Job Purpose
The DRR Officer will work under the supervision and guidance of DRR Coordinator/Field Coordinator. The person will be responsible to follow on the implementation of DRR activities at province and district level and report to the DRR Coordinator/ Field Coordinator. The main responsibility of the DRR Officer will be to establish coordination and linkages with PMI technical leads in the field to ensure that program activities are implemented successfully.
Job Duties and Responsibilities
Assist in liaising with PMI at provincial and District levels for proper planning, implementation, and monitoring of IFRC supported DRR activities under recovery program
Follow up for the establishment and/or improvement of community disaster response SOPs including testing them through community simulation exercises
Act as technical focal person for PMI counterparts, supported by IFRC DRR Coordinator/DRM Coordinator at CCST
Support PMI to coordinate with DRR stakeholders at districts and province level
Coordinate activities between the provincial branch and IFRC team in the field
Ensure a coordinated and collaborative approach is undertaken for the implementation of the DRR activities in Central Sulawesi
Support PMI counterparts in implementation of the DRR activities at community level such as preparedness, awareness and education, and mitigation activities
Support PMI in preparation and review of DRR quarterly work plan and budgets
Monitor activity expenditures and ensure that all expenditures are inline with budget
Follow up on financial reporting and make sure that DRR related working advance report from the PMI is submitted in time
Prepare timely and accurate DRR program narrative and financial reports
Support the PMI on the facilitation of DRR training events at various levels
Undertake field visits and monitor project activities as appropriate. Submit a brief report after each field visit
Assist PMI with monitoring of DRR progress against outlined indicators and preparation of monitoring reports
To gather information from a variety of sources to support (delivery of services, to enable system operation or the planning of specific activities) for the support of PMI
To promote adherence to best practice standards in line with IFRC polices and guidelines to promote a common Movement approach
To provide assistance in the monitoring and evaluation of activities and in the dissemination of learning to contribute to continuous learning and knowledge building of PMI (through the production of narrative reports)
Compile and prepare monthly project report and other reports in a timely and qualitative way. Update and report the DRR Coordinator on a regular basis about the progress of the DRR activities for the operation
To establish and maintain positive working relationships with PMI counterparts
Translation/interpretation from Bahasa to English and vice versa. Ensure that all key documents include important meeting notes are translated into English and any key communication that is in Bahasa is immediately translated into English and shared with Field Coordinator
Attend external meetings and coordination forums as and when requested by the line manager
Attend partner’s coordination meeting and prepare minutes of the meeting
Follow up and guide the field project teams to analyse and prepare reports after the completion of any project activities
Ensure that DRR interventions are carried out in accordance with the approved plan of action, ensuring that the status of the DRR deliverables is regularly reviewed
Monitor the implementation of DRR activities, identify gaps, issues and risks and assist in addressing these as necessary
Assist DRR coordinator to perform various other tasks not covered in the above-mentioned points.
Job Requirements
Education
- Educated to graduate degree level and/or can demonstrate equivalent intellectual capacity
- Professional qualification or equivalent of qualifying experience in Disaster Risk Reduction Management.
Experience
- Experience with Red Cross Red Crescent movement, working with PMI both at HQ and / or field level is an added advantage (preferred)
- Min 4 year experience in disaster operations management in the field on DRR
- Experience of analysing, planning and managing recovery and longer-term development programmes and resources
- Experience of managing, coaching, and supporting staff / counterparts (preferred)
- Experience of project/program planning and managing finances and budgets
- Experience of acting in representational role (preferred)
- Experience of working for a humanitarian/non-profit-making organization (preferred).
Knowledge and Skills
- Proficiency in English language all in comprehension, written and spoken
- Familiar with Central Sulawesi Province
- Knowledge of Red Cross and Red Crescent Movement and Fundamental Principles (preferred)
- Knowledge and advanced skills to work on computer and programs like MS word, excel, ppt etc
- Commitment to Teamwork /or and able to work independently and as part of the team
- Ability to express views and ideas
- Basic knowledge of Security situation monitoring and incident reporting (preferred)
- Ability solve problems
- General knowledge in technical sectors such as WASH, SHELTER, LIVELIHOODS, CASH.
