The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The Programme Development Delegate reports directly to the Coordinator, Programs and Operations for Chile, who in turn reports to the Head of Country Cluster Delegation based in Buenos Aires Country Cluster Delegation Office. This position is in the Programs and Coordination Office based in Chile and will require frequent field trips to project areas across the country.
Job Purpose
Reporting to the Programs and Coordination, the Programme Development Delegate will work closely with the CHRC projects, programmes, and technical focal points to contribute to increasing their capacities in programming and ensuring integration of Migration and COVID-19 operations into the long-term development programs supported by IFRC.
The Programme Development Delegate will support and ensure the project harmonization within programme areas, cross-sector collaboration and quality outcomes (avoiding duplication of services and charges), supporting and ensuring the implementation according to the IFRC guidelines and procedures in the projects areas across Chile. She/He will support and follow up of the implementation plans and achieve the aim of fully realizing integrated programming and services at the country level, through regional guidance and support, in order to better respond to S2030 by creating an environment where planning, programming, and monitoring are comprehensive and where learning, innovation, and relationship management are more effective. The Programme Development Delegate will be responsible for ensuring assessments and updates as needed for the Operational Plans and its implementation.
Job Duties and Responsibilities
Programme management:
- Work alongside the National Society to assist in the planning, implementation, monitoring and reporting of all projects/ programmes and evaluation of performance of staff on set targets and objectives.
- Support the development and monitoring the IFRC/UNHCR and other Movement Partner´s programmes to be implemented across Chile.
- Develop and monitor the screening and realigning of the various programme’s areas (including Community Engagement and Accountability (CEA) and PGI approach across all programmes) in order to provide advice and ensure that the CHRC integrated programming and a series of planned baselines are carried out.
- Support the NS’s to implement the plan of action developed from the project’s proposal.
- Ensure close cooperation along with the IFRC Country Representative with ICRC in the same region for harmonised and complementary cooperation and services.
- Manage community-focused integrated approaches to service delivery across all technical areas including community-based health, disease control and prevention, mental health, migration, Livelihoods, and protection.
- Advise and provide technical guidance to the CHRC project and programme coordinators for the successful implementation and reporting of programmes.
- Monitor project and programs efficiency, for optimizing use of supplies, money, and time.
- Strengthen and develop the National Society's programme structures, capacity and performance and providing/securing the necessary technical and material support to build integrated programme capacity in close linkage with RCRC Movement Partners.
- Provide regular updates, with current development trends and ability, to help CHRC modify plans and projects over time based on a multi-skilled and multi-functional approach.
- Help to promote communication and cooperation among Movement partners, National Society headquarters, branches and members as well as among the affected population.
- Assist the National Society in identifying the capacities and needs of the most vulnerable groups in the affected population and in developing appropriate programmes in line with current approaches in integration, resilience, integration, protection, and risk reduction.
- Ensure the production of accurate, regular, and timely narrative and financial reports for the Federation and the UNHCR.
- Ensure that the program's implementation is according to the IFRC Information Management and Data Protection policies.
- Assist the National Society in the production of appropriate project and funding proposals and development of programmes reports and migration and pandemic country´s contexts.
- Train, support and develop the staff of the National Society in new approaches and concepts in longer-term development.
- When necessary, support the IFRC Migration and COVID-19 operation in the integration of Migration and COVID-19 recovery programmes into the long-term development programmes.
- Have a zero-tolerance on corruption and provide strong support to the IFRC/CHRC in rolling out designed anti-corruption measures and policies.
- Provide support and follow up to the Programs Finance management in order to comply with the IFRC standards and procedures /controller through double-checking budget accuracy.
- Monitor and support the assessment, beneficiary selection, and distribution process of humanitarian assistance.
Representation:
- Support and represent IFRC Coordinator Programs and Operations, Chile, or his/her designate in the assigned area and keep him/her informed of relevant developments.
- Represents along with the IFRC Country Representative the Federation in programme focused international, government, and non-government agencies meetings and collaborate with them where appropriate
Relationships, coordination, and information sharing:
- Develop and maintain strong, constructive working relationships with CHRC Governance and Management leadership, NS technical directors and RCRC Movement partners in Chile.
- Develop and maintain a strong and collaborative relationship with the CHRC programmes coordinators.
- Actively participate in CHRC and partners/programme and project coordination meetings This includes helping to establish a mechanism to ensure smooth information flow between CHRC HQs and its branches and among Movement partners.
- Under the leadership of the Coordinator Programs and Operations, Chile and in coordination with the Head of Southern Cone CCST, establish and maintain regular contacts with UNHCR and other Movement Partners and work towards harmonizing approaches between CHRC Movement partners in their programming with CHRC.
- Participate in regular coordination meetings with funding partners.
- Work with PMER leads in IFRC and the National Societies to ensure that planning, monitoring, evaluation, and reporting requirements are met in a timely and efficient manner.
- Support the elaboration of the integrated programs regional planning join to PMER and Southern Cone HoCCD.

Education
- Basic Delegates Training Course or equivalent knowledge - Required
- Relevant university degree - Required
- Relevant advanced university degree (Master's or equivalent) or equivalent qualification - Preferred
Experience
- 5 years of proven and excellent programming experience that can inspire confidence and respect across LNRCS programs as well as firmly provide a supporting lead for the NS programs - Required
- Working experience in developing countries
Familiarity with current standards and guidelines for humanitarian emergency response - in particular, Sphere - Preferred - Demonstrable experience in programme development, implementation, and monitoring. - Required
- Experience in mentoring and programme capacity development of national counterparts and programme teams. Required
- A proven track record and competency in programme development, implementation, and monitoring - Required
