Job Purpose:
The Provincial Shelter sub-Cluster Hub Coordinator, under overall supervision of Shelter sub-Cluster Coordinator will ensure the National Shelter sub-Cluster mission to effectively coordinate the shelter response in NTB and work to enhance accountability, predictability and effectiveness of the evolving shelter response.
S/he will work with all Cluster partners in Palu and other relevant actors, including operational agencies, local authorities and the respective coordination bodies, namely Ministry of Socials Affairs (MoSA) and Ministry of Public Works (MoPW) and BNPB to prevent and reduce shelter-related vulnerabilities and ensure an equitable shelter response where no one is left behind.
Job Responsibilities:
In achieving this, the Provincial Shelter sub-Cluster Hub Coordinator, will undertake the following activities:
Identify and liaise with Partners
- Identify and build relationships with key partners, including relevant national authorities, peacekeeping forces, and relevant academic institutions to advance Shelter sub-Cluster strategic priorities advocacy.
- Proactively seek exchange and collaboration with relevant Clusters, particularly CCCM, Protection, WASH, and Early Recovery Clusters
Assessment
- Proactively engage, promote and coordinate collection of data on house damage and households with shelter needs and other relevant baseline information
- Liaise with Government authorities and other relevant partners (UNDP) to conduct damage assessment and site safety (reg. liquefaction and landslides) assessment.
- Advocate that Cluster partners are aware of applicable standards and their responses are in line with existing international, national and IASC policy guidelines, technical standards, and relevant Government obligations in terms of urban zoning, building code compliance, environmental protection guidelines etc.
- Identify information needs for the Shelter sub-Cluster (e.g. overview of market prices, quantity, and quality of building materials) and organize to fill those information gaps.
Planning and strategy development
- As soon as appropriate, and in agreement with the National Shelter sub- Cluster Coordinator, liaise with relevant national authorities, to assure smooth handover of shelter coordination from MoSA to MoPW.
- In consultation with the SAG, assure the Shelter sub-Cluster strategy is updated and revised as necessary, to address evolving needs.
- Draw lessons learned from past activities and revise strategies and action plans accordingly in the light of these and needs as they evolve.
Coordination
- Ensure regular Shelter sub-Cluster meetings to keep partners updated, share information and discuss identified challenges, aiming to include all actors in joint decision-making, ensuring complementarity of various stakeholders’ activities as far as possible.
- Support analysis of data to identify gaps and duplication of coverage and encourage partners to address identified needs.
- Oversee that Technical Working Groups are established on identified relevant topics in agreement with the sub-Cluster Coordinator. Likely Working Groups could include but not limited to for example Transitional / Temporary Shelter construction guidelines, Technical assistance to complement cash based responses etc.
- Prepare regular (weekly) updates and briefing notes on the situation and development for the National Shelter sub-Cluster Coordinator, Information management and Monitoring
- Oversee and contribute to tracking, collating and analysing needs assessments and other data sources to inform better understanding of the shelter related needs.
- Promote use of participatory mechanisms for monitoring and tracking of partners activities (3w) in close collaboration with the IMO(s), collect information and data to effectively feed in the Cluster’s reporting systems and tools.
- Closely work with the cluster IM staff to ensure the tracking of performance and humanitarian outcomes using benchmarks, indicators, and data (of possible disaggregated by age and gender) as agreed through Cluster mechanisms.
Training and capacity building of national authorities and civil society
- Support efforts to strengthen the capacity of the national authorities and civil society
- Support the development and implementation of a common strategy within the Shelter Cluster for capacity building and training
- Promote and support training of humanitarian personnel and capacity building of humanitarian partners in shelter and coordination.
Requirements:
- Professional /academic qualification in management/ coordination related field or technical (Architecture, planning)
- Proven experience in cluster context with direct involvement in the management of the clusters would be an advantage
- At least 5 years of work experience on humanitarian work and coordination
- Experience of working in Indonesia in disaster contexts.
- Experience in working in support of government
- good knowledge of the national cluster system
- Ability to work effectively and harmoniously in a team and harmoniously in the inter-agency context with colleagues from varied cultures and professional backgrounds
- Excellent writing and communication skills; ability to summarize and prepare clear and concise reports
- Interest in humanitarian work, personal commitment, drive for results, efficiency and flexibility
- Very good interpersonal and communications skills, facilitation skills and ability to encourage joint decision making.
Knowledge, skills and languages
Good training and facilitation skills; Self-supporting in computers: word processing, spreadsheets and presentations; Fluently spoken and written English.
