Panama: Senior Officer, Information Management - Regional Population Movement

JOB PURPOSE

The Information Management (IM) Senior Officer role, is to provide necessary support to the information management component in the Americas Regional Population Movement in coordination with the Migration Cell, with the guidance and solutions for a timely and effective data collection from several sources, data analysis, and information visualization and sharing.

The IM Senior Officer reports to the Opeartions Manager.

JOB DUTIES AND RESPONSIBILITIES

The IM Senior Officer is expected to provide the proposed information products and solutions, as well as build IM capacity in National Societies involved. Information products and solutions include an effective data collection, analysis, and visualization of the analysis on different formats and methods, and provide the necessary information to improve decision making, planning, coordination and reporting processes.

The IM Senior Officer will provide follow-up to the Information Management needs assessment, previously developed by the Disaster and Crisis IM team from Geneva and Americas Regional Office.

The IM Senior Officer responsibilities include a close collaboration with IM Team in Americas Regional Office, as well as different IFRC staff members.

  • Assess and evaluate current IM needs in the Operation, to provide necessary solutions to information gaps.
  • Maintain and Update the Americas Regional Population Movement IM Portal, hosted on GO.
  • Define a database solution, standards and procedures for the Operation, working closely with the IM Team in Americas Regional Office and in alignment with the Regional IM Strategy and Priorities.
  • Maintain existing databases and information sharing systems deployed for the Operation.
  • Establish clear and structured information processes and data flows within and for all relevant stakeholders.
  • Disseminate information and provide data analysis to all those requiring them, in a timely and useful format.
  • Create maps, graphics and other data visualizations to support the decision-making process and cover the Information Needs for the Operation.
  • Train IFRC and/or NS focal points involved in IM for Operations.

EDUCATION

  • Bachelor’s degree relevant to the position
  • Masters degree relevant to the position,preferred

EXPERIENCE

  • 3+ year(s) experience with graphic design and data visualization with the ability to translate complex digital information into clear and attractive graphic representations
  • 3+ year(s) experience with GIS tools and ability to produce basic maps in order to visualize geographical information
  • Strong background in data analysis techniques and information management
  • Strong computer literacy skills with moderate to advance skills in MS Excel or similar tools
  • Experience within the humanitarian field, preferred on disaster response and project management, preferred

KNOWLEDGE AND SKILLS

  • Excellent written and verbal communications skills are essential, with the ability to craft an analytical narrative from data findings
  • Good understanding of humanitarian responses, actors involved, and the role of evidence-based decision making for the delivery of humanitarian action
  • Strong interpersonal skills and diplomacy in order to manage relationships with many stakeholders and in a complex situational environment
  • Analytical and problem solving skills, including the ability to synthetize, order, process and prioritize large amounts of information
  • Strong attention to detail in both listening and visualization design
  • Ability to take initiative to create new processes from scratch and act to fill identified gaps
  • Skills in database management, web design and programming, preferred
  • Good domain of information technology (IT) are in advantage, preferred

LANGUAGES

  • Fluent spoken and written English
  • Fluent spoken and written Spanish
  • Good command of another IFRC official language (French or Arabic), or a language relevant in the region (i.e. Portuguese)
