Panama: Senior Officer, Migration - Regional Population Movement

JOB PURPOSE

Support Migration Cell to provide technical advisory to ensure adequate emergency response of population movements crisis based on the migrant vulnerabilities according with IFRC Migration Policy, Global Strategy, Americas Migration Action Plan of Red Cross Movement, as well as available standards, protocol and tools.

JOB DUTIES AND RESPONSIBILITIES

  • Under direction of Migration Cell Coordinator conduct assessment on the field to identify the main humanitarian needs of migrants according the context and their vulnerabilities as well as NS the capacities and gaps to delivery services to migrants on origin (or return), transit and destination countries.
  • Propose actions to delivery adequate services (assistance and protection, specially most vulnerable groups how woman and girls, children unaccompanied, people who require international protection, etc.
  • Propose to Migration Cell coordinator develop tool to ensure join with other members of the IFRC operational ad programmatic team that carefully consider local capacity and context, work with managers of relevant National Society departments with all related programming roles and responsibilities.
  • Collect relevant and current information about migration flows in the intervention zones to be provided to IM team.
  • Identify the main actors in the intervention zones who provide services to migrants and connections to enhance the capacities to NS through partnership for working in network.
  • Together with the communications team identify the main possible activities to enhance the ability information and resources for migrants to protect them in migratory communities. Also identify the main risk of migrants in terms to be victims of discrimination and xenophobia keeping the transit and host community perspectives base on do-no-harm principles.
  • Provide advisory to provide advocacy action and public awareness based in human right and humanitarian law.
  • Identify possible activities to provide mid & long terms solutions for migrants in the destination and returns communities to be develop with the migration programmatic team.
  • Support the migration cell team apply the IFRC Minimum Standard of Gender and Diversity, Child Protection Policy, Strategic Framework on Disability Inclusion by the International Red Cross and Red Crescent Movement.

EDUCATION

  • University degree in relevant area or equivalent experience required
  • Technical training in Disaster Management
  • IMPACT (International Mobilization and Preparation for Action) / Basic Delegates Training Course

EXPERIENCE

  • 5 years’ experience in migration programme
  • 5 years field experience working with the Red Cross/Red Crescent or working with a humanitarian organization in a developing country
  • Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation
  • Good knowledge of the context and work experience in the Americas’ region, preferred

KNOWLEDGE AND SKILLS

  • Knowledge on IFRC Migration Policy, Global and regional strategies and Movement migration guidelines and tools.
  • Knowledge on assistance and protection to migrants
  • Familiarity with current international health standards and guidelines
  • Effective team and project management skills
  • Good mentoring and capacity development skills
  • Ability to work well in a multicultural team and in a changing environment
  • Excellent stress management skills and ability to work in an insecure context
  • Excellent communication and interpersonal skills
  • Demonstrable accountability
  • Proficient in computer office applications and communication technologies

LANGUAGE

  • Fluent spoken and written English
  • Fluent spoken and written Spanish
  • Good command of another IFRC official language (French or Arabic), or a language relevant in the region (i.e. Portuguese), preferred
