General:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization with 190 member National Societies. It is guided by its Strategy 2020 which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade.
The Hellenic Red Cross (HRC), member of the International Movement of Red Cross and Red Crescent Societies, was established on 10 June 1877. It is the biggest humanitarian organization in Greece and according to its legal status, the HRC is a non-profit organization officially recognised by the Hellenic Republic, as a voluntary aid society, auxiliary to the public authorities in the humanitarian field.
The Hellenic Red Cross (HRC), with the support of IFRC and other Partner National Societies, have been providing aid to migrants who became stranded in Greece after the borders with neighbouring countries closed in 2016. Aid has been given along the following areas of intervention: Health (including First Aid), Psychosocial Support (PSS), Relief, Hygiene Promotion, Water and Sanitation and Hygiene, Trace the Face (RFL) and Community Engagement (CEA). For 2017-2018 needs will continue to increasingly shift towards urban areas, and integration as many receive refugee status in Greece. Small influxes into the country will continue.
Currently, with reduced number of migrants entering Greece, the IFRC, together with the Hellenic Red Cross, is focusing on a country plan for Greece to provide assistance to the vulnerable population in Greece, including also Greek people. The country plan will replace the emergency appeal of the IFRC, and also have an emphasis on strengthening the HRC in a number of ways, including different programmes, as well as developing the PMER.
IFRC receives funding through its appeal, and in 2018 through its country plan. Funding comes mainly from ECHO, but also from other partners. Different Red Crosses are implementing the activities for which the IFRC is responsible for reporting
Job Purpose:

Reporting to the IFRC Programme Coordinator, the position holder will focus on providing professional support and assistance to the completion and delivery of reports; establishing effective monitoring systems, and other PMER functions of programmes and the operation. In cooperation with the IFRC Regional PMER Unit, the PMER officer will also act as a technical resource to the Country Office and National Society, with the aim of strengthening the Hellenic Red Cross’s PMER systems and practices, and provide training as required. This will be achieved through rigorous adherence of defined reporting standards and by following principles in planning, monitoring and evaluation. The person will also support the operation with its Information Management (IM) needs, depending on the capacity of the person.
The position is located in the IFRC Country Office in Greece to support the coordination of all aspects of the operation on behalf of the IFRC, in collaboration with the Hellenic Red Cross. The selected person will also work closely with the Resource mobilization unit in the Europe regional office in Budapest.
Reporting
Act as the reporting focal point for the Greece operation (MDRGR001) and new appeals or plans
Produce accurate, quality and timely standard and non-standard pledge-based narrative donor reports
Keep up to date with donors’ and IFRC reporting requirements, guidelines and resources, and ensure they are being followed by all Partners.
Ensure close coordination with the finance team on financial reports
Ensure quality and timely delivery of operational updates and Appeals’ revisions
Coordinate all monitoring and reporting activities closely with the Regional PMER Unit, and RM unit.
Planning
Participate and give guidance to emergency, operational and programme planning processes
Serve as planning support for quality and accountability, and monitoring and evaluation for the IFRC programmes, working with and coordinating other relevant interests of the IFRC regional office, country operations, different Partner National Societies and other relevant actors
Coordinate with the Hellenic Red Cross and IFRC technical leads and support providing technical guidance the development of a Country Support Plan for Greece
Develop M&E plans for IFRC and NS programmes/projects
Monitoring
Support the operations in setting up and maintenance monitoring structures needed to ensure that all components of the response are identified, planned and carried out in a coordinated, collaborative and integrated manner with Movement and external partners.
Ensuring data collection is of quality
Regular tracking and monitoring of performance indicators
Evaluation
Support documentation
Any possible evaluation needs coming from management
Information management
Support the IFRC in its different IM needs, depending on capacity
Support the HRC in developing its IM capacity
Other
Support the HRC in developing its PMER Capacity
Any other relevant tasks assigned by the line manager

Qualifications:
Education:
· Essential: Educated to university degree level and/or can demonstrate equivalent experience
· Essential: University degree in a relevant field such as: Community Work, Social Services, Communication, Journalism, Social Sciences, Technology related fields
Work Experience:
Essential:
· Strong background in Project Cycle Management, Monitoring (including data management) and Reporting
· Good understanding of humanitarian responses, actors involved, and the role of evidence-based decision making for the delivery of humanitarian action
· Writing, editing and analyzing complex reports
· Working for a humanitarian/non-profit making organization
· Good organizational skills, ability to work under pressure while respecting deadlines.
Preferred:
· Planning, implementing and monitoring projects from conception to completion
· Facilitation and training
· Working with the Red Cross Red Crescent
· Experience of working with refugees and people on the move before
Knowledge and Skills:**
Required:
· Computer literacy skills with advanced skills in MS Excel
· Excellent report writing skills in English and ability to deliver in tight deadlines
· Able to work independently and as part of the team
· Database management, web design and programming, and internet technologies
· Graphic design and data visualization with ability to translate complex digital information into clear and attractive graphic presentations
