Organizational Context
The International Federation of Red Cross and Red Crescent Societies (“the Federation”) is the world’s largest volunteer-based humanitarian network with 192 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity and universality. The Secretariat of the International Federation of Red Cross and Red Crescent Societies (“the IFRC”) works to a Business Model and has a Business Delivery Plan with key commitments that sharpen its focus, clarity, and efficiency and accountability results. The Secretariat, headquartered in Geneva, has five decentralized regional offices: one of which is the Americas, guided by the Secretariat strategies for implementation and areas of focus that builds on the vision of strategy 2020. The Americas’ region is organized in two main hemispheres: a group of service-based departments and geographical configurations of (i) Country Cluster Support Teams and (ii) Country Office(s), as well as the Deputy Regional Director, each of them led by the Regional Director; and another hemisphere: six building blocks composed by (i) Partnerships and Resource Development, (ii) Policy, Strategy and Knowledge; (iii) Communication, (iv) Disaster and Crisis: Preparedness, Response, and Recovery, (v) Health and Water and Sanitation, (vi) Logistics, each of them led by the Deputy Regional Director.
Job Purpose
As part of the PRD team in the Americas Region, the purpose of the Resource Mobilisation in Emergency Manager (Emergencies/corporates engagement) is to:
- Implement the IFRC-Wide Resource Mobilization strategy for emergency appeals, in line with agreed IFRC and Movement Cooperation Principles;
- Ensure knowledge transfer in partnership and resource development across the Americas team with a view to enhancing collective fundraising performance in emergencies;
- Act as focal point in any emergency task force or initiative for the coordination of all partnerships and resource mobilization issues in times of emergency response operations in America;
- Work proactively to engage partners in maximising funding in support of Emergency Appeals and any emergency fundraising opportunities;
- Ensure a consolidated overview of the funding situation of all running emergency appeals across the Americas, and lead on measures to be taken to maximise their realization and bridge any identified gaps.
- Lead on developing and implementing protocols as well as surge capacities for emergency fundraising and external relations.
- Co-ordinate and facilitate corporate partnership development across the region as direct relationship manager or in support to identified relationship managers (IFRC or NS)
- Monitor compliance with accountability standards and ensure proactive reputational risk management in regard to partners;
Perform any additional duties contributing to strategic priorities regionally and globally.
Job Duties and Responsibilities
Lead Partnerships and Resource Mobilisation for Emergency Appeals in the Americas
When a disaster hits:
- Ensure partners receive in a timely manner accurate information about emergency appeals launched in the Americas;
- Deploy or coordinate the timely deployment of PRD delegates for emergencies as required.
- Participate in EOC meetings and lead PRD unit’s engagement with other technical departments (Finance, PMER, DCPRR, Health, Logistics…) to ensure a coherent and effective PRD response;
- Convene and chair partner teleconferences at regular intervals to ensure Movement partners are kept abreast of operational, resource mobilisation and partner engagement issues;
After a disaster hits:
- Liaise regularly with field-based operations to ensure that the operation has quality and sufficient RM support;
- In collaboration with Disaster & Crisis Dept. and the SMT take proactive measures to increase coverage of IFRC emergency appeals. Track and analyse emergency appeal coverage, propose and coordinate actions to be taken to increase coverage, provide regular updates, analysis and recommendations to the PRD Coordinator and relevant teams in the Region on actions needed to increase coverage
- Oversee the development and maintenance of funding tables and analysis of emergency appeals and other fundraising initiatives;
- Ensure PRD is aware of all major developments in the operation and any risk issues are identified, address collaboratively with field colleagues and, when necessary, escalated to the proper management level as soon as possible;
- Provide support to field colleagues to ensure continued partner engagement efforts and effective pledge or grant management that is compliant with highest quality standard. Ensure operational teams in the field, especially HOD, HEOPS, Finance, PMER, have adequate support from PRD in all aspects of resource mobilization and pledge management;
- Oversee the setting up of agreed systems (funding/pledge/expenditure matrix; risk matrix; donor mapping etc.) with key counterparts to ensure funds received for an operation are used appropriately, in a timely manner and any risks are identified and addressed quickly;
- Contribute to the development and revision of IFRC emergency appeals from PRD perspective and ensure that donor concerns and interests are addressed.
