Organizational Context

The Global Road Safety Partnership (www.grsproadsafety.org) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC) and is a voluntary association of governments, businesses and civil society organisations. The aim of the Global Road Safety Partnership’s work is to reduce death and serious injuries as a result of road crashes in low- and middle-income countries. GRSP is currently active in almost 40 countries, has 12 full time staff and a cadre of specialist consultants working to strengthen road policing. GRSP also manages an Advocacy and Road Safety Grants Programme that supports civil society and National Societies to strengthen policies that impact on road safety. The Global Road Safety Partnership is supported by Bloomberg Philanthropies to undertake projects in low- and middle- income countries to reduce road crash deaths and serious injuries. The programme is referred to as the Bloomberg Initiative - Global Road Safety. It is in this programme where the person appointed to the job will have primary responsibilities. Bloomberg Philanthropies has made one of the largest private donations to reduce the costs and impacts associated with road safety in low- and middle income countries. The 2015 -2019 programme will reach out to a minimum of 10 large cities and 14 countries – 5 new countries and 9 legacy countries. The major responsibility within the programme will be to build the capabilities of road or traffic police in 10 selected cities to enforce road safety related policies. Job Purpose

The purpose of this job is to contribute to a large global programme that aims to reduce deaths and serious injuries as a result of road crashes.

The person in this job will act as a leading professional in relation to road safety capacity building and with a particular emphasis on strengthening the capabilities of road police in selected cities. Further, the person will strengthen and guide GRSP staff who are supporting capacity building programmes globally.

The job requires leadership and general oversight of the Capacity Building programme and with a strong focus on strengthening road policing in the 10 cities.

The person will manage up to 3 Geneva based GRSP staff who will coordinate, plan and implement good practice road policing that will contribute to a reduction in deaths and serious injuries on the road in the 10 selected cities.

Job Duties and Responsibilities

  • Oversee the GRSP capacity building component of the Bloomberg Initiative – Global Road Safety programme in 10 selected cities, specifically the city road policing strategy development and activities related to enforcement of policies that impact on road user safety.
  • Liaise with collaborators in the Bloomberg Initiative – Global Road Safety, as well as other relevant stakeholders to plan, implement, monitor and evaluate activities
  • Oversee and manage Senior Officers – Country/City Capacity Building support who will provide technical and practical support to road police to strategically enforce road laws and policies, and also to lead road safety agencies where possible.
  • Manage the development/updating and implementation of global good practice road policing guidelines, tools and systems to support global road policing initiatives at the city level.
  • Develop and/or update good practice road safety capacity building and training materials and activities as required by all staff in GRSP.
  • Explore ways to address system and professional challenges to road policing activities and make recommendations to relevant bodies who can bring about change.
  • Represent GRSP and promote its road safety work externally to partners including civil society organisations, UN agencies, academics, the media, Bloomberg Philanthropies and other potential donors.
  • Contribute to the development of a global road policing resource centre, relevant publications and programme materials for GRSP generally and the GRSP Bloomberg Initiative – Global Road Safety Programme in relation to road policing.
  • To provide expert advice and guidance to National Societies, lead agencies and civil society organisation within the field of road safety and to support the delivery of training as required.
  • To monitor adherence to relevant Federation strategies, plans, policies, standards and procedures, and where relevant, National Societies.
  • Collate content and write monthly, quarterly and annual reports for the Bloomberg Initiative - Global Road Safety Programme.

Education

Required

  • University degree in a field related to road policing, education/training, public health, road safety management, or other related area

Preferred

  • Post graduate studies in a field related to the above university degrees
  • Relevant post graduate training in the field of humanitarian diplomacy or management

Experience

Required

  • A minimum of 8 years of experience in road policing either in the field or research, or other relevant area

Preferred

  • 5 to 8 years working in the specialist area of road policing, capacity building and training
  • 5 to 8 years in a road policing leadership role
  • Experience working with road police in low and middle income countries
  • Experience in working for the Red Cross/Red Crescent, or other humanitarian organisation, or an NGO with a focus on road safety capacity building.

Knowledge, skills and languages

Required

  • Can strategically provide oversight of the planning and implementation of a multi city road safety capacity building programme where the primary target audience is road police
  • Can efficiently manage a budget across cities
  • Has experience and skills to manage a team of city and country road safety coordinators
  • Can manage staff development of the city and country road safety coordinators
  • Can provide technical guidance to the city or country road safety management key stakeholders, particularly in relation to good practice road policing
  • Fluently spoken and written English

Preferred

  • Good command of another IFRC official language (French, Spanish or Arabic)
