The Secretariat of the International Federation of Red Cross and Red Crescent Societies (“the IFRC”) works to a Business Model and has a Business Delivery Plan with key commitments that sharpen its focus, clarity, and efficiency and accountability results. The Secretariat, headquartered in Geneva, has five decentralized regional offices: one of which is the Americas, guided by the Secretariat strategies for implementation and areas of focus that builds on the vision of strategy 2020. The Americas’ region is organized in two main hemispheres: a group of service-based departments and geographical configurations of (i) Country Cluster Support Teams and (ii) Country Office(s), as well as the Deputy Regional Director, each of them led by the Regional Director; and another hemisphere: six building blocks composed by (i) Partnerships and Resource Development, (ii) Policy, Strategy and Knowledge; (iii) Communication, (iv) Disaster and Crisis: Preparedness, Response, and Recovery, (v) Health and Water and Sanitation, (vi) Logistics, each of them led by the Deputy Regional Director. The Monitoring, Evaluation, Accountability and Learning (MEAL) senior officer position is located at the Americas Regional Office in Panama and forms part of the Planning, Monitoring, Evaluation and Reporting (PMER) Unit with close technical collaboration with the Policy, Strategy and Knowledge (PSK) Unit.
Job Purpose
The MEAL Senior Officer is responsible for taking the lead in setting up a monitoring, evaluation, accountability and learning framework in the Americas Regional Office to support all emergency and programmes being carried out in the region.
Job Duties and Responsibilities
- Work with the IFRC PMER unit to ensure that operations are well monitored and evaluated, with appropriate indicators of success, impact measurements, and communication of results to the donor, government, and partners.
- Design, create and manage Monitoring and Evaluation (M&E) plans and other tools with appropriate process, outcome and impact indicators, or support in updating/ revising existing plans and tools.
- Coordinate and support in the design and implementation of surveys, assessments, evaluations, and other relevant M&E activities.
- Provide M&E technical support, lead M&E capacity building activities, and transfer M&E technical capacity to operational teams
- Advise on appropriate integrated monitoring designs and strategies for the operations and programmes (country plans).
- Manage M&E activities related to the operations/programmes, including M&E design and tools; measurement of appropriate indicators; data quality assurance processes and systems; database maintenance; appropriate data analysis; and appropriate dissemination or results (including the use of data visualization)
- Contribute and assist in the development and monitoring of PMER activities and budgets for the operations and programmes, with the relevant PMER and operations staff at country level.
- Support the establishment of a database to manage information generated by MEAL activities, including of beneficiaries
- Create narrative and data visualization products to communicate and disseminate progress and results in the IFRC and to National Societies, donors and other partners
- Collaborate with the Policy, Strategy and Knowledge (PSK) Unit on the development and expansion of the organizational learning programme, accountability and quality standards in programme assessments, design, monitoring, review and evaluation as well as consistent documentation of learning and progress in this area.
- Support, with the relevant PMER staff and in coordination with PSK unit, the design and implementation of final evaluations, lessons learnt workshops and/or case studies.
- Create narrative and data visualization products to communicate and disseminate progress and results in the IFRC and to National Societies, donors and other partners.
- Collaborate with the PSK unit on the development and expansion of the organizational learning programme, accountability and quality standards in programme assessments, design, monitoring, review and evaluation as well as consistent documentation of learning and progress of the three target Appeal operations, and other operations or programmes as required.
- Identify, disseminate, and incorporate learning into Appeal operations’ implementation and in coordination with operational staff into specific areas.
- Work with relevant stakeholders to enhance data use in advocacy and in decision-making related to optimal strategies and interventions.
- Provide input into the development of plans that support the transition of the appeals into longer-term programming starting in 2021, such as indicators for the operational plans (per country), proposals and projects.
Education
- University-level degree with adequate professional experience in relevant area.
Experience
- Minimum of 5-year relevant international experience in project design and participatory needs assessment, data collection and analysis, and reporting.
- Minimum of 5-year experience in coordinating the development and implementation of M&E systems in emergency context.
- Minimum of 5-year experience in managing consultants, and in mentoring/coaching staff and facilitating training.
- Familiarity with RCRC operating environment helpful, or experience in disaster relief and recovery.
Knowledge, skills and languages
- Good knowledge and understanding of international M&E standards and best practices in development and humanitarian contexts.
- Knowledge of integrated programming and accountability systems.
- Solid understanding of the international humanitarian and development sector
- Knowledge in managing, implementing, and sharing of experiences acquired from evaluations, surveys and lessons learned from operations and programmes to enhance institutional learning for better decision making.
- Good communication skills in different formats, capable to communicate complex ideas in simple, direct ways to different audiences, including the understanding and use of data visualization.
- A strong commitment to the Fundamental Principles of the Red Cross Red Crescent Movement and ability to model those Principles in relationships with colleagues and partners and translate them to programming practice
- Proficient in MS office (Word, Excel, PowerPoint, etc.)
- Knowledge of data collection and visualization tools (ODK, KOBO, Power BI, etc.)
- Solid understanding of the international humanitarian and development sector
- Proven knowledge and experience with data collection and analysis tools.
- Strong writing skills in English.
