The overall purpose of this job is to support a culture and practice of reliable monitoring, evaluation and reporting for the IFRC work in the Asia Pacific Region (AP). The key purpose of this position holder is to lead the PMER team for the Asia Pacific Region. The position is part of a global PMER team based in the five regions and the IFRC HQ in Geneva.
This includes supporting the improvement of existing PMER systems as well as developing and coordinating new systems and events within the IFRC and among its partners, building the capacity of IFRC Secretariat and National Societies in PMER, and promoting knowledge transfer. The position holder will ensure that PMER systems are in place at the Secretariat offices and NS, and are in line with the frameworks and guidelines on PMER, and that lessons and resources are adapted for use by the IFRC Secretariat and National Societies to build its capacity in applying new methodologies in future situations.
The jobholder will coordinate within IFRC offices and NS in the AP region, to ensure accurate, thorough, and useful monitoring and reporting of project activities and impacts, both internally and externally. This includes particularly close collaboration with the Regional programme managers, and NS PMER/operation focal points to ensure that the monitoring data is properly collected, verified and included in the reports for the project/programme/operation and also inform effective IFRC management and compliance with accountability standards in Asia Pacific.
