Job Description:
The International Federation of Red Cross and Red Crescent Societies "Strategy 2020" recognizes the changing demography of the world, the increasing impact of climate change, unplanned urbanization, high levels of violence in society, involuntary migration pressures, new and emerging diseases, environmental degradation and the insecurity of access to water, food and natural resources as underlying causes of vulnerability. These trends are likely to result in different patterns of vulnerability as they interact in the future. Furthermore an already emerging pattern of increased small to medium scale disasters will require realignment of preparedness, response and recovery capacities of the International Federation of Red Cross and Red Crescent Societies.
In order to meet these challenges Strategy 2020 has three strategic aims, to:
Aim 1- Save lives, protect livelihoods and prepare for and recover from disasters and crises.
Aim 2- Enable safer and healthy living.
Aim 3- Promote social inclusion and culture of non-violence.
To achieve these aims the International Federation will seek to build strong National Red Cross and Red Crescent Societies, pursue humanitarian diplomacy to prevent and reduce vulnerability and function effectively as the International Federation.
Reporting both as management and technical lines to the Disaster Management/Livelihoods Coordinator, Delegate, the post holder will allocate 60% for programme and operations and 30% for support services; with 10% to other tasks as his/her collateral duty.
Duties:
Programme and operations management (60% of incumbent’s time)
Support the disaster management work in the region in general to strengthen the organizational readiness (NS/Federation), support the effective management of emergency operations and in particular, the efficient coordination of NDRT and RDRT developments.
Work closely with Disaster Management/Livelihoods Coordinator, Delegate in identifying areas in which National Societies in China and East Asia should be strengthening their own support service capacities and facilitate the definition of appropriate solutions. Such solutions could include providing the Federation's own capacity where feasible and appropriate or identifying local and regional capacities.
Assist Disaster Management/Livelihoods Coordinator, Delegate, and other technical delegates in providing technical support to the EANSs in the implementation of any emergency operations and maintaining a good level of relationship and cooperation.
Produce narrative reports on DM, DRR and construction projects at agreed intervals, standard, non-standard or pledge-based.
B. Support services (30% of incumbent’s tasks)
Coordinate with Disaster Management/Livelihoods Coordinator, Delegate, and the AP Regional Office and ensure that Federation facilitated or led international response activity and operations are provided with necessary surge capacities in support service areas. In particular he/she will support EANSs to ensure better preparedness for and response the disasters and emergencies.
Perform the roles and responsibilities of the IFRC and ensure the roles and responsibilities of the Red Cross Society of China are being followed as defined in the Project Agreements and other project documents.
Assist the Red Cross Society of China to develop and implement community training programs, program management materials, and micro-mitigation initiatives that address major threats and prepare the vulnerable to mitigate and respond to these risks.
Work closely with the Finance, Monitoring & Evaluation, Development, & Health teams to ensure all aspects of program are being managed effectively and efficiently.
Stay abreast of disaster management & preparedness as well as climate change initiatives in the sector finding ways to incorporate such initiatives where relevant to programs.
Establish links and work towards co-ordination and co-operation between other relevant Red Cross National Society or Federation initiated programs for effective use of resources.
Assist the Red Cross Society of China to improve their co-operation with the relevant government agencies and in liaising with international agencies and organizations.
Work with Red Cross Society of China to build staff capacity, seek professional development opportunities and improve overall organizational development in order to strengthen the institutions for a more sustainable future.
Work with the Health and Development programming teams to coordinate integrated programming where both DRR and Health are being implemented. Where standalone DRR programs are being implemented, coordinate with the Health teams to explore opportunities to include and integrate relevant health related responses into the DRR programming.

C. Work collaboratively with other business groups within Beijing Country Cluster Support Teams, including Development, Health, OD, Communications, PMER and other in pursuing the goal of the national society development and ensure synergies, coordination and integration (when required) – (10% of incumbent’s tasks)

Position Requirements
Education:
Degree in Management or relevant university degree
Relevant post graduate degree or MBA preferred.
Experience:
Preferred:
Working experience with the Red Cross / Red Crescent
Working experience in a national Red Cross society
Working in a voluntary membership-based organization at management levels.
Experience in disaster management/response/response capacity building
Required:
Demonstrated success in planning, project management and reporting
Proven successful experience in developing narrative reports in English
Knowledge and Skill
