Job Purpose

With an IFRC Emergency Response team of over 25 staff the main job purpose of the Security officer will be to assist the HEOPS in managing all matters related to Security Management areawide, monitor the security situation in AoR and ensure the daily management of the IFRC security framework in AOR. The position will coordinate and ensure the effective security processes and procedures are followed with the aim to further improve the Federation’s overall security management in the operation.

Job Duties and Responsibilities

Analysis and Planning

  • Carry out security risk assessments, including field security assessments.
  • Support in the development of risk management measures for AoR.
  • Support IFRC business continuity planning during major events (e.g., national elections).

Implementation of Minimum Security Requirements (MSR)

  • Implementation of IFRC Security Minimum Security Requirements (MSR) and relevant IFRC Security SOPs and Training.
  • Update Security Regulations and Visitors Safety Pack as required
  • Provide assistance in security matters in case of an emergency and/or in case of ongoing security incident to all IFRC teams.
  • Fleet management
  • Establishing a field movement monitoring system for all those under IFRC security management responsibility in AOR, including arrivals into Emergency Response Area and travel within AoR.

Incident and Emergency Response

  • Respond 24/7 to IFRC or RCRC-related security incidents/emergencies/crises to safeguard personnel, assets, and operations.
  • Ensure any internal/external security related-incident or emergency is immediately and adequately reported to the Senior Field Security Officer/HEOPS.
  • Evaluate and record IFRC security incidents and identify incident/threat/risk patterns or trends.

Monitoring, Evaluation, and Compliance

  • Monitor and evaluate IFRC’s Minimum Security Requirement (MSR) compliance in AoR
  • Monitor and evaluate compliance with mandatory IFRC safety & security trainings (e.g. e-learning programs) in the AoR.
  • Prepare regular security report for the Security team and for the HEOPS through monitoring the various media (TV, radio and daily News Papers).

Training and Development

  • Brief IFRC and other RCRC personnel or visitors/guests in matters of security risk management, including but not limited to arrival briefings, event briefings, special mission briefings, and VIP briefings.
  • Conduct emergency drills, including but not limited to fire and building evacuations.
  • Support in the provision of security and safety trainings to IFRC or other RCRC personnel,

Liaison and Coordination

  • Liaise and coordinate with relevant security bodies in the TRC, EU, United Nations, international NGOs and key embassies in Turkiye.
  • Liaise with relevant government authorities, e.g. military, police, and intelligence agencies, in Turkey.

Administration

  • Supervise and ensure that contracted security guards perform their duties as per requirements on a 24/7 basis.
  • Liaise and coordinate with security guard’s provider to ensure full compliance as per established service provider contract.
  • Train security guards in relation to IFRC post orders, standard operating procedures, and emergency procedures.
  • Other tasks as may be assigned by the HEOPS.

Education

Required:

  • Relevant university degree or extensive professional experience in security management within the humanitarian sector

Experience

Required:

  • Working experience in a humanitarian organisation
  • At least 5 years work experience
  • At least 3 years related experience on the security management as per JD.
  • In-country contextual understanding and operational experience

Preferred:

  • First-hand experience with IFRC security management system
  • Training and human resources management experience

Knowledge, Skills and Languages

Required:

  • Good communication skills
  • Good analytical skills in political, socio-economics and security areas
  • Ability to work in a multi-cultural environment
  • Good stress management skills
  • Self-supporting in computers [Microsoft Office, database, e-mail (Outlook) etc.]
  • Valid driving license (light vehicles)
  • Fluently spoken and written English
