Job Purpose
Support the Dominica National Societity and branches (8) in implementing DRR activities under the Hurricane Maria Emergency Appeal. The emergency appeal plan of action will assist the NSs with community preparedness capacity to respond to disasters in an effective and efficient manner and reduce the impact on communities most at risk through prevention and mitigation. In addition, the DRR delegate will support each NS with the development and/or enhancement of their response strategies and plans and in sync with existing national and regional DRR initiatives.
Through this program goals and objectives of the OFDA DRR proposal, the International Federation of Red Cross and Red Crescent Societies seeks to Strengthening Disaster Preparedness and Response in Dominica Red Cross Society to contribute towards reducing the impact of disasters in Dominica. This will be done through increasing the capacity of Dominica Red Cross Society to prepare for and respond to the needs of people affected by disasters. The IFRC and DRCS will also strive to ensure that there is increased capacity to prepare for disasters through, increase response efficiency (time, money) and accountability, increase in sharing of learning from DRCS preparedness and response operations. The International Federation of Red Cross and Red Crescent Societies in partnership with Dominica Red Cross Society also seek to strengthen the following components/gaps in order to have a well-established approach towards in Dominica.
- Governance: organizational, legal and policy frameworks;
- Risk identification, assessment, monitoring and early warning;
- Knowledge management and education;
- Reducing underlying risk factors;
- Preparedness for effective response and recovery
Education
- Bachelors degree in social sciences or related field
Experience
- 3+ years related programmatic experience and one year of management experience
- Field experience internationally in managing operations in emergency and non-emergency settings
- Experience in project/program management, design, monitoring and evaluation of multi-sectoral programs
- Budgeting and financial experience, as well as program supervision
- Experience working for the Red Cross and Red Crescent Society or in a humanitarian organization - preferred
Knowledge, skillsandlanguages
- Self-supported in computing systems (Microsoft Office, in particular Excel)
- Ability to work in a cross-functional environment
- Sound Managerial, Interpersonal and organizational skills
- Training and presentation skills
- Skills in training and developing staff
Languages:
- Fluently spoken and written English
- Good command of another IFRC official language (French, Spanish or Arabic) - Preferred
