The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners The Country Office is led by a Head of Country Office (HoCO) who is the line Manager of the Head of Sub Office. The Head of Sub Office line manages Rakhine based technical delegates and support staff to ensure that these positions are coordinated in supporting the Myanmar Red Cross Society (MRCS) in delivering its core services to the people.
Job Purpose
The Head of Sub Office position is based in Sittwe. The IFRC Sub Office provides technical support and services to the MRCS in various field of activities. The Head of Sub Office will report to the Head of Country Office, IFRC Myanmar and work closely with the MRCS personnel as well as with other Federation staff to share expertise, knowledge and resources to offer the most appropriate support to the MRCS.
Head of Sub Office is responsible to provide support to Myanmar Red Cross Society (MRCS) for all its activities in Rakhine state. This includes monitoring of progress of activities in relation to the development programmes, emergency response, early recovery and recovery of the response. The HoSO will work in collaboration with the Programme Co-ordinator to ensure that the programmes are planned, co-ordinated and delivered as per donor commitments and will ensure technical inputs are received from the technical team in Yangon.
S/he will provide technical support and operational guidance to assist MRCS in successfully delivering assistance to the affected population.
The Head of Sub Office is responsible for the overall management of the Rakhine sub office, staff and financial resources in accordance with Federation policies and procedures and will serve as the country lead for the purposes of any Federation emergency response operations in accordance with the Pacific and Asia Pacific Standard Operating Procedures.
In addition, overall management of the IFRC Sub Office including security, fixed assets, financial assets and other resources in accordance with IFRC Secretariat procedures and regulations.
Job Duties and Responsibilities
Strategy and Programme Support
• Support MRCS in areas related to: human resource management, youth and volunteer development, planning and budgeting, resource mobilisation and programme development and implementation.
• To ensure the implementation of the IFRC supported project activities with MRCS in Rakhine according to approved plans and budgets.
• To work collaboratively with the Programme Co-ordinator to ensure accountability of programme design and delivery as per donor commitments and maintain technical quality
• Along with the Programme Co-ordinator and the technical teams identify risks and establish mitigation actions to ensure programmes remain relevant and on track
• Ensure all donor commitments are fulfilled as per the various conditions and reports are produced with quality and submitted as per schedule
• To provide remote management support to the team in Northern areas of Rakhine including regular travel, sometimes for longer durations.
• To support the MRCS Rakhine Operations Team in the management of the day-to-day coordination of programme activities; and to ensure that all activities are routinely coordinated with other programme components, providing an integrated delivery of recovery activities that maximize quality, effectiveness and efficiency.
• To work closely with the MRCS respective branches, staff and volunteers.
• Facilitate technical support to the programme staff in the areas of: community resilience including disaster preparedness and response, disaster risk reduction and climate change, community-based health and first aid programmes, youth as well as finance development and income generation.
• To monitor and offer daily supervision as necessary to the technical and administrative staff of IFRC.
• To establish and manage efficient office structure and systems for IFRC team in Rakhine.
• Actively pursue resource mobilisation opportunities with the aim to sourcing longer term funding for programming and funding for the National Societies and the continuation of the IFRC Sub office in Rakhine for as long as needed.

Knowledge and Information Management**
• To ensure accurate, regular and timely operational information flow from the Sub Office to IFRC country Office and MRCS.
• To support media and other visibility initiatives as directed by the IFRC Head of Country Office.
Coordination and Representation
• In collaboration with MRCS, represent the IFRC and build good relations with local authorities, the UN agencies and international organizations and other organisations in Rakhine
• To support MRCS efforts in coordinating the Red Cross Red Crescent Movement and promote its activities among different stakeholders, including UN agencies, local authorities, INGOs and donor community.
• Maintain strong internal co-ordination and planning on the developments in Rakhine with the team in Yangon
Human Resources Management
• To provide day to day management of all staff reporting to the position in the Sub Office.
• Create a supportive and productive environment for staff and volunteers and ensure the office is adequately resourced with appropriately skilled personnel through the establishment of a well-managed HR system.
• Empower employees to take responsibility for their duties and responsibilities.
• Provide oversight and direction to the employees in the operation according to IFRC policies and procedures.
• Manage and plan the long-term Human Resources requirements of the development and humanitarian programmes.

Education**
Basic Delegate Training (IMPACT course)
Relevant university degree Experience
Minimum of 7 years of programme management including human and financial resources.
Security management experience and working in insecure environments
Experience in humanitarian operations
Substantial experience in community led processes
Experience in working in for a humanitarian organisation in a fragile/ conflict context
Experience of implementing humanitarian and recovery programmes
Volunteer and/or work experience at national and/or international level in the Red Cross Red Cross Movement
Previous work experience South East Asia region Knowledge, skills and languages
Excellent written and oral communication skills
Well-developed diplomacy and negotiation skills in a cross-cultural setting
Ability to work effectively under pressure
Ability to provide effective performance feedback
Ability to foster a spirit of teamwork and unity
Self-supporting computer literacy skills within a Microsoft Office environment
Valid international driving licence (manual gears)
Familiar with IFRC policies, procedures and systems
