Country: Tunisia
Organization: International Federation of Red Cross And Red Crescent Societies
Closing date: 20 Sep 2020

Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 192 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

Organizational Context

On March 25th, 2020, the first COVID-19 case was reported in Tripoli. As of July 31st, 3691 COVID-19 cases have been reported in Libya, with 74 COVID-19 related mortality cases registered: these figures showed a worrying increase over the last weeks with strong impact in the Southern Sabha area and in and around Tripoli and Misrata in the North Western coastal region. While the number of COVID-19 patients still remains low, the fact is that the testing capacity is limited and the real number is expected to be much higher. The COVID-19 is therefore spreading amongst vulnerable communities where a certain denial may also be registered. Border closures and other restrictive measures are imposed on the population as necessary, but it shall not prevent the delivery of services and humanitarian aid to vulnerable populations. The Red Cross Red Crescent Movement is determined to continue in its efforts to aid all those in need. The Libyan health system is already over-stretched, under-resourced and is facing challenges in responding to any pandemic. Attempts at a nationwide disease protection programme have not been successful due to multitudes of factors. Hospitals and clinics have been damaged in the daily intensified fighting, while others were forced to shut down because they were close to the frontlines. Doctors and first responders who need to be trained on infection prevention and equipped with personal protective equipment are routinely called back to the frontlines to treat war wounded or they simply don’t turn up in the clinics for fear of contamination and lack of protective measures. A surge in COVID-19 cases could overrun Libya’s health care facilities. The emergence of COVID-19 has added to the multitude of challenges and sufferings faced by people in Libya; where nine years of protracted conflicts have devasted the country. April 4th marked one year since the fighting intensified in Tripoli in 2019. Civilians in Libya continue to suffer because of conflict, insecurity, political instability and a collapsing economy, while the country remains divided among two administrations, despite repeated calls for a ceasefire. Conflict and insecurity have been the main drivers behind population movements in Libya, with fighting leading to several waves of displacement over the last years. Libya presently hosts around 400,000 internally displaced people (incl. 200,000 displaced since the conflict escalation in April 2019), 450,000 returnees, 50,000 registered refugees and asylum seekers, in addition to at least 700,000 migrants. The displaced population should have access to water, food, medical care and protection.

Job Purpose

The IFRC and ICRC are working together to support financially and technically the Libyan Red Crescent Society (LRCS) as well as communities most at risk in a complementary and coordinated way, in line with the LRCS COVID-19 Contingency and Response Plan.

The LRCS has been extremely active in this phase in reaching out to the vulnerable population, especially in terms of risk communication and awareness-raising. The IFRC is providing LRCS volunteers with trainings through regular webinars. ICRC is supporting LRCS mobile clinics and essential food and hygiene distributions, which is bringing much needed primary healthcare services and relief to vulnerable communities. Work is underway to support LRCS water and health teams in their response by providing technical and material support such as personal protective equipment (PPE), chlorine tablets, portable sprayers and hygiene materials.
