Background

Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary-General and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job Purpose

This position sits within the IFRC Lebanon country office. The position will be embedded into the Lebanese Red Cross (LRC) under the lead of the Office of the SG.

  • Serves as an Adviser to the LRC to strengthen their institutional capacity, to fulfil their humanitarian mandate.
  • Provides technical support on National Society Development (NSD), tailored to the National Societies (NS) specific needs and context and in line with the LRC NS Strategy and the IFRC Strategy 2030.
  • Ensures closer linkages between NS development and programming support.

This is to be achieved through analysis, dialogue, advocacy, development of systems, tools, skills and competencies.

Job duties and responsibilities

The incumbent will work alongside the LRC leadership, providing governance and technical management support to the leadership, supporting decision making and at times influencing through shared experience and coaching, where practical.

  • Support the development of the LRC NSD Program Plan, ensuring alignment to ongoing investments made in Human Resources (HR), Finance, Branch development and most importantly the LRC Strategy.
  • Ensure coherence and complementarity of support by Movement partners supporting NSD, National Society Investment Alliance (NSIA), promoting coordination to optimize resources and impact.
  • Support LRC Directors and Managers, through the assessment of the organization structure to continue the development of the optimization of resources across all sectors and departments.
  • Identify appropriate coaching and training for managers, creating a development plan for the leadership of the NS, inclusive of specialist technical support as appropriate.
  • Adapt and Conduct a Movement Induction Courses (MIC) for the Governing Board Members and Branch Leadership.
  • Align LRC internal policies: Code of Conduct, Fraud and Corruption, Prevention and Response to Sexual Exploitation and Abuse (PSEA), Gender and Diversity, and Child Protection etc. are up to standard and aligned to Partner National Societies (PNS) and donor requirements, ensuring that all staff and volunteers are aware and compliant with the policies of the LRC.
  • Develop, support and pilot innovative initiatives in NSD, promoting learning, development and knowledge sharing.

Relationships, expertise and professional development

  • Establish and maintain effective professional working relationships with national and international staff in country, regional and global offices of the IFRC, PNS, International Committee of the Red Cross (ICRC) and donors.
  • Deliver and maintain a high degree of skill and knowledge sharing in NSD, be the focal point and a person of reference for all related output and actively represent IFRC in all matters related to NSD.
  • Compliment and contribute to the development of a network for knowledge sharing, sharing best practices and promoting the use of appropriate tools and practices.
  • Actively contribute to the IFRC Country Office Team, whilst sharing technical expertise in a supportive manner.

Duties applicable to all staff

  1. Actively work towards the achievement of the IFRC Strategy 2030 and the Plan and Budget.
  2. Abide by and work in accordance with the Red Cross and Red Crescent principles.
  3. Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Education

  • Relevant University degree in in a related discipline from an accredited academic institution with at least five years of relevant professional experience - Required
  • Master’s in business administration (MBA) or equivalent - Preferred

Experience

  • At least 10 years of progressive experience in a similar role - Required
  • At least 5 years of experience working in organizational development and volunteer development project - Required
  • A minimum of 5 years’ experience in coaching, skill transfer, institutional capacity building and staff development - Required
  • At least 5 years of experience within the Red Cross Red Crescent Movement or membership-based non-governmental organizations - Required
  • Experience with remote management, supervision and mentoring - Required
  • Experience working the MENA region - Preferred

Knowledge, skills and languages

  • Proficient in providing strategic confidential advice to leadership - Required
  • Proficient in mentoring and developing people and ability to work in empowering and participative ways - Required
  • Facilitation of organizational development and branch organizational capacity assessment processes - Required
  • Ability to support others to design and refine national and local humanitarian and development programmes in line with local needs assessments - Required
  • Strategic planning, policy processes and systems development in the context of a non-profit organization - Required
  • Ability to transfer knowledge about community resilience and organizational development principles and approaches - Required
  • Financial management skills including budget preparation, tracking and financial accountability - Required
  • Group process facilitation skills, coordination skills - Required
  • Proficient in project management (preferably with an international certification)
  • Expert in problem solving approaches and technics - Required
  • Ability to work in a cross-cultural and cross-functional environment - Required
  • Strong interpersonal skills and good understanding of working in a partnership framework - Required
  • Drive for change and improvements and ability to deliver strategies in a challenging environment - Required
  • Fluently spoken and written English - Required
  • Good command of Arabic and/or French - Preferred
