Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The Partnership Division is in turn organised in three Departments, each of them led by a Director, of which Partnerships and Resource Development Department (PRD) is one. PRD consists of four teams and one is Business Development. The leader of that team serves as a member of the PRD Senior Management Team and as a member of the Global PRD Team.
Job Purpose
Provide leadership in the strengthening IFRC income management performance standards, accountability and quality assurance and stewardship of partner funding, including enhancing accountability and quality of IFRC stewardship of partner funds received, providing data and analysis of income trends and opportunities to inform senior management decision making.
Job Duties and Responsibilities
Advise Leadership IFRC in business development and resource mobilisation
- Lead the process of formulation IFRC Secretariat Plan and Budget resourcing plans, ensure consolidated funding plans are in place at country, regional and global levels, monitor funding coverage, benchmark and identify gaps and actions to be taken.
- Define requirements for a clearing mechanism, roles and accountabilities for coordination of partner engagement, establish and enable access to systems to ensure interactions with partners are guided by organisational objectives.
- In collaboration with the Disaster Services Department and Regional Offices, take proactive measures to increase coverage of IFRC emergency appeals to maintain RCRC global leadership in resource development for emergencies, coordinate global outreach strategies, ensure appeals contain marketing information relevant to partner needs.
Guide and Support NS Capacity Building in Business Development and resource mobilisation
- Map global practices and priority needs of National Societies regarding Business Development.
- Lift National Society fundraising, negotiating and compliance capacities increasing the number of National Societies who have a PRD strategy in place leading to an overall increase in the annual growth rate of IFRC income.
- Lead PRD strategies to increase coverage of IFRC emergency appeals to maintain RCRC global leadership in resource development for emergencies.
- Drive efforts to improve the quality of funding towards multi-year less earmarked agreements, monitor number and value of pledges, level of earmarking, develop guidelines in relation to minimum requirements for earmarking, in line with the Good Humanitarian Donorship (GHD) standards.
Create a quality environment for business development and resource mobilisation
- Lead the development and application of PRD tools and systems (standard operating procedures, CRM, etc.), to meet the needs of internal clients and enable effective management of the partnerships and resource development function globally.
- Ensure Global PRD Team effective use of the CRM system to ensure institutional knowledge is shared and preserved through a centralised system for live data on partner profiles and activities, reports on appeal and programme coverage and prospects, consolidated resourcing plans for the 2016-2020 Plan & Budget.
- Undertake analysis of CRM data to produce timely metrics and reports on PRD performance and produce analysis of financial data including income and expenditure trends, funding gaps, quality of pledges, earmarking, etc.

- Define clear roles, accountabilities and activities, and assign them across the team members on an ongoing basis while improving efficiencies within available resources.
- Plan, manage and monitor the use of available resources (people, budgets, etc.) of the team in order to deliver the agreed activities for area of responsibility.
- Foster a customer service-oriented culture that values accountability for results, proactivity, continuous improvement, innovation, and high performance.
- Lead the delivery of service improvement, good practice, continuous learning and knowledge sharing between the IFRC and NSs and between colleagues.
- Create a working environment that ensures staff growth, motivation and satisfaction.
- As a member of the PRD Senior Management Team, provide key strategic advice and support to anchor IFRC leadership in public sector influencers networks, high level meetings and other strategic fora.
Education
Master’s degree in International Relations, Public Affairs, Business Administration, Law or other relevant fields is required.
Experience
All required:
Minimum of 12 years of experience in partnership and business development functions at a global level for an international organisation.
Experience in development of fundraising strategies, market research/analysis, benchmarking, risk assessment.
Experience in the management of CRM systems or similar databases and information systems, analysis of partner data to inform strategies, investments and senior management decision making.
Proven track record in raising contribution management performance standards, pledge management and accountability systems.
Experience identifying and articulating strategic issues, risks and priorities to provide sound advice to senior management.
Experience managing government partner and resource development relations within a country where humanitarian and/or development programmes are being implemented.
