Job Purpose

Under the direct supervision of the CCST Resilience Coordinator and Regional Disaster Law Coordinator, the Disaster Law Officer based in Port of Spain is responsible to provide technical support for the implementation of the IFRC Strategy in Disaster Law in the English-speaking Caribbean, in line with Operational Plans and Strategies of the CCST and the Americas Disaster Law Programme, both at the country level and in appropriate regional fora. In this regard, he/she will provide technical support by reviewing disaster-related instruments (including laws, plans, strategies, policies), studies (IDRL, DRR and DPR) and other deliverables produced by external consultants for IFRC Disaster Law Programme in the English-speaking Caribbean to support the implementation of the third phase of the CBI Project. It will also support complementary projects, including The Nature Conservancy (TNC) / IFRC “Resilient Islands” Project and an Interreg (EU) “Ready Together” Project led by French Red Cross Regional Platform for the Caribbean (PIRAC) in partnership with IFRC. The CCST Disaster Law Officer will also provide, when requested, coordination and logistical support, to assist the Cluster and the Americas Disaster Law Programme Coordinator with the organization of workshops and trainings in Disaster Law at national and regional levels. It will also support the facilitation of such workshops and trainings. Activities will be carried out under the direct supervision of the English-speaking Caribbean CCST Resilience Coordinator and according to the guidance of the Americas Disaster Law Coordinator.

Position Requirements

Education

  • University degree or Advanced qualification in international law or related field

Experience

  • 3+ years of work experience in a related area, particularly in legal or policy development
  • Demonstrated research, writing and reporting experience
  • Experience with networking and communicating with different stakeholders such as government, UN, NGOs and other organisations
  • Demonstrated experience in programme management - preferred
  • Experience within the International Red Cross and Red Crescent Movement - preferred

Knowledge, skills and languages

  • Good knowledge and understanding of disaster management and law/policy-making processes
  • Excellent computer skills including knowledge of Microsoft Office applications
  • Ability to use own initiative and problem-solving skills
  • Knowledge of the International Federation’s policies and procedures - preferred

Languages:

  • Fluent spoken and written English
  • Good command of another IFRC official language (French) or Spanish or any other language relevant to the cluster - preferred
