Background

Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organisation, with a network of 192 National Red Cross and Red Crescent Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate and promote at all times all forms of humanitarian activities by national Societies with a few to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and pace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters is organized in three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. This position will be based in IFRC Headquarters.

Job Purpose

The purpose of this position is to coordinate the IFRC’s engagement with inter-agency fora, including the Inter-Agency Standing Committee (IASC) and its relevant subsidiary bodies, the Grand Bargain and other coordination mechanisms. The Senior Officer will assist the Under Secretary General for Global Relations, Humanitarian Diplomacy and Digitalization (USG GRHDD), other senior management and relevant departments in prioritizing areas and fora for inter-agency engagement, setting institutional humanitarian diplomacy strategies and goals for them, and facilitate information-sharing and participation among the various IFRC colleagues involved in the relevant bodies.

Job Duties and Responsibilities

  1. Facilitate representation, messaging and information sharing

  2. As the IFRC’s main IASC and inter-agency focal point, coordinate IFRC representation in relevant global forums from all relevant departments.

  3. Ensure an inclusive flow of information about upcoming and past inter-agency meetings with relevant IFRC colleagues in Geneva, the regions and the field.

  4. Develop analysis, strategies and speaking points for senior management’s engagement with the IASC and other inter-agency processes.

  5. Promote IFRC and National Society engagement with Humanitarian Country Teams and ensure strong information flow at all levels about challenges and opportunities in inter-agency fora.

  6. Coordinate and facilitate engagement in Donor Conferences and Ministerial Roundtables.

  7. Support the USG GRHDD on institutional strategy and roll-out of inter-agency outcomes

  8. Together with the Policy and Diplomacy Unit, and other relevant teams, support the USG GRHDD in the development of humanitarian diplomacy strategies, priorities and goals.

  9. Support relevant file holders and the USG GRHDD’s engagement with the Grand Bargain.

  10. Ensure wide dissemination, monitoring and internal reporting on the implementation of inter-agency commitments to which the IFRC has agreed.

  11. Contribute to an effective, high quality IFRC team

  12. Be accountable to the USG GRHDD by providing progress reports on results against objectives and risk analysis.

  13. Be flexible in work definition according to needs and targets and improve team efficiencies and effectiveness within available resources.

  14. Be a pro-active team member fostering a customer service-oriented culture that values proactivity, continuous improvement, innovation, high performance and cost effectiveness.

  15. Foster a co-creative environment with relevant colleagues in all Divisions and levels (HQ, Regions and Country/Cluster level) of the Secretariat and National Societies and an open and co-operative view to the actors in the relevant external environment.

Education

Required**:**

Advanced university degree (master’s or equivalent) in development or humanitarian studies, political science, international relations, sociology, law, or other relevant area

Experience

Required**:**

At least 7 years of work experience in the humanitarian or development sector Experience with the inter-agency coordination process at headquarters or field level

Experience within the Red Cross and Red Crescent Movement

Preferred**:**

Experience in training or capacity strengthening activities

Knowledge, skills and languages

Required**:**

Understanding of existing inter-agency bodies, the United Nations system and key non-governmental humanitarian networks

Understanding of the Red Cross and Red Crescent Movement, including IFRC operational approaches and structures

Understanding of current operational and policy trends in the humanitarian sector, including the Grand Bargain

Strong networking, communication and collaboration skills

Fluently spoken and written English

Preferred**:**

Good command of another IFRC languages (French, Spanish & Arabic)
