Context

Since May 2015 the International Federation of Red Cross and Red Crescent Societies along with the Hellenic Red Cross have worked with local communities on the frontline of the migration response to provide relief and assistance to people seeking safety in Europe. Assistance included primary health care, hygiene promotion, food and relief distribution, first aid, psychosocial support, Restoring Family Links and cash assistance.

Since the beginning of 2018 the operation focuses on urban programming and social inclusion through cash distribution, basic health care, accompanied referrals, case management and integration activities.

The Multifunctional Centre in Thessaloniki (MFC) is a social centre that strives to provide a holistic approach of services and support to migrants to help them cope with their current situation through counselling and guidance on their way through procedures and available services. Since the MFC opening at the end of November 2017, the MFC provides migrants with up to date information and guidance on existing service provision in Thessaloniki, through case management and orientation sessions. An important service within the MFC is also the Cash Transfer Program (CTP) that supports people with information on how to access cash support and serves as a card enrolment, distribution and certification point. Another program component within the centre is the Accompanied Referral service (ACCREF) that offers an integrated approach of health and protection services, through accompaniment, interpretation and cultural mediation between the refugee population and the Greek public service responsible for their health, legal and protection care.

Job Purpose

Reporting to the IFRC Program Coordinator, the Project Manager’s main aim is to support the operation implementation to contribute to the assistance of vulnerable people, by coordinating the different components of the migration project in Northern Greece and see how the different components of the project link together or can reinforce each other, so as to increase both efficiency and effectiveness. The Project Manager is responsible for supporting the Red Cross staff on the implementation of activities through building blocks such as Cash Transfer Programming (CTP), Urban approach (Multifunctional Centre - MFC) and Accompanied Referrals (ACCREF). The incumbent is also expected to provide support to HR and financial management and reporting of the daily operation. The Project Manager must ensure that all activities are implemented following the accepted humanitarian standards, while actively pursue community participation in the implementation of activities.

Job duties and responsibilities

The Project Manager will manage all activities of Northern Greece Migration project centred around the MFC in Thessaloniki, but also outreach services across all northern Greece, especially for the Cash Transfer Programming activities. This includes:

Project Management

· Ensure quality operations and relevant services provision to those in need in close coordination with Program Coordinator and Team Leaders

· Oversee day to day activities at the MFC and the implementation of all projects in the centre to effectively address the needs of all beneficiaries

· Participate in the drafting, operationalization and regular updating of the rules and regulations of the MFC and the project in cooperation with program management team

· Monitor the projects budgets and activities by using relevant tools and methods; drafting and submitting reports as per schedule and request

· Support Disaster preparedness and contingency planning process if needed

Human Resources

· Act as a leader, manager, coach and mentor to a multidisciplinary team by adopting a rights-based and results-based approach to work

· Line manage technical and administrative staff and provide technical and administrative guidance as required in their day to day activities and in line with policies and procedures

· Organize and lead coordination meetings with all staff to ensure collaboration and cooperation across services

· Build staff capacity through team mobilization, guidance, coaching, on the job training etc. to improve team performance and ensure the right priorities are set and internal service standards

Coordination and Representation

· Liaise with Regional and Local bodies at all levels; UN and international humanitarian organizations, NGOs and community groups, creating a network of stakeholders and actors in the area of responsibility

· Keep abreast of the socio-political, humanitarian and security situation in area of responsibility by regularly and consistently assess and analyse the humanitarian migration-related developments and share results with IFRC Country Team to identify possible gaps and/or needs in the provision of services

· Brief, update, facilitate IFRC visitors in the area and act as security Focal Point for all IFRC activities in Northern Greece

· Coordinate with the IFRC Country Office to ensure all TORs, SOPs, security risk assessments are regularly updated

· Coordinate with relevant sectoral focal points in the North together with The Cash Transfer Programming Team Leader to ensure steady implementation with different actors e.g. SMS actors - referral agencies & municipality focal points-local & international NGO’s

Duties Applicable to All Staff

· Actively work towards the achievement of the needed goals of the organization

· Abide by and work in accordance with the Red Cross/Red Crescent principles

· Perform any other work-related duties and responsibilities that may be assigned by the line manager

Position Requirements

Education and Experience

· A Bachelor’s Degree in Social Sciences, International Relations, Humanitarian Aid, Project Management or other related field; Master’s degree preferred

· At least five years’ work experience with an International Organization, NGO and/or government development agency

· At least three years relevant work experience in a relief operation

· At least five years in a managerial or leadership position within a team structure

· Field-based project management/ implementation experience and familiarity with the civil society space and other actors in Greece

· Experience within the Red Cross and Red Crescent Movement will be considered an asset

Knowledge, Skills & Abilities

· Proven skills in managing staff and ability to work well within a multicultural team; Experience in and ability to train, coach, mentor people

· Good stress management skills; Ability to work under pressure, prioritize well and meet deadlines

· Excellent communication and interpersonal skills; Good analytical skills and solution focused

· Advanced computer skills (Windows, word processing, PowerPoint, spreadsheets)

Languages

· Fluency in English and Greek language (both oral and written)

· Good command of another IFRC official language (French, Spanish or Arabic) will be an asset

· Good command of Farsi or Urdu or Kurdish will be an asset
