage an emergency operation as a FACT, ERU, RIT/RDR, or as an IFRC Disaster Manager or as an IFRC Head of Delegation or as a PNS Emergency focal point.

• +2-year experience in managing relations with donors and partners. Work experience with other international organisations, large NGOs and/or governmental development agencies.

• Experience developing contingency plans, response plans, Emergency Operations Center and Standards Operating procedures

• Minimum 2-years of supervisory experience, particularly in a team setting with strong relational and strategic leadership competencies.

PREFERRED

• Strong preference for knowledge in supply chain, relief distributions, information management and reporting, logistics, shelter, cash transfer programming, telecommunications, assessment methodologies, and monitoring.

• Proven ability to work successfully in the humanitarian field for periods of up to 3 months outside one’s home country.

• 3-year experience in geographic focus area (Asia/Middle East or Latin America/Caribbean)

•Managed at least once an IFRC Emergency Appeal or a DREF from the field (Country or Regional level) or from IFRC or PSN HQ

•Acquired Early Recovery skills through operations

LANGUAGES REQUIRED

· Fluently spoken and written Spanish and English
