Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 190 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
Organizational Context
The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; (iii) Management Services.
The Senior Officer is a member of the Partnerships and Resource Development Department (PRD) and Global PRD Team and liaises closely with the ICRC’s Head of Private Partnerships and Fundraising (as technical co-convener of this process).
In December 2015 the Red Cross and Red Crescent Council of Delegates committed Movement components to demonstrating their collective leadership with a view to maximising the Movement’s fundraising potential. As such, the Federation and ICRC has embarked on a process, working together to:
- Maximise the Movement’s fundraising potential
- Develop Movement-wide principles for resource mobilisation
- Create a Fundraising “Centre of Excellence”, data-infomed investment programme and learn from Best Practices
- Monitor and evaluate the use of the Movement Logo
Job Purpose
The purpose of the post is to work with the Federation, the ICRC and National Societies to design ways that together we can achieve the objectives set out by the Council of Delegates.
This will mean leading and managing the formal process towards the Council of Delegates meeting, including designing new ways of working, and innovative solutions to maximising the Movement’s fundraising potential in a rapidly changing global fundraising environment.
You will work with the management and leadership of all three components of the Movement to present a Resolution on Movement Principles for Resource Mobilisation. The International Federation and ICRC will present findings and recommendations to the Council of Delegates in November 2017.
This pivotal position is critical in leading the Red Cross and Red Crescent Movement (National Societies, the Federation and ICRC) to realise transformational change in fundraising.
You must be highly capable and experienced in multiple fundraising specialisms, have a keen strategic perspective with the ability to turn strategy into action, and have exemplary co-ordination skills in dealing with multiple stakeholders across all components of the Movement, at all levels.
Job Duties and Responsibilities
Project Management
- Apply strategic and technical expertise to realise the vision of the IFRC, ICRC and National Societies in relation to Movement Resource Mobilisation.
- Lead the Federation, ICRC National Societies to design innovative ways to maximise our global Movement fundraising potential e.g. through the design and implementation of a National Society fundraising investment mechanism.
- Design a centre of excellence for Movement Resource Mobilisation including scoping the model, content and financing of such a solution.
- Work directly with the IFRC, ICRC & National Society senior leadership to promote and advocate for the importance of domestic and global resource mobilisation.
- Manage the entire process to the Council of Delegates 2017 for Movement Resource Mobilisation.
- Convene and act as Secretary to the Movement Resource Mobilisation Reference Group and support the Steering Group, Advisory Groups and technical working groups.
- Convene and support a drafting committee, drafting papers and ensuring they are consulted, translated, approved and shared in a timely fashion for meetings and per official processes and procedures for final presentation to the Council of Delegates.
- Ensure material is available for appropriate and timely reporting to Senior Management and within the Movement network relating to the progress of the project.
- Design and conduct global survey on Movement Resource Mobilisation, conduct robust analysis of findings and present to the Federation, ICRC and National Society leadership globally.
- Draft, consult and implement a global communications plan to engage National Societies, the Federation and ICRC leadership and fundraising.
Global fundraising co-ordination:
- Provide sound strategic guidance to National Societies, the Federation and ICRC on trends in global fundraising, on the design of innovative solutions to realise fundraising growth, and in the solutions to maximise the Movement’s potential in resource mobilisation.
- Apply technical knowledge and experience in the management of multiple fundraising specialisms in leading the Federation, the ICRC and National Society technical fundraising teams to ensure robust fundraising content, targets, milestones and timelines are agreed within each of the agreed focus areas.
- Lead technical working groups, made up of National Society fundraising directorsto deliver outputs ahead the Council of Delegates 2017.
- Plan, design and conduct global consultations with National Society leadership and technicians on outcomes from the Reference Group meetings using existing networks e.g. Asia Pacific Fundraisers’ Network.
- Report to the co-chairs of the Steering and Reference groups on the progress of technical consultations and working groups.
Evaluation & Planning:
- Conduct a full evaluation of the project, including recommendations for ongoing follow up and action beyond the Council of Delegates 2017.
- Produce a final evaluation report of the process.
- Deliver a plan of action for the subsequent period (COD 2019) to ensure follow up actions can be progressed beyond the Council of Delegates 2017.
- Develop an associated budget for implementation of specific initiatives associated with the outcomes of the Movement Resource Mobilisation work e.g. fundraising investment programme, Centre of Excellence etc.
Education
Preferred
Master’s degree in Business Administration, International Development or other relevant fields -
Experience
Required
- Minimum of 7 years of experience in fundraising management for an international organisation and/or a domestic fundraising context.
- Experience in the development of Partnership and Resource Development strategies, market research and market analysis, benchmarking, risk assessment.
- Experience in working within high level organisational Governance frameworks and processes.
- Experience in the design of innovative solutions that maximise fundraising potential e.g. experience in the management of financial investment instruments.
- Experience identifying and articulating strategic issues, risks and priorities to provide sound advice to senior management.
- Experience in project management, working to tight deadlines and official consultation and approval processes.
Preferred
- Experience in a Red Cross or Red Crescent National Society fundraising context is also preferred.

- Ability to work within a multi-cultural, multilingual, multidisciplinary environment.
- Fluency in Microsoft office tools
