Organizational context (where the job is located in the Organization)

The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Regional Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA).

The Africa Region is organized through cluster representations covering the National Societies in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Sudan, Republic of South Sudan, Chad, Central Africa Republic, Niger, Nigeria, Somalia and Zimbabwe.

Since late April 2015 pre-election there has been ongoing violence in Burundi, resulting in a number of casualties in the capital of Bujumbura, and 225,088 people fleeing to the neighbouring countries of the Democratic Republic of the Congo, Rwanda, Tanzania , Uganda and Zambia. Of these, 116,596 people have settled in Tanzania (as of 12 December 2015) where both the infrastructure and resources are limited to accommodate the incoming refugees’ needs.

Since the beginning of May 2015, over 118,000 people from Burundi have arrived in Tanzania (as of 12 December 2015), the majority hosted at Nyarugusu camp, which was built in 1997 to host 50,000 Congolese refugees. The camp is currently overcrowded, with over 161,000 refugees.

The Tanzanian Government has identified three locations for new camps: Nduta , Mtendeli and Karago. Each camp is expected to host 50 000 refugees with Mtendeli and Karago close to each other with plans to start relocation of most of the Nyarugusu refugees from mass shelters and those in the floods prone zones.

Nduta camp has been operational since 7 October 2015 and now hosts 16,000 refugees. The second camp, Mtendeli is expected to open on early January 2015.

Job purpose

To support the delivery of Tanzania logistics services in-line with GLS strategy and procedures ensuring a high quality service provision that meets the needs of services users

To support the Tanzania Red Cross Society response to the Burundi Refugees Population Movement Operation affecting the country since April 2015 through the management of the General logistics in the Population Movement Emergency Appeal to ensure set objectives are met within the approved Plan of Action.

Job duties and responsibilities

1) To plan and organise country level IFRC logistics activities including transportation and warehouse/stock management ensuring adherence to IFRC procedures and standards to provide a high quality, efficient and cost effective logistics service that meets the needs of services users

2) Oversee effective and timely action plans with respective team leaders and support staff for Nyarugusu camp health posts and Mtendeli hospital rehabilitation

3) Ensure that procurement plans are aligned to action plans and that IFRC procurement processes are followed

4) Train and develop the procurement staff on the implemented procurement tracker, and ensure that the procurement tracker is sent to key stakeholders on a weekly basis

5) Ensure that all requisitions are detailed with specific requirements. Oversee that stock reports are submitted to senior medical staff, noting expiry dates and the need for their consumption.

6) Oversee that all IFRC cars are well managed by the assigned IFRC drivers, by providing oversight on daily vehicle inspections, vehicle safety and cleanliness.

7) Oversee that all requisitions follow the IFRC or TRCS procurement guidelines.

8) Solve problems in the field by engaging the strengths of other actors under the UNHCR umbrella.

9) Oversee sound warehousing practices and warehousing control and cleanliness at the Kigoma warehouse facility and Ngaranganza warehouse facility.

10) Support the Operations Manager by attending selected meetings .

11) To manage tasks and resources effectively so that deliverables are achieved within set budgets, timelines and standards

12) To develop the logistics strategy for the operation in order to provide efficient logistics services to all programs

13) To build relationships with NS Logistics teams in order to share learning and build capabilities to enable the transference of logistics activities from IFRC to NS responsibility

14) To provide logistics technical advice, support and training to IFRC staff/delegates and NS to ensure the necessary capability and understanding exists to ensure that there is full adherence to best practice principles, and compliance with necessary regulation, legislation and IFRC procedures

15) To prepare timely monthly reports detailing specifics according to the needs and distributing them to the Regional Logistics Unit and / or to Geneva

16) To support the mapping of country and NS needs, providing insight and accurate information such that country level logistics support is able to meet identified and contingency needs

Duties applicable to all staff

1.Work towards the achievement of overall Secretariat goals through effective managerial and lateral relations and teamwork

2.Ensure understanding of roles, responsibilities, lateral relationships and accountabilities

3.Establish and ensure effective working relationships with the other delegates, ERUs and RC partners

4.Ensure effective working relationships with National Society counterparts.

5.Ensure effective working relationships with technical and service departments at regional level and the Federation Secretariat, Geneva.

6.Uphold the fundamental principles of the International Red Cross and Red Crescent Movement and work within equal opportunities policy and adhere to the Code of Conduct.

Position Requirements

General

In good mental & physical health – ability to cope with the demands of emergency relief situations

Qualifications

Professional qualification in logistics or equivalent experience

Basic Delegates Training Course or equivalent knowledge

5 years professional experience in general logistics, including warehousing, transportation, customs clearance & procurement

Experience in Red Cross work, working in developing countries for a humanitarian aid organisation

Experience in training and use of participatory methodologies

Experience of managing and supporting staff

Proven experience to carry out logistics assesments and set up large operations

Experience of working as part of a team

General competencies
