Job Purpose

The Water & Sanitation Delegate (WASH) is responsible for working to support the host National Society (VRCS) and Participating National Societies (community and medical centers) emergency and programmatic WASH activities. The Delegate must ensure volunteers’ participation is encouraged and delivered using an integrated public health approach while supporting every opportunity for WASH capacity building within VRCS. This position will work closely with VRC focal point and IFRC team in-country and in the Americas Regional Office. This role will require excellent communication and organisational skills as well as promotes the effectiveness, compliance and quality of IFRC and Venezuelan Red Cross humanitarian response and programming.

Job Duties and Responsibilities

· Assess needs and resources in WASH together with the Health Team, to provide a holistic approach at community level and VRC medical centers

· Manage implementation of WASH infrastructures to address priority public health risks, according to the IFRC support plan, Including excreta disposal, wastewater and solid waste management, vector control.

· Mobilize volunteers to participate fully in the WASH program in coordination with health, DRR, livelihoods among others.

· To strength the WASH skills of the VRC by training volunteer’s and NS staff.

· Support develop and train NS staff in WASH project planning and implementation including budgeting, and reporting.

· Develop/adapt hygiene promotion materials for use during an emergency or developmental context and for different target groups e.g. school children, those responsible for O&M.

· Use participatory approaches throughout the program cycle, in training, and in the use of toolkits and other materials.

· Monitor the impact of WASH activities and produce regular, timely narrative reports for the Federation.

· Work together with Health National team, to ensure the aspects of WASH activities are integrated, and are art of a coherent public health response.

· Plan and manage budgets for WASH activities, control expenditure and authorize expenditures.

· Ensure that hygiene promotion activities are in line with SPHERE standards, Federation WASH and Health & Care policies and national policies.

· Coordinate activities with other members of the RC movement (FACT team, other ERUs, Federation Health Delegate, NS staff and RC volunteers) and with other agencies (governmental and non-governmental), including national, regional and international.

· Ensure that the WASH infrastructure activities and resources are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.

Education

REQUIRED

· Relevant university degree or equivalent qualifying experience

· Further qualifications in Water/Sanitation or civil engineering

· Basic Delegates Training Course or IMPACT, FACT, ERU, RDRT training

Experience

· Minimum of 5 years' experience in WASH

· Experience of working for Red Cross Red Crescent Movement in an international setting

· Demonstrated technical expertise in WASH

· Skills in networking with partner organizations or agencies

· Experience in working in both emergency and developmental contexts and engaging effectively with beneficiaries especially women and children and other vulnerable groups

· Experience of producing narrative & financial reports

Knowledge, skills and languages

· Self-supporting in computers (Windows, spreadsheets, word processing)

· Excellent communication and interpersonal skills

· Integrity and high standard of personal conduct

· Good analytical skills and solution-oriented

· Excellent stress management skills

· Skills in training and developing staff

· Demonstrated accountability

· Cultural awareness

· Prior work in complex emergencies or similar contexts

· Experience in supporting, coaching and training of National Society personnel

LANGUAGES

REQUIRED

· Fluently spoken and written English and Spanish

PREFERRED

· Good command of another IFRC official language (French, Spanish or Arabic)
