Forecast-based financing is an innovative approach using the scientific data to indicate elevated risks and then release humanitarian funding for actions before a potential disaster. In the Asia Pacific region, RCRC Forecast Based Financing (FbF) work is being advanced in several countries. Indonesia is one such context, where Palang Merah Indonesia (PMI) has identified FbF as a priority area for Disaster Risk Reduction programming, focusing on flood resilience and droughts. In order to develop its FbF approach and programming and to provide greater conceptual clarity and position the future approach within the policy and practice context of Indonesia, the International Federation-Country Cluster Support Team (CCST) for Indonesia and Timor Leste will conduct an FbF Scoping Study.

The International Federation-Country Cluster Support Team (CCST) for Indonesia and Timor Leste is seeking a Metereological Advisor for consultancy work. The Metereological Advisor will provide with a greater conceptual clarity about early warning early action in Indonesia by identifying existing Forecast competencies and capabilities, and Forecast-based Financing (FbF) specific stakeholder mapping.

Duties and Responsibilities

Under the overall supervision and management of the Head of CCST or the person by him designated for all administrative matters, the metereological advisor will be responsible for, but not limited to, the performance of the following duties:

• Using the CC (section 1. Forecast Capabilities) Assessment tool, but modified to add additional context specific questions, undertake an analysis at the national and also at the regional level (Citarum, Bengawan Solo, Ciliwung River systems). The additional questions will be regarding 1 and 3 day probability for rainfall and temperature for national and the selected river basins.

• Recommend, working with the Lead Consultant and stakeholders, how to access BMKG (Indonesian Met Service) information and data.

• Provide an assessment of the potential to integrate the impact-based forecasting concept into drought and flood triggers in Indonesia.

• Provide analysis and recommendations of how the forecast information from BMKG and other existing forecast model can be used for FbF in Indonesia

• Working together with National Government/Policy Expert to produce stakeholder mapping and opportunity for partnership with government agencies mandated to collect and manage information on climate risk and vulnerability, to produce risk maps, to release climate information, to manage early warning system, to declare early warning/disaster status, to manage river basin and catchment area, to mobilize resources at local and national level.

• In close collaboration with PMI colleagues provide general analysis of local government capacity in two regions for implementation of FbF Programming.

• Provide analysis and recommendations of how FEWEAS and FRMT can be incorporated into FbF Indonesia.

• Support Lead Consultant and research team with research, stakeholder mapping and specific FbF related research tasks contributing to the final report.

Requirements

Education: Minimum Master’s degree in meteorology/agro-meteorology/climatology.

Experience:

• At least 8-year professional experience in application of meteorological data of which at least 5 years should be in risk assessment, early warning and disaster management.

• Having knowledge and experience in assessing reliability of weather forecast

• Good relationship with Indonesian meteorological service agency

• A researcher with university or research institution is preferred

• Based in Jabodetabek (Jakarta, Bogor, Depok, Tangerang, Bekasi) or Bandung.
