Consultancy to support the development of a global Cash and Health Strategy and country specific proposal for Lebanon

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country delegations) comprise the IFRC Secretariat.

Overall objective:

The overall objective of this consultancy is to support the development of a global Cash and Health Strategy and a country specific proposal for Lebanon.

The consultant will work with global, regional, country level offices and IFRC thematic file holders in development of the strategy and country specific proposal for Lebanon.

Consultancy objectives / outputs:

  1. Global Cash and Health Strategy

a) Support the development of a global Cash and Health Strategy

b) Advise IFRC and support the development of a Cash and Health country specific proposal for Lebanon. Lebanon has been identified as the first country that will implement activities under the broader global Cash and Health Strategy.

  1. Supports to the global Cash and Health Strategy

a) Conduct a landscape analysis of how this strategy will complement existing large-scale cash and health programming. This landscape analysis should include identification of the specific needs IFRC’s strategy will address.

b) Assist in identifying key stakeholders to engage in the implementation of the global Cash and Health Strategy and suggest potential stakeholders for the global strategy.

c) Develop country specific program components such as activities for Lebanon which has been identified as the first country of implementation.

d) Recommend an approach to a prioritized list of countries for engagement by IFRC Region (Africa, America’s, Asia-Pacific, Europe and MENA). In the first phase of activities, it is planned that five National Societies and their governments will be involved in this project.

e) Mapping of potential funding partners at global and country level.

f) Outline a risk analysis of cash and health interventions.

  1. Develop a selection matrix to support the identification of priority countries

§ The pre-requisites criteria for country selection should be simple to use and include:

a) Humanitarian crisis

b) Unavailability of UHC and specific barriers to health services which could be addressed through cash or voucher assistance

c) Health System Analysis in terms of; quality of health services, existing quality controls, prevention/treatment services available

d) National Society Cash Voucher Assistance and Community Engagement and Accountability readiness

e) Basic understanding of financial infrastructure in country which could support large scale cash interventions. Including presence of Financial Service Providers including mobile phone networks, banks, access to ATMs, prevalence of debit cards and vendor e-payment systems.

f) Specific added value of RCRC Cash Voucher Assistance intervention, relative to other actors

g) Coherence with previously identified Cash Voucher Assistance and health strategies, tools and approaches

h) National Health Insurance system analysis in terms of coverage models: premiums- pooling of funds- employment based- profession based- coverage packages

The consultant will be contracted by the IFRC and the standard contractual terms will apply.
