Branch and Volunteering Development Delegate

Organizational Context:

The deployment of the Branch and Volunteering Development Delegate is a part of the multiyear National Society Development Plan of Action where the branch development is one of the key priorities. The IFRC South Caucasus Cluster Office supports the National Society through provision of technical assistance and coaching in national society development processes including in branch development and volunteer management to increase organizational capacities of the branches, including through improved volunteer management which is extremely relevant for the current context in the country and require dedicated resources to support the field implementation and ensure harmonized and systematic approach to service delivery in the country.

Job purpose

§ serves as an Adviser to the National Society and to the IFRC Head of Country Cluster delegation and Programmes and Operations Manager to strengthen National Society’s institutional capacities in branch development, volunteer management and youth engagement to fulfil its humanitarian mandate and implement National Society Development Plan of Action.

§ provides technical support on development activities tailored to NS specific needs and context in line with IFRC’s global policies and standards.

§ ensures close links between NS development and programming support, working closely with other regional coordinators and delegates of the IFRC as well as Movement partners

The ultimate aim is to assist the National Society to having required capacities and capabilities for operational effectiveness in emergencies and crises across the whole country in line with its auxiliary status to public authorities in the humanitarian field, including inter-alia image, presence, financial sustainability, human resources.

Job duties and responsibilities

§ Support the development of the NS Development Plan of action with a particular focus on Branch and volunteer development activities implementation.

§ Ensure development and implementation of detailed action plan for branch and volunteer development in close collaboration with the NS and Movement partners involved in Branch and Volunteer management development activities in country.

§ Work with the NS to develop its technical skills and capacity in the areas of volunteering and branch development

§ Establish close collaboration and provide mentoring and coaching to relevant staff members of the National Society involved in branch development and volunteer management processes and activities.

§ Support the National Society in addressing social and humanitarian needs in a structured manner through branch activities and volunteering initiatives.

§ Provide active advisory support to volunteer leaders and staff members in the branches in planning, implementation, and evaluation of action plans.

§ Support implementation of branch development Plan of actions, assessments and other initiatives that contain recommendations and action points for branch development.

§ Contribute to the development and implementation of key policy documents, handbooks, procedures, including in resource mobilization, volunteer management, youth engagement, disaster preparedness for branches.

§ Support and provide guidance in fundraising activities development at the branch level with the staff and volunteers

§ Perform and update a detailed mapping of the National Society’s branches including their challenges, capabilities and needs in collaboration with National Society’s staff involved in NSD.

§ Promote knowledge and build skills in Community Engagement and Accountability and oversee its implementation to be backed up by relevant procedures at the branch level.

§ Ensure the integrated approach to branch development and volunteer management program/project is implemented linking with other relevant sectors of development and operation levels at central and branch levels

§ Support the National Society to mainstream branch development and volunteer management within all National Society’s programs.

§ Ensure IFRC Operational Plan implementation in the part of branch and volunteer development, support progress and regular revision of action plans and budgets.

§ Monitor activities and progress against the plans including regular field-visits with the National Society’s staff

§ Conduct necessary assessments of needs and capacities, baseline studies where relevant in close cooperation with NS’ staff at central and local levels.

§ Support reviews and evaluations, prepare ToRs, selection of evaluators, interviews, meetings and field trips for review teams. Prepare relevant reporting and support National Society in submitting reports as required. Support NS in strengthening PMER capacities at branch level.

§ Contribute to the institutionalization of Branch and volunteer development activities.

§ Make strong and proactive contribution to further advancing partnership between Movement partners on the collaboration on National Society Branch Development including in situations of conflict.

§ Ensure daily communication with the National Society team and Movement partners representatives involved in NSD and regular communication with NSD, Volunteer Management and Youth Engagement Units of the IFRC Regional Office for Europe.

§ Support the National Society in organization of relevant forums, meetings, workshops for staff and volunteers at the branch levels

§ Facilitate the National Society’s staff and volunteers with professional development and trainings at branch level.

§ Contribute to the National Society knowledge sharing and facilitating peer support, promote learning and support piloting innovative initiatives. Ensure that best practices and lessons learned related to branch and volunteer development are captured, exchanged and promoted.

§ Respect and act in line with RC/RC values and competencies built on the Red Cross and Red Crescent Fundamental Principles, respect for diversity, and integrity in all we do.

Position requirements:

Education:

Required:

  • · Relevant university degree or extensive professional experience in related field

  • · Background in non-profit management and/or consulting

Preferred:

  • · Basic Delegates Training Course or equivalent knowledge

Experience:

Required:

  • · At least five years of proven experience in local capacity building, volunteer management and/or community development in cross-cultural and diversity-sensitive environments

  • · At least five years of proven experience in program management

  • · At least five years of proven experience in branch development

  • · At least 5 years of relevant professional experience of progressive career development and growth, working in the RC/RC Movement

  • · At least 3 years’ experience of mentoring, coaching and managing staff

  • · Demonstrating capacity to engage effectively at training planning, designing modules, implementation, reporting

Preferred:

  • · Experience of Movement Cooperation will be an advantage

  • · Experience in management at senior level and/or in consulting and facilitating organizational development in a National Society or similar voluntary organization

  • · Experience and/or knowledge in team building and support team members to grow

  • · Working knowledge of IFRC’s Organizational Development and volunteer development policies and tools including the NSD Framework, National Society Strategic Planning and National Society Self-Assessment

Knowledge and Skills:

Required:

  • · Proven analytical skills and the ability to think strategically

  • · Sound knowledge in financial management and in project design, budget, monitoring, evaluation and reporting

  • · Ability and track record working with and inter-relating to the leadership of the National Societies and supported organizations

  • · Ability to work with due sensitivity in a multi-cultural environment and virtual or/and dispersed teams

  • · Excellent negotiation, consulting and management skills

  • · Skills in coaching, mentoring and training

  • · Teamwork and trust-building for inclusive National Society relations

  • · Focused on quality and standards, results and accountabilities

  • · Fluently spoken and written English

Preferred:

  • · Good command of another IFRC official language (French, Spanish or Arabic)

  • · Good command of Russian or national language is an advantage
