The PMER Delegate is responsible for the development and coordination of the PMER processes of the Emergency Appeal for the Bangladesh’s Population Movement Operation (PMO). This includes strengthening of programme quality, performance and impact by

  • Providing technical guidance in assessments and PMER tools development and coordinate the implementation of these tools.
  • With the Reporting Officer, providing professional support and assistance to the preparation and timely delivery of quality reports as required by, and agreed with IFRC and donors.
  • Coordinating and advising on any reviews/evaluations for the PMO.
  • Promoting awareness of, and adherence to, appropriate strategies and standards, integrated and participatory approaches to programming, cross cutting issues, good practice and lessons learnt.
  • In close cooperation with the IM Officer, supporting the development of relevant IM products.
  • Facilitate the development of the Movement Wide Reporting System for this operation if required. Job Duties and Responsibilities

Reporting (50%)

  • Act as the reporting focal point for the operation.
  • Develop and coordinate monitoring and reporting templates and plan in consultation with BDRCS Reporting team and PMO team.
  • Facilitate and manage all Federation reporting requirements for the operation, in close collaboration with the operation teams.
  • Provide advice and technical expertise/support to BDRCS Reporting team and PMO team on standard PMER practices and procedures.
  • Advise and assist the operation teams on reporting needs for specific target audiences, including 4W.
  • Maintain a regular communication line with the DM and Reporting teams in BDRCS, the PMER & Communication Manager in IFRC Bangladesh county office as well as the PMER unit in IFRC APRO.
  • Assist in the scoping exercise for the development of a MWRS to be used in the context of the operation.

Planning

  • Participate and give guidance to the revision of Plan of Action and related programme planning processes.
  • Support in the development of assessment tools used by the PMO team, and the application of results in programming.
  • Serve as focal point for quality and accountability, and M&E for the IFRC programmes, working with and coordinating other staff involving in the PMO, Partner National Societies and other relevant actors.
  • Support and assist in the preparation of meetings related to Movement Framework and Operational Planning.

Monitoring

  • Assess and help strengthen current M&E system and approaches adopted by the PMO.
  • In collaboration with IM Officer, support the strengthening of the information management and sharing process in the PMO team, including data collection and verification, monitoring mechanism, visualisation and delivery of IM products.
  • Support the complementarity of Community Engagement & Accountability (CEA), Protection, Gender & Inclusion (PGI) and other cross-cutting support with PMER systems.

Evaluation

  • Coordinate and provide guidance to any reviews/evaluations for the PMO.
  • Assist in the development of case studies and other appropriate accountability of the PMO; ensure proper planning, collection and analyses of data.
  • Support documentation of processes and collection of implementation tools of the PMO.

Capacity building

  • Build the knowledge and capacity of the PMO team through mixed methods (training, coaching, mentoring) to implemented good PMER practice within the PMO.
  • Manage the performance of the Reporting Officer.
  • Knowledge and skills transfer to the Reporting Officer and the DM and Reporting teams in BDRCS.

Required:

Master’s Degree equivalent in relevant area preferred, or Bachelor’s Degree with adequate working experiences in relevant area is required.

Minimum of 7-year relevant international experience in project design and participatory needs assessment, data collection and analysis, and reporting

Minimum of 4-year experience in coordinating the development and implementation of M&E systems in emergency context
Minimum of 3-year experience in managing consultants, and in mentoring/coaching staff and facilitating training
Familiarity with RCRC operating environment helpful, or experience in disaster relief and recovery Knowledge, skills and languages

Knowledge of integrated programming and accountability systems.

Solid understanding of the international humanitarian and development sector
Highly developed analytical and communication skills and ability to assimilate and process information for wide-ranging audiences
A strong commitment to the Fundamental Principles of the Red Cross Red Crescent Movement and ability to model those Principles in relationships with colleagues and partners and translate them to programming practice
Excellent in MS office (Word, Excel, PowerPoint, etc.)
Knowledge of data collection and visualization tools (ODK, KOBO, Power BI, etc.)

Fluent in spoken and written English

Preferred:

Knowledge of developing and implementing Federation/Movement Wide Reporting System
Knowledge in appropriate gender, equity and diversity programming approaches

Good command of local language
