Background

Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. IFRC Country Delegation in Myanmar is part of the Asia-Pacific Regional set-up and its role and mandate in Myanmar are defined as support to the Myanmar Red Cross (MRCS) in programme/service delivery, international resource mobilisation, ensuring quality and accountability to donors, coordination of NSD/BD activities towards MRCS development and ensuring effective implementation of the Annual Operational Plans agreed with the MRCS. Rakhine Program Myanmar RC Society (MRCS) has been responding to the violence and displacement crisis in Rakhine since 2012 through relief distributions, WASH, mobile health clinics, temporary shelter and first aid. Since 2014 MRCS has supported livelihoods for populations indirectly affected by the violence in Sittwe and Minbya townships. In 2017, with IFRC support, MRCS initiated multi-year community-based multi-sector resilience programs in central areas of Rakhine and community based programming in northern areas of Rakhine. CRP has created learning and innovation opportunities for livelihoods approaches in recurrent disaster and conflict affected contexts and in cash grant modalities applied to WASH and health interventions. MRCS, with IFRC support, implements Emergency Response and Recovery and Livelihood Restoration Programs, targeting affected populations with unconditional cash grants for immediate relief assistance, as well as conditional cash grants for income generating activities, technical trainings and unconditional grants for basic needs. Livelihoods and cash programming expertise and lessons learned developed in the Rakhine context, is relevant to these programs with scope for short term technical inputs from the Livelihoods Delegate from base in Rakhine State (Sittwe). In the current year program, the country programming context and priority will be influenced by IFRC global strategy 2030, which places climate change and environmental crisis. This will include reinforcing the IFRC Myanmar focus on resilience building & influencing- resilient livelihood development at community level, power in market for women small holders/ small producers, promotion of medium to longer term livelihood programming and engaging with market system.
Job Purpose
Under supervision and oversight of the Head of Sub-Delegation (HoSD), Rakhine and technical supervision of the Asia Pacific Livelihoods Coordinator, the Livelihoods Delegate will facilitate and provide overall leadership in terms of program management support and technical expertise/ accompaniment to MRCS programs in Rakhine, with a special focus on livelihoods, cash and market-based interventions. S/he will deliver and coordinate technical support to MRCS and manage the delivery of activities in order to achieve program objectives.
As Program Manager, for CRP,Livelihoods recovery and branch capacity building programs in Rakhine, the Delegate will assume overall responsibility for supporting MRCS in effective program delivery in line with all grant management requirements. This will include providing technical accompaniment support in livelihood analysis, household economic security analysis, market assessment, proposal development and development of community-based monitoring framework.
The Delegate will guide MRCS to incorporate disaster risk reduction practices and gender & diversity, ensuring the program contributes to strengthening community resilience, as guided by the IFRC Framework for Community Resilience.
The Delegate is also responsible for supporting MRCS to engage in technical inter-agency and Movement coordination at field level; and with any response operations in Rakhine which may be required, as assigned by the line manager.
In providing technical inputs to programs in Rakhine, the Livelihoods Delegate will assist MRCS to implement livelihood interventions, promoting good practice and internal consistency across MRCS program teams and also engaging with external actors, where relevant.
The Delegate will support country level annual plans, budgets and report preparation as well as promotional materials, through the provision of program data in line with organisational requirements.
The Delegate will support the HoSD in sub-office management, coordination and engagement with MRCS, promoting good collaborative relations with MRCS staff and efficient office management.
Program inputs in to support livelihoods and cash based programming support will consist of defined monitoring inputs, planning workshops or desk reviews, as requested by the relevant program manager.
Program requirements in the Delegates base location of Rakhine will be prioritized in the event of competing commitments. External Relationships

