Job Purpose

Under the supervision of the IFRC M&E Reporting Delegate, the M&E Officer will support the development, implementation and enhancement of the M&E system of the EQ response. He/she will be responsible for maintaining and administrating the M&E database, following up closely with a variety of TRC and IFRC staff to make sure monthly data is received and inputted to Activity Info. As appropriate, the M&E Officer will work with TRC counterparts to strengthen the monitoring of EQ activities and provide inputs to the development and improvement of existing data collection and analysis methodologies.

Job Duties and Responsibilities

Monitoring and Evaluation

  • Perform accurate, timely statistical analysis of M&E data and external/secondary datasets within the specific technical area of work (e.g. post distribution monitoring surveys) following corporate standards and guidelines.
  • Provide monitoring and evaluation findings and recommendations to EQ support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities
  • Follow standard emergency preparedness practices to ensure IFRC and the national society are able to quickly respond and deploy needed resources to affected areas at the onset of the crisis
  • Within the specific area of responsibility, compile, consolidate and clean M&E data and support data analysis and preparation of M&E reports to support operational decision- making.
  • Guide and backstop in Partner staff on enumerator’s training, data collection, supervision and data entry processes.
  • Support the development and enhancement of an M&E system for the EQ programme, based on the existing M&E framework jointly developed with TRC.
  • Lead M&E data collection exercises jointly with TRC, ensuring that systems are in place to collect reliable and timely data that captures the programme’s implementation, based on reporting requirements, internal information needs, and quality standards.
  • Conduct quantitative data analysis using relevant tools such as SPSS, R, Stata or MS Excel.
  • Liaise, work and exchange information with the Turkish Red Crescent and external counterparts to support effective collaboration, implementation and monitoring of ongoing project activities;

Reporting

  • Provide the M&E reporting Delegate in drafting a variety of internal and external reports incl. donor reports, mainly related to indicator/logical framework components
  • Produce reports on M&E findings and prepare presentations on M&E data as required

Accountability

  • Encourage the accountability focus of all monitoring work across the operation, working closely with the CEA team, in particular, to strengthen accountability to affected populations
  • Promote a culture of accountability with management and across all sectors
  • Support evidence-base of monitoring and evaluation work on the operation, to inform accountability to donors and partners

Learning

  • Support the set-up of systems and forums for capturing and sharing operational learning
  • Promote learning and information sharing from all operational monitoring, reviews or evaluations so that it can inform decision-making and the direction of the operation
  • Contribute to identifying ways to capture learning or good practices from other actors and disseminate with the operational management and teams.

Qualitative Research

  • Leading study design for qualitative research methodology
  • Leading capacity building efforts for staff in qualitative research
  • Designing tools for qualitative data collections such as key informant interviews, focus groups and literature reviews.
  • Conduct analysis of quantitative data when required and integrate the findings with qualitative research outputs.
  • Work together with the Reporting Officer in interpretation of research analysis, presentations and report writing.
  • Fluency in written and oral English and Arabic
  • Knowledge of at least 1 qualitative and 1 quantitative analysis software is a plus

Education

Required

  • Graduate degree in social science, humanitarian studies or other relevant areas

Preferred

  • Post-graduate qualification in a related subject to M&E and research methodologies

Experience

Required

  • A minimum of 3 years’ experience of working in monitoring and evaluation within the humanitarian sector
  • Experience in conducting qualitative and quantitative research

Preferred

  • Experience of procedures and reporting requirements of ECHO-funded projects
  • Experience in cash transfer programming and/or social safety nets
  • Experience working for the RCRC Movement
  • Experience in NS capacity strengthening

Knowledge, Skills and Languages

Required

  • Excellent knowledge of monitoring and evaluation tools and principles, including experience with logical frameworks
  • Excellent knowledge of qualitative and quantitative research methods, incl. sampling strategies for large-scale surveys
  • Knowledge of assessment, survey and monitoring methodologies and experience of implementing them
  • Strong skills in designing and using M&E concepts, tools, and best practices
  • Experience in mentoring and capacity building
  • Good understanding of the humanitarian and political context in Turkiye
  • Must be comfortable using Microsoft Word, Excel, and PowerPoint and conducting desk research.
  • Highly organised with ability to manage multiple tasks in a results focused manner
  • Excellent relationship building and interpersonal skill, particularly in diverse cultural contexts
  • Strong analytical and written skills
  • Fluently spoken and written English

Preferred

  • Good command of another IFRC official language (Arabic)
  • Other languages: Turkish
