Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 192 member National Societies. The IFRC acts before, during and after disasters and health emergencies to meet the needs and improve the lives of vulnerable people. The IFRC Secretariat has a decentralized structure: five regional offices (each with several CCST and country offices reporting to it) covering the globe and responsible for frontline delivery through National Red Cross and Red Crescent Societies, backed by the Secretariat HQ based in Geneva. IFRC/AP region has developed the Operational plan for 2017 and 2018 in line with the overall strategic direction of the IFRC’s 7 Areas of Focus and 4 Strategies for Implementation of the Plan and Budget 2016 – 2020. In addition, IFRC’s AP and Country Cluster Support Teams work together to enhance the cooperation and coordination of support to National Societies and all Movement partners across the Asia Pacific.
The CCST Jakarta covers two countries, namely Indonesia and Timor‐Leste, and is based in Jakarta, Indonesia. It reports to the APRO office. The Sr. IT Officer is part of the CCST Jakarta and the position is located in Jakarta, Indonesia. S/he reports to the head of CCST.

Job Purpose
The Sr. IT Officer has the responsibility, in close collaboration with the Regional IT Unit in Kuala Lumpur, to supervise the development, installation and maintenance of Information Technologies and Telecommunications systems for the Federation CCST in Indonesia. This includes the identification of appropriate technical staff, or subcontractors if appropriate, the setting up of training programmes and workshops, and the ability to perform some of the technical tasks for the smooth running of the ICT systems within the limits of requirements, specifications, costs and timelines. S/he is responsible ensure the ICT system is always aligned with the organization goals.
Additional support to the National Societies may also be required in the scope of IT Telecom.
Job Duties and Responsibilities
Manages the efficient delivery of IT services to Indonesia Country Office for IFRC and PNSs.
In close collaboration with the Regional IT unit in Kuala Lumpur to implement IT global initiatives, create and develop IT and Telecom strategy and network and identify, develop, and manage the required expertise resources
Analyse IT and telecommunications equipment needs, taking into account existing systems and applications, and using Federation standards.
Manage, provide advice and ensure the effective functioning of IT and Telecommunication equipment as appropriate.
Provide and develop Office Productivity and Cost Efficiency Plan to ensure the office productivity and cost efficiency through ICT technology and Strategy such as reducing Electricity usage, Communication Cost and monitor paper usage. The strategic plan should able to show cost and benefit analyses.
Ensure the IT & Telecom equipment in the operation is inventoried according to the Federation rules, including full management of stock, and that all investments and running costs related to IT & computer are spent efficiently
Provide technical advises on technology innovation.
Provide technical support to PMI on IT and Telecommunications issues.
Radio telecommunication capacity building to National Societies.
As part of global service desk team, provide level 1 IT support through the ServiceDesk portal to the region and global needs.
Work closely with staff and provide them required technical support. Set up appropriate and accessible procedures, operating and training manuals.
Support the implementation of IFRC Office 365 productivity and collaboration tools (eg: Ms Teams, Sharepoint)
Implement the installation of software and hardware of IT network equipment.
Provide ICT Governance/Management
Lead, supervise and provide strategy on how to operate ICT unit.
Liase with Senior Management to develop strategic ICT plan and set Key Performance Indicator.
Conducting regular system audit.
In unavailability of ICT Assistant, provide day‐to‐day support to users in the office.
Working across functions, units and peers in organization to ensure collaboration in achieving organization goals.
Develop and implement ICT Policy, Manual and Guidance.
Provide inputs, options and risk analysis for supporting Senior Management on strategy development and execution planning.
Liaise with suppliers, service providers and service centres whenever required
Develop and establish mutual relationship with ICT Communities, Internet Service Provider, Vendors, Government and Organization’s Partners.
Develop Annual IT budgeting for the office
Maintain regular forecasting and IT billing.
Maintain and support the office IP PBX System.
Produce regular, timely, accurate, and integrated ICT Reports and Documentations for management
Provide monthly reports of ICT related such as summary of activities, Incidents reports, Internet performance, progress reports and other ICT related issues.
Maintain documentations of list software licenses such as number of licenses, expiry date and estimate expenditure for new licenses.
Develop and maintain ICT documentations on Network structure, Network Configuration of Firewall, Switch hub, Wireless Access Point Setting and Servers
Establish Logbook to record by When, What is changed, Who did change and purpose of configuration change.
- Record Administrator passwords of accessing to the network equipment, Server, and client’s computers.
Provide Business Continuity and Disaster Recovery Plan
Develop and Implement Disaster and Recovery Plan as part of Organization Business Continuity Plan.
Ensure availability of ICT Infrastructure for supporting the organization during emergency.
Perform regular test on Disaster and Recovery Plan against various threats, take note for any findings and update / enhance the Disaster Recovery Plan accordingly.
Establish agreements with partners, institutions, and vendors for supporting business processes during emergency.
Ensure data recovery.
Reach as highest as possible of High Availability of ICT functions and system.
Ensure the availability of Capacity Building for Staffs
Ensure ICT staff continuously update their technical knowledge and ICT trend in technology.
Provide regular ICT learning session to users on how to solve minor ICT problem which are frequently occurred in the organization, ICT security awareness and new software applications.
Provide support Knowledge Management System.
Requirements
Education
- Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field, or equivalent experience
- Completed MTCNA, CCNA certification or equivalent is preferred
- Professional training in related field is preferred**
Experience
- Minimum 4‐6 years of prior professional experience in ICT operations IT and Network field
- Experience leading and managing large ICT projects and rolling out ICT infrastructures across various technologies
- Experience in working in an international environment, preferably with the United Nations or INGOs is preferred
- Experience within the Red Cross and Red Crescent Movement is preferred
Knowledge and Skills
- Excellent professional communications skills, both verbal and written in both English and Bahasa
- Excellent working knowledge of Microsoft Windows computer systems, Office365, security, network & systems administration, databases and data storage systems, and phone systems
- A high degree of competence in teamwork, commitment to the International Red Cross and Red Crescent Movement and its work, integrity and personal conduct, flexibility and adaptability
- Strong critical thinking and decision‐making skills
- Excellent project management skills and strong ability to prioritize
- Firm grasp on IT infrastructure and operations best practices
