Job Purpose
The purpose of the position is to support and strengthen the Federation’s work in disaster management and disaster response with a particular focus on the technical area of logistics, through the provision of timely and high-quality disaster response services and support to member National Societies.
Job Duties and Responsibilities
The Disaster and Crisis Response Delegatewill be responsible for the following in relation to emergency operations:
- Provide technical guidance to National Societies and Federation teams on disaster management and ensure efficient and effective support for disaster response operations. Ensure the appropriate and proper use of Federation disaster response tools such as Emergency Appeal, FACT, RDRT, ERU, DMIS and DREF. Ensure that interventions and operations are adhering to Federation policies and guidelines.
- Work as part of the Europe Zone DM team.
- Act as the Europe Zone focal point for logistic issues related to the Emergency Appeal, working in close cooperation with the Global Logistic Departments in Geneva.
- Coordinate logistics –related aspects of emergency response operations, and provide technical input where needed, in close collaboration with the Federation’s Global Logistics department. Ensure that all logistics activities are developed in coordination with other sectorial teams as appropriate.
- As required, provide or coordinate overall management of all logistics-related activities, including technical assessments, project development and design, tendering and contract administration. Ensure that the logistics response, technical design and site activities comply with appropriate local, national and international standards and regulations.
- Develop and maintain, with support of Europe zone structure and national societies, a “24/7” disaster monitoring capability, covering both rapid- and slow-onset disasters.
- Liaise with international, government and non-government agencies and collaborate as appropriate.
- Produce regular, timely and accurate narrative and financial reports for the Federation and for donors.
- Perform other DM related duties according to priorities determined by the Disaster Management Coordinator.
Education
Required
- University degree in relevant area or equivalent experience required.
- Technical training in the disaster preparedness, response, recovery and logistics.
Experience
Required
- At least of 3 years’ experience in disaster management / logistics
- Field experience in coordinating and managing disaster response operations
- Experience in logistics related activities in disaster response and early recovery operations
- Experience in working within the different components of the RC/RC Movement
- Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation
Knowledge, Skills and Languages
Required
- Knowledge of RC/RC and knowledge of EU and UN global disaster response tools
- Strong analytical and problem solving skills with independent decision making capacity
- Excellent communication and inter-personal skills with the ability to represent the International Federation and to negotiate and influence people’s opinions
- Flexible and adaptable to work effectively in a multicultural environment and ability to travel at short notice
- Fluently spoken and written English
Preferred
- Good command of another IFRC official language (French, Spanish or Arabic)