Job Duties and Responsibilities
Program development and management
· Contribute to program development, planning, including design of appropriate interventions, targeting of geographical areas and people to be assisted, and formulation of project proposals in conjunction with MRCS staff and IFRC team.
· Promote and participate in integrated assessments of needs and practices with special focus on livelihoods in target communities to enable the MRCS and target communities to identify and plan evidence-based interventions that will contribute to enhancing community resilience.
· Support MRCS to undertake assessment using Sustainable Livelihood framework and with focus on IFRC livelihood strategy: strengthening recovery to disaster and crisis.
· Support knowledge management in all livelihoods program initiatives in Rakhine, and other locations, as required, to build MRCS’s consistency and harmonized livelihood approaches within the resilience framework.
· Support and advise the MRCS team to implement IFRC supported Rakhine programs, including putting in place robust work plans. As Program Manager, for these designated programs, assume a lead role in budget monitoring and ensuring program delivery in line with grant requirements.
· Contribute to response options analysis and support MRCS in developing suitable response to promote resilience building through livelihood and cash based interventions.
· Undertake risk analysis especially related to the livelihood component and contribute to mitigation measures.
· Ensure MRCS field activities are supported technically, logistically, financially & operationally with necessary resources
· Assists MRCS in analyzing emerging needs and identifying gaps and put forward recommendations to IFRC Management team.
· Coordinate other multi-sector technical support, ensuring WASH and Health, branch capacity building inputs are adequately engaged and integrated to ensure resilience outcomes.
· Contribute to IFRC Country Office Annual plans and budgeting processes through preparation of relevant livelihood program components.
Program monitoring, evaluation and reporting
· Provide technical leadership on program specific studies including baseline, mid-term and project evaluations
· Support MRCS to ensure that minimum data collection, monitoring and evaluation processes are in place, using mobile data collection when possible, to measure the results and impact of program interventions.
· Ensure that Post Distribution Monitoring of Cash and Voucher program and other livelihoods program are undertaken.
· Monitor progress and quality of livelihood interventions of MRCS in Rakhine by undertaking regular field visits with MRCS counterparts and providing structured feedback in a way that can improve program progress and impact. Support MRCS to ensure and undertake input, output and outcome based monitoring in the project operational area .
· Support MRCS in ensuring that activities incorporate beneficiary engagement and accountability principles.
· Contribute to donor reporting, and to the overall IFRC country office planning and reporting processes as requested by the line manager.
· Regularly monitor and analyse evolving needs and co-ordinate appropriate programme design changes as necessary.
Technical support
· Provide general programmatic support and advice to MRCS, including on operational issues and coordination, for livelihood programs in Rakhine.
· Provide quality technical support to MRCS in the entire program cycle, with special focus on livelihoods.
· Guide MRCS to incorporate DRR practices &gender and diversity into livelihood programming.
· Support MRCS in developing/updating guidelines and SOPs for CTP & livelihoods programs.
· Support MRCS response operations in Rakhine State in the event of a new disaster and crisis response operations, as requested by line manager.
· Support livelihood and cash program components of IFRC supported MRCS livelihoods and cash based interventions in other locations, through desk-based and technical monitoring visits as required and feasible.
Capacity enhancement, knowledge sharing and peer-to-peer support
· Facilitate organization of capacity building activities including relevant training, on-the-job coaching and mentoring to enhance the capacity of MRCS staff and volunteers in livelihood and resilience building areas.
· Contribute to the establishment and maintenance of effective synergies between different MRCS programs and departments, particularly on MRCS programs in Rakhine, including new disaster and crisis response operation
· Support MRCS through coaching, mentoring and with regular coordination in ensuring that best practices and lessons learned are properly captured and disseminated.
· Identify and promote opportunities for peer-to-peer support between various MRCS branches as well as between MRCS and other National Societies in the Asia Pacific region.
Coordination, cooperation, networking and partnership
· Develop good working relationship with IFRC and MRCS staff and volunteers in Rakhine and in Yangon
· Develop good coordination with the ICRC Sub-Delegation in Rakhine to ensure alignment and complementarity of the MRCS and ICRC interventions, as and where appropriate.
· Coordinate closely with Partner National Societies that are directly supporting MRCS interventions in Rakhine.
· Participate in inter-agency coordination mechanisms, including Clusters and Government-led forums, and liaise with external agencies to ensure consistency of approaches, supportthe Head of Sub-Delegation as required with agency representation for IFRC supported activities in Rakhine.
· Ensure the IFRC management team is regularly informed on field developments.
National Society Development
· In line with MRCS NSD objectives, promote Branch development through design and delivery of livelihood programs in Rakhine which take into account Branch structures and functions for sustainable livelihoods programming. Engage Branches across program cycle, including planning and reflection workshops.
· Ensure technical support to MRCS Branch staff and volunteers to continuously build CTP capacity for emergency responses in Rakhine State.
Organisational Accountability
· Support the Head of Sub-Delegation Rakhine in ensuring efficient management of the IFRC sub-office functions, including engagement, where required with MRCS on logistics and operational coordination.
· Initiate and support promotional materials/visits which highlight program achievements and support funding partners with resource mobilization.

· Ensure IFRC management is fully informed on any material developments which could affect the project and/or IFRC.
Education
· Basic Delegates Training Course (BTC), WORC, IMPACT or equivalent knowledge
· Relevant university education or an equivalent of qualifying experience

· Qualification in development studies or a related area (e.g. food security, livelihoods, economics)
Experience
· Minimum 3 years of experience in implementing multi-sector humanitarian and/or development projects in a field setting
· Experience in implementing livelihoods programmes with community resilience approach; and mainstreaming DRR

· Experience in working with local partner organizations to build capacity; willingness to focus on capacity building
