Purpose It is expected to evaluate the relevance and appropriateness of the appeal in terms of population needs, project sustainability, effectiveness of implementation and efficiency. In addition, it will evaluate the cooperation modality, the negative and positive points of the projects (the appeal obtained bilateral funding and was implemented by the International Federation of the Red Cross (IFRC), the Singapore and German Red Cross, the Italian and Spanish Red Cross, the Japanese Red Cross and the Dominican Red Cross societies).
Audience The results will be used by the RCRC senior management i.e. Head of delegation, Responsible for programme and project management in order to inform them, to guide them and to plan future joint programs.
Commissioners This evaluation is being commissioned by IFRC in compliance with its Framework for Evaluations.
Reporting Line The consultant will report to the IFRC Planning, Monitoring, Evaluation and Reporting (PMER) in Haiti and representatives from the implementing National Societies.
Duration This consultancy will be for 35 working days spread over 1.5 months. The 35 days will include the preparation on the inception report, development of tools, desk review, fieldwork and report writing.
Timeframe The consultant will be engaged from 15January 2016 or as soon as possible .
Methodology summary It is expected that the consultant will use mixed methods, which will include both qualitative and quantitative approaches. The consultant is expected to develop a sound methodology for the evaluation, which will adequately address the evaluation questions.
Location The Evaluation will be conducted in the areas where project activities were being implemented. These were: In Haiti -
- Arcahaie, West department.
- Section communale Dessource and Oranger, Léogâne, West department.
- Lower Central department: Saut D’eau, Mirebalais, Boucan Carre, Lascahobas, Belladere, Colombier and Savanette.
In the Dominican Republic (DR) -
- La Altagracia
- Azua
- San Cristobal
- Santo Domingo
- Dajabón
- Puerto Plata
- Monseñor Nouel
Note that this is a general list of the areas hence they may be adjusted on further discussions with the project implementers.
Application requirements The consultant should be able to write in English and speak fluent French and Spanish. Ability to speak/understand Creole will be an added asset.
