Prepare, Warn, Mitigate, Recover, and Live is the pillars of the IFRC Framework for Community Resilience that support a multi-sectoral approach for safer and more resilient communities. The Framework establishes a global foundation for all RCRC actions towards achieving resilience objectives in line with Strategy 2020, the Sendai Framework for DRR, the One Billion Coalition for Resilience initiative and the global Sustainable Development Goals. The MENA region supports enhanced collaboration and positioning of National Societies with their own governments and all other key stakeholders to ensure the long-term development of community capacities and addressing domestic priorities are at the forefront of national society’s strategic directions and resource allocation.
The UNDP works with partners in more than 170 countries and territories to promote sustainable development, eradication of poverty, advancement of women, good governance and the rule of law by offering global perspective and local insight to help empower lives and build resilient nations.
The IFRC and the UNDP signed the Memorandum of Understanding in December 2015 to facilitate and strengthen cooperation at all levels. Both organizations seek to increase their cooperation in thematic areas, including Disaster Risk Management (including disaster risk reduction, preparedness, early warning and early action, response, recovery and risk assessment).
In this context, the IFRC will provide technical expertise and support to UNDP initiative (ECHO funded) in Tunisia aiming at improving community resilience and human security of vulnerable communities in urban environments through implementation of the Sendai Framework for DRR.
In the framework of the UNDP project, the IFRC DRR Delegate is expected to accomplish a set of tasks in close collaboration with UNDP colleagues in Tunisia, IFRC Country Cluster for North Africa and technical colleagues at IFRC Regional Office and Geneva**:**
DRR Local management
Prepare guidelines related to the management of DRR intersectoral local committees;
Elaborate capacity development plan and facilitate training sessions for the setting up of DRR local committees.
Community mobilization
Propose and prepare a community mobilization plan by engaging local decision-makers and civil society organizations to ensure their involvement in all phases of DRR planning;
Ensure follow up on the implementation of the plan;
Prepare communication and awareness material regarding community mobilization;
Train trainers to streamline training for the local community in the local language.
Test operational tools for risk evaluation and DRR local planning
Prepare an inventory of evaluation and local planning tools on DRR;
Propose and validate through a participative approach an adaptation of risk evaluation tools to regional contexts;
Technical contribution to risk evaluation exercises;
Contribute to design local EWS to ensure adjustment to local needs in close collaboration with community mobilization exercises;
Ensure inputs related to DRR local planning exercise strategy and action plan.
Strengthen local capacities and awareness and education in DRR
Prepare and follow up implementation of training plan for CSOs, including the Tunisian Red Crescent;
Facilitate training sessions;
Strengthen CSO network through setting up a core group of local trainers.
Exchange of experiences in the frame of south-south cooperation
Prepare concept note/exchange south-south programme involving experiences and collaboration of IFRC-UNDP in other countries in MENA and other regions;
Contribute to the design of any other south-south cooperation initiative.
Cross-cutting contribution to the project
Quarterly plan of activities in close collaboration with UNDP and IFRC;
Preparation of ToR for mobilization of potentially needed expertise according to national and local partners´ needs;
Preparation of concept notes for workshop/missions in close collaboration with UNDP and IFRC;
Revision of expert´s deliverables regarding DRR planning and risk evaluation;
Reporting of activities to UNDP and IFRC;
Preparation of communication material regarding projects activities and results in trough UNDP and IFRC channels.
Following to his/her recruitment, the delegate will submit to UNDP a detailed mission plan including his/her expected deliverables.
In addition to the UNDP project, the DRR Delegate is expected to perform the following task:
Technical support:
Support the promotion of the IFRC Framework for Community Resilience, standards, tools at National Society level. Support and guide the implementation of IFRC’s resilience commitments and guidelines, such as the Framework for Community Resilience and the One Billion Coalition for Resilience initiative.
Coordination, Cooperation, Networking and Partnership:
- Support effective coordination, collaboration and networking within IFRC and the Movement system on all technical issues related to Resilience.
Knowledge Management, Public Awareness and Public Education: * Ensure regular Knowledge Sharing on good practices in resilience building both internally (RCRC family) and externally, effective Information Management, contribute to Public Awareness and Public Education initiatives.
Resource Mobilization and Reporting Management:
Support the country cluster to prepare a strategy for Community Based Programmes and establish appropriate planning, monitoring and reporting procedures.
In collaboration with the Federation Communications and PMER teams, produce regular, accurate and timely reports for the Federation and donors as well as documenting inspirational practices, case studies, lessons learned and web stories.
Position Requirements :
Education
Relevant university degree, IMPACT course or equivalent knowledge
Experience
Experience of working in an international organization.
3 -5 years’ experience in a NS, in the RC/RC Movement
Experience of working in both emergencies and developmental contexts
Exposure to community mobilization and, social development linked to health and disaster preparedness programmes
Experience in training and use of participatory methodologies
Experience in conducting and analysing baseline/end line survey and commitment to participatory approaches at all stages of the project cycle
Awareness of gender issues and ability to facilitate the development of practical strategies
Extensive Team management experience, supervision of staff, coaching counterparts
Experience in project cycle management(Project writing, Log Frames, Financial management, Reporting, Monitoring and Evaluation)
Experience in managing communications and advocacy projects
Knowledge and Skills
Committed to the Red Cross Red Crescent vision and principles
Skills in networking with other agencies and international organizations
Skills in training of staff and developing team building spirit
Self-supporting in Computer (Microsoft Office, E-Mail Internet technologies, Social Media)
