Job Purpose

The PMER Delegate, for Venezuela will promotes the effectiveness, compliance and quality of IFRC and Venezuelan Red Cross humanitarian response and programming. The position will ensure that the funding is used in accordance with donor earmarking and other requirements. The role works across various teams in the IFRC, Venezuelan Red Cross, partners and donors.

Job Duties and Responsibilities

Planning

• Lead and coordinate the development of funding project proposal to donors to access new funding opportunities. Prepare comprehensive funding analyses, briefs, and reports.

• Support the secretariat’s planning process in the quality check (coherence of information, editing, formatting etc.) of all plans, liaising with regional technical units, country and country-cluster office, to ensure that they meet required quality standards and comply with deadlines as per the PMER Department guidelines.

• Review and provide feedback during the design of plans and logical frameworks with a view to ensure logical coherence, SMART indicators, inclusion of means of verifications, targets and baselines.

Monitoring

• Work closely with the Logistics and operational teams to ensure proper utilization of available funding for procurement of relief, medical stocks and vehicles, and maintain close communication on issues related to the pipeline, assess and re-negotiate the grant-agreement with the partners. Support to forecast procurement.

• Manage and coordinate with IFRC counterparts thematic support in monitoring, evaluation and reporting of the IFRC-supported activities in Venezuela working in tandem with IFRC and Venezuela Red Cross teams. This includes, but not limited to, the design and implementation of relevant tools/templates, monitoring framework and KPIs, data quality assurance processes and systems, data analysis and dissemination.

• Routinely perform quality control checks of M&E work, overseeing the recording and reporting of progress and performance of the IFRC activities to targets.

• Provide support in the regular monitoring of their projects, programmes and plans to facilitate results-based management and with the aim to strengthen accountability and evidence-based results.

• Ensure that staff are aware of and use tools such as the monitoring and evaluation (M&) plans, Gantt charts, indicator tracking tables (ITTs), baseline – end line studies and matrixes to monitor objectives, indicators and activities, as per IFRC guidelines.

Evaluation

• Ensure compliance with the IFRC Framework for Evaluations, including completion of management responses, follow-up recommendations, and support in the development of Terms of References for the different evaluations (baseline studies, midterm reviews, final evaluations) included in programs and the appeal.

• Advise on the inclusion of lessons learned from past project evaluations into new plans for projects/programmes or operations.

• Send regular reminders to technical teams and country offices to collect evaluation plans and reports to keep the evaluation database and calendar up to date.

Reporting

• To ensure accountability and achievement of objectives, the position plays a key role in overseeing and contributing to the implementation of the activities in Venezuela supported by the IFRC, in collaborative Venezuela team efforts

• To ensure coordination with the team for the final editing, formatting and quality control for the completion of reports (quarterly, interim or final) for operational plans, pledges and emergencies, guaranteeing the quality of the information and correct use of formats as required by donor.

Capacity building and general support:

• Provide and coordinate with IFRC counterparts technical support to enhance VRC’s PMER and IM capacities in headquarters, branches and sub-branches facilitating result-based approaches, greater accountability and evidence-based outcomes applying M&E tools such as baselines studies, indicator monitoring tables, among others.• Support the development of dashboards in line with the information strategy for the country.Identify and share lessons learned and promote best practices.

EDUCATION

REQUIRED

· University degree in relevant discipline (International Relations, Humanitarian Affairs) or Equivalent experience

· Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management, security)

EXPERIENCE

REQUIRED

· Minimum of 5 years work experience in international development and/or humanitarian relief.

· Minimum 5 years’ experience in designing and implementing integrated results-based planning, monitoring and reporting systems and processes for organizations working in complex humanitarian or development contexts.

· Minimum 5 years of hands-on work in project and program design, monitoring, and reporting in complex humanitarian or development contexts.

· Work experience with Red Cross/ Red Crescent Movement, including time in the field and/or with National Society.

· Demonstrated experience in planning capacity building, training development and deliver.

· Experience in working in armed conflict, complex emergencies or similar crisis situations.

Knowledge, skills and languages

REQUIRED

· Good knowledge and understanding of international M&E standards and best practices in development and humanitarian contexts.

· Good communication skills in different formats, capable to communicate complex ideas in simple, direct ways to different audiences, including the understanding and use of data visualization

· Extensive knowledge of different approaches to planning, from strategy development and frameworks to program and project design.

· Knowledge of appropriate technologies and their use for M&E and IM, from digital data collection to online systems for data management.

· Demonstrated experience working in cross cultural contexts and multiple stakeholders.

· Strong project management skills and ability to develop IT-based projects.

· Sound knowledge of Microsoft Office applications including Excel.

PREFERRED

· Strong knowledge of information sharing tools, and the ability to implement them.