- Coordinate partner field trips to emergency operations as required;
- Contribute to lessons learned exercises of operations.
Developing and implementing a strategy to engage partners in support of IFRC’s disaster/emergency
response work:
- Map any areas of specific interest or specialization of PNS or Movement partners;
- Lead the development of a fundraising analysis and plan for each emergency appeal.
- Identify significant partners with interest or potential to support IFRC or NS emergencies operations. Communicate proactively with them between disasters about upcoming trends, analysis etc;
- In conjunction with PRD Regional Head and Deputy Regional Director, develop specific engagement strategies for partners with particularly high potential or interest;
- Work closely with the Communications and the DCPRR departments to develop effective marketing materials as part of a communication and engagement strategy for partner and donor (e.g: infographics, videos, documents summarizing the operational strategy and results, etc).
Maintaining standards and ensuring compliance with RM in Emergencies procedures and guidelines:
Ensure IFRC-ARO specific guidelines and procedures are clearly documented, disseminated and implemented in relation to disaster and crisis response;
- Together with DCPRR ensure these are included in ARO SOPs for disaster and crises response;
- Develop a specific procedure for PRD in emergencies as part of IFRC ARO SOP for disaster and crisis response, and ensure it is used as a shared resource;
- Develop specific procedures and guidance for the role of PRD staff in emergency appeals
Work with PRD Head to develop a strategy for corporate engagement to support emergency response and non-emergency plans
- Elaborate a corporate engagement strategy for the Americas Regional Office
- Contribute to the mapping of targeted corporate partners across the Americas for emergencies and non-emergencies priorities;
- Engage with corporate sector representatives at regional level and initiate and negotiate partnership agreements.
- Develop marketing documents and proposals for presentation to prospective corporate partners.
- Collaborate to the elaboration of regional or multi-country agreement or MoU with corporate partners;
Effective matrix management
- Ensure effective coordination with Regional office’s technical units and PRD focal points to be involved in performing aforementioned tasks;
- Supervise and guide the work of the PRD Emergency Appeals Senior Officers in the Americas Region
- Ensure effective coordination with focal points from Country Offices, Country Support Team Offices and Geneva PRD focal points to be involved in performing aforementioned tasks.
- Contribute to the daily and overall good-functioning of the PRD Dept. for emergencies and corporate partnership.
- Be a proactive team member and strive for continuous improvement, innovation, high performance and cost-effectiveness.
- Ensure strong and effective grant management support to emergency operations in the Americas region.
- Engage with key partners and donors in the region to influence budget allocations towards IFRC emergency appeals.
- Develop proposals and funding applications as appropriate to the institutional and corporate donors and other agencies, often in close cooperation with National Societies.
- Undertake effective negotiation with National Societies to secure pledges and grants and ensure that these are properly and timely processed; ensure that relevant updates in the registration system are included; ensure pledges and grants reflecting agreed criteria are shared with donors and understood by relevant budget holders.
- Provide strong coordination and leadership to information sharing mechanisms, including partners’ call conferences (e.g. WebEx sessions), meetings, minutes and other information documents.
- Ensure that Budget Holders and Finance team are aware and receive timely information on MoUs and donor requirements.
- In close cooperation with Budget Holders for emergency operations ensure that renegotiation of pledge requirements takes place on time as and when required.
- Provide regular analysis of coverage of all Emergency Appeals.

Education
- University degree in a relevant discipline (e.g. Marketing, International Relations, Humanitarian Affairs, Business Administration, Economics, Finance)
Experience
- 5 year’s professional experience in marketing, corporate engagement, partnership development, related to the RM function
- Experience/knowledge in emergency appeal mechanisms and humanitarian donor policies.
- Experience/knowledge in building and maintaining strategic relationships with partners and development of strategic partnership concepts.
- Experience in research and market assessment.
- Humanitarian or Corporate sector experience.
