Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest volunteer-based humanitarian network. IFRC is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the IFRC is part of the International Red Cross and Red Crescent Movement. IFRC’s headquarters is in Geneva, with regional and country offices throughout the world.

The Secretariat of the International Federation of Red Cross and Red Crescent Societies (“the IFRC”) works to a Business Model and has a Business Delivery Plan with key commitments that sharpen its focus, clarity, and efficiency and accountability results. The Secretariat, has five decentralized regional offices: one of which is the Asia Pacific Regional Office (APRO), guided by the Secretariat strategies for implementation and areas of focus that builds on the vision of strategy 2020. The APRO leads the support to National Societies of 38 countries through Country Office (CO) and Country Cluster Support Team (CCST) spread across East Asia, South Asia, Southeast Asia and the Pacific geographical areas. APRO, led by the regional Director, is organized in six unit overseen by unit head: (1) Policy, Strategy and Knowledge; (2) Disaster and Crisis Preparedness, Response, and Recovery (DCPRR); (3) Partnerships and Resource Development; (4) Health; (5) Communication, (6) Logistics Management

INFORMATION MANAGEMENT OFFICER - National Staff

Job Purpose

Information Management (IM) Officer – under supervision of the Regional Information Management Coordinator – will support the Emergency Operation within the Disaster and Crisis Prevention, Response and Recovery (DCPRR) within in the IFRC Asia Pacific Regional Office (APRO) with development, maintenance and update of regional information management products.

Specifically, the IM Officer will support the collection and analysis of data and dissemination of information – in a timely manner and helpful format – to support decision-making at regional and national levels. Furthermore, s/he is accountable for implementing information management approaches, providing technical guidance, facilitating training, deploying for technical assistance and networking with stakeholders.

Job Duties and Responsibilities

A. Data and Information Management Services:

· Ensure timely preparation and generation of information products such as web-based dashboards, map, and infographic for information sharing and dissemination to relevant stakeholders.

· Provide Information Management support during emergency operations at regional level.

· Maintain existing databases and web-based dashboard.

· Support the operational data infrastructure for IFRC Asia Pacific Regional Office; including managing the GO platform regional and operational pages and providing National Society and surge IM user guidance and support.

· Oversee quality assurance of IFRC data collection processes and data management activities in Asia Pacific including encoding, storing, and transferring data to key stakeholders.

· Provide quality control and technical guidance over tools that support data collection and analysis such as Open Data Kit (ODK), KoBo Toolbox, and, Red Rose.

· Develop and maintain COVID-19 specific emergency pages on GO, bringing key operational information together in an accessible and discoverable platform.

· Provide technical support for National Societies to maintain and implement their emergency page on the GO platform.

B. Data and Information Management Capacity Improvement:

· Provide training and dissemination on information management standards, procedures and tools to IFRC offices and National Societies with the view of enhancing their data and information management capacities.

· Provide technical guidance and support to National Societies on improving their data collection, analysis and data-driven decision-making capacities.

· Collaborate with regional IM team in capacity building activities to Movement members in the AP Region (both IFRS and NSs).

· Reinforce regional IM network to support National Societies and the IFRC in AP region, aligned with Surge Information Management Support (SIMS) network, IM processes and best practices.

C. Coordination and Networking:

· Build and maintain relationships with Red Cross Red Crescent information management experts in the IFRC GO network and the IFRC SIMS network to gain access to relevant sources of data, and data/information services.

· Collaborate with stakeholders within the Movement – and where necessary with external agencies – to determine required data sets, agree on data sharing, define data gaps and agree on collaboration in obtaining missing data.

· Establish and maintain functional networks and coordination with Movement partners, UN agencies and other humanitarian actors to ensure that IFRC is up-to-date on best practices and emerging trends related to information management.

· Represent IFRC in data and information management engagements with the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) and, where appropriate, collocate with the AHA Centre information management team at their emergency operations centre.

Requirements

Education

· Minimum of bachelor’s degree in Information management, GIS, Disaster management or other relevant field is preferred**

Experience

· 4+ year(s) experience in the development and use of information management, GIS, database system, and other information management tools, systems and procedures.

· 4+ year(s) experience with graphic design and data visualisation with the ability to translate complex digital information into clear and attractive graphic representations using business analytic platforms like Power BI and Tableau

· Familiar with mobile data collecting tools (e.g. KoboToolbox, ODK, XLSForm)

· Strong computer literacy skills with advanced skills in MS Excel

· Experience in providing IM support in a disaster response and recovery operation is preferred

· Experience in managing, training and supporting staff is preferred

· Experience in building and working in a network and a remote team is preferred

· Experience working in a RC/RC National Society and/or Federation/ICRC is preferred

Knowledge and Skills

· Excellent written and verbal communications skills are essential, with the ability to craft an analytical narrative from data findings

· Strong interpersonal skills and diplomacy in order to manage relationships with many stakeholders and in a complex situational environment is preferred

· Analytical and problem-solving skills, including the ability to synthesize, order, process and prioritize large amounts of information

· Strong attention to detail in both listening and visualisation design

· Ability to take initiative to create new processes from scratch and act to fill identified gaps

· Strong knowledge of data visualization (Power BI, Tableau, GIS tools)

· Skills in database management, web design and programming is preferred

· Good domain of information technology is an advantage is preferred

Languages

· Fluently spoken and written English

· Good command of another IFRC official language (French, Spanish or Arabic) is preferred
