Organization Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job Purpose

Under the supervision of the Regional HR Manager (RHRM), the HR Officer is responsible for providing HR support and advice to the managers and staff of the Regional Office, in line with the overall global Federation HR Strategy.

In addition, the role will be focal point for managers and staff in the assigned decentralized offices for all HR related matters in compliance with HR programs, policies and procedures.

IFRC has introduced a new ERP system in 2021, which requires extensive support from HR team. The position will advise managers, and staff on their roles and responsibilities in the system, and deliver trainings as necessary.

Job Duties and Responsibilities

Policies

  • Act as first point of contact for all general HR-related queries; treat and/or redirect queries as appropriate.
  • Assist in communicating various local HR policies, procedures, laws standards and government regulations to employees and management e.g. revising national staff rules and regulations of the Regional Office on a regular basis
  • Advise and/or assist the RHRM in formulating and recommending new or already existing HR programs, policies, procedures and processes.
  • Provide guidance and advice on policy interpretation issues; liaise with HR Shared Services Unit for broader communication-related purposes.
  • In coordination with the RHRM, provide proactive technical advice and support to HR Focal points in the Country Cluster -, Country Delegation Offices on HR programs and policies, HR processes and procedures, HR best practices, and organizational changes as needed. Assist him/her to interpret information and take decisions.
  • Develop guidelines, SOPs and other relevant HR tools; develop and deliver internal training and other information-sharing sessions in order to equip front-end HR stakeholders to implement HR systems.
  • Prepare regular and ad-hoc internal reports to support operational and strategic decision-making.
  • Prepare regular and ad-hoc reports for external use, e.g. for compliance with official requirements.
  • Monitor and maintain the quality and consistency of HR data; perform regular audits to ensure data integrity.
  • Support the RHRM in HR internal and external communications and dissemination of information
  • Support HR at country level in devising/revising national staff rules and regulations and salary scale.

HR systems and tools

  • Be the focal point for D365 (employee/manager self-service), and E-contracts.
  • Maintain quality and consistency of HRIS database information in the e-recruitment and performance management tools as well as participate in the development of existing tools
  • Provide support and training (if applicable) in relation to the HR Systems to employees.
  • Ensure a good flow of information with the HR global team using appropriate tools/systems.
  • Ensure the maintenance and the development of the HR Information Systems in order to provide technical support to identified HR processes
  • Troubleshoot, analyze, detect, identify technical problems and deficiencies of HR systems, report them to technical support (ISD).
  • Liaise with other HR staff and identify opportunities for improving Human Resources processes through information systems changes.
  • Support the implementation of the new HR Information Systems, ie: participate on meetings and testing with the technical team
  • Managing the ticketing system regarding system-related questions coming into the common Europe mailbox

Performance management

  • Support the performance review process by ensuring that managers and staff are trained in the use of the performance review system in D365, by advising and supporting them in carrying out performance discussions as needed.
  • Launch performance review tasks in a timely manner as per the performance review cycle
  • Develop communication messages on performance review to increase awareness on the process and the deadlines.
  • Monitor compliance and provide relevant information to the RHRM, Unit Managers and Senior Management.
  • Collect feedback from users and suggest improvements of the process.

Recruitment

  • Support the development and the implementation of staffing strategies in the Regional Office by providing support in drafting job descriptions and identifying job requirements, short-listing candidates for interviews, participating in recruitment panels, and make the necessary follow-up on the administrative paperwork
  • Support the recruitment process in the Country Cluster-, Country Delegation Offices, as necessary
  • Initiate background checks for selected candidates in order to ascertain whether they meet the organization’s standards.

Case-management

  • Work with the RHRM to address and solve sensitive employee relations matters, including disciplinary processes and formal and informal grievances; liaise with the Legal department and other stakeholders as appropriate.
  • Keep track of grievances and allegations of breaches of the Code of Conduct.
  • Support the RHRM on specific case-management issues, with a view of (i) preparing fair and sound decisions requiring the attention of the RHRM at a later stage, and (ii) perform appropriate follow-up.

Other

  • Conduct initial orientation to newly hired employees in the area of responsibility.
  • Liaise with National Societies as needed to deploy identified seconded staff.
  • Advise managers and staff regarding opportunities and responsibilities for staff development
  • Participate in the development of a customer service-oriented culture that values proactivity, continuous improvement, innovation, and high performance.
  • Contribute to identified HR projects.
  • Responsible for the PSS program: PSS webinars, PSS counselling sessions, PSS briefing/ debriefing organization
  • Substitute the Regional HR Manager, if required

Duties applicable to all staff

  1. Actively work towards the achievement of the Federation Secretariat’s goals
  2. Abide by and work in accordance with the Red Cross and Red Crescent principles
  3. Perform any other work related duties and responsibilities that may be assigned by the line manager
