Bangladesh: Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) Delegate

The PMEAL Delegate is responsible for taking the lead in monitoring, evaluation and learning of the Emergency Appeal for the Bangladesh’s Population Movement Operation (PMO) as well as responsible for any monitoring and reporting for British Red Cross supported pledges for this operation.

  • Work with the IFRC PMER team to ensure that operations are well monitored and evaluated, with appropriate indicators of success, impact measurements, and communication of results to the donor, government, and partners
  • Provide M&E technical support, lead M&E capacity building activities, and transfer M&E technical capacity to operational teams
  • Advise on appropriate integrated monitoring designs and strategies for the operations
  • Manage M&E activities related to the operations, including M&E design and tools; measurement of appropriate indicators; data quality assurance processes and systems; database maintenance; appropriate data analysis; and appropriate dissemination or results (including the use of data visualization)
  • Work with relevant stakeholders to enhance data use in advocacy and in decision-making related to optimal strategies and interventions
  • Manage the PMEAL requirements and processes for British Red Cross support pledges for this operation
  • Contribute and assist in the development and monitoring of PMER activities and budgets for the operations
  • Contribute to the any revision process of the Plan of Action for the operation

Required:

Master’s Degree equivalent in relevant area preferred, or Bachelor’s Degree with adequate working experiences in relevant area Experience

Minimum of 5-year relevant international experience in project design and participatory needs assessment, data collection and analysis, and reporting.

Minimum of 5-year experience in coordinating the development and implementation of M&E systems in emergency context.

Minimum of 3-year experience in managing consultants, and in mentoring/coaching staff and facilitating training.

Familiarity with RCRC operating environment helpful, or experience in disaster relief and recovery. Knowledge, skills and languages

Knowledge of integrated programming and accountability systems.

Solid understanding of the international humanitarian and development sector.

Highly developed analytical and communication skills and ability to assimilate and process information for wide-ranging audiences.

A strong commitment to the Fundamental Principles of the Red Cross Red Crescent Movement and ability to model those Principles in relationships with colleagues and partners and translate them to programming practice.

Excellent in MS office (Word, Excel, PowerPoint, etc.)

Knowledge of data collection and visualization tools (ODK, KOBO, Power BI, etc.)

Fluent in spoken and written English

Preferred:

Knowledge of developing and implementing Federation/Movement Wide Reporting System.

Knowledge in appropriate gender, equity and diversity programming approaches.

Good command of local language.
