Organizational context

The Global Road Safety Partnership (GRSP) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC). The Global Road Safety Partnership’s mission is to reduce death and serious injuries as a result of road crashes in low- and middle-income countries. According to the World Health Organization, road traffic injuries claim more than 1.2 million lives each year and tremendously affect health and development in low- and middle-income countries. Globally road traffic deaths are the leading cause of death among people aged between 15 and 29 years and cost governments approximately 3% of GDP. Road traffic injuries and deaths represent a manmade humanitarian crisis and GRSP/IFRC are committed to evidence-based interventions to address this crisis.

Under the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS), the Global Road Safety Partnership works in a number of low- and middle- income countries to reduce road crash deaths and serious injuries. In particular, GRSP supports policy change and implementation on the national and sub-national level through the provision of grants and technical assistance to local civil society organizations and Red Cross Red Crescent National Societies. GRSP also builds the capacity of road police in BIGRS priority cities to strengthen their ability enforce road safety policies.

GRSP’s Road Policing Capacity Building Programme’s objective is to support the on-going development of road policing agencies in selected mega-cities to effectively and efficiently enforce road safety-related policies utilizing international good practice methods and interventions. GRSP achieves this objective through the provision of targeted technical assistance and capacity building following detailed assessments.

The Botnar Child Road Safety Challenge is designed to fund projects which address locally relevant road safety problems with practical, innovative and evidence-based interventions from multi-sectoral consortiums in small and mid-sized cities in six priority countries. GRSP achieves this objective through the provision of technical and financial support to consortiums representing partners from governments, civil society and the private sector. GRSP is currently looking for an International Road Safety Expert to contribute to GRSP’s global programmes, initiatives, and activities, with specific input to the Road Policing Capacity Building Programme and the Botnar Child Road Safety Challenge.

Purpose of consultancy

The International Road Safety Expert will provide support to the GRSP’s Road Policing Capacity Building Programme and the Botnar Child Road Safety Challenge. This support will primarily include coordinating and delivering GRSP road safety activities in nominated cities/countries; supporting GRSP at relevant meetings and activities; delivering road safety workshops to strengthen the capacity of key target road safety stakeholder agencies, and conducting grant negotiations with applicants of the Botnar Child Road Safety Challenge in at least one country Latin American country. GRSP is seeking an International Road Safety Expert who has recognized expertise and knowledge of global road safety. The International Road Safety Expert would be able to apply globally recognized good practice to the delivery of GRSP programming. Programmes are expected to be appropriate, contextualized and sensitive to expertise and resources in the site of delivery. A thorough understanding of the evidence base and research underlying good practice road safety is also critical.

Duties and responsibilities

The International Road Safety Expert will work directly with, and at the direction of, the GRSP Chief Executive Officer (CEO) and GRSP Programme Managers. The International Road Safety Expert is expected to ensure that all work is delivered according to globally recognized good practice.

The key responsibilities of the International Road Safety Expert include:

Road Policing Capacity Building

  • Providing technical and practical advice on GRSP’s road safety programmes at a global, regional, country and local level as required;
  • Providing support in the organization and delivery of capacity building programmes
  • Supporting the adaption and adoption of proven good practice strategies and activities to low and middle income country contexts, with a particular focus on Latin America;
  • Conducting and/or coordinating strategic planning meetings with stakeholders and partners;
  • Liaising with government and non-governmental organizations engaged in road safety activities;
  • Working collaboratively with GRSP members, partners and other key stakeholders to share information and ensure maximum programme impact;
  • Liaise with government and non-governmental organizations engaged in road safety activities; and,
  • Remaining up-to-date on the social, political, legal and economic environment that will impact road policing.

Botnar Child Road Safety Challenge

  • Reviewing grant applications
  • Assessing applications and their content according to GRSP and Botnar Child Road Safety Challenge requirements;
  • Representing GRSP at technical meetings with applicants in at least one Latin American country;
  • Conducting grant negotiations with applicants in at least one Latin American country.

Other

  • Providing strategic support to the GRSP Chief Executive Officer (CEO) in a variety of road safety tasks at the global level;
  • Representing GRSP at global, regional, country and local high level seminars and forums;
  • Providing expert advice to GRSP members on programme planning and implementation;
  • Contributing to the development of GRSP documents and resources as required;
  • Providing professional development support to GRSP staff;
  • Contributing to the GRSP communication platforms and International documents, as required; and
  • Participating in GRSP Secretariat meetings, other technical meetings and conferences, as required.

These are the general duties and responsibilities for the GRSP International Road Safety Expert. Upon commission of consultant services, specific Terms of Reference will be provided. The TOR will include specific project objectives, desired outcomes, consultancy outputs and method of delivery.

Education

Required:

  • Bachelor’s degree in public health, engineering, social sciences or a related road safety field
  • Advanced training in a key area related to road safety

Experience

Required:

  • A minimum of five years’ experience in road safety at an international level
  • Ability to critically identify sources of reliable data and other evidence that enables good practice interventions to be developed and implemented
  • Expert understanding of the complex formal and informal relationships that go into road safety policymaking and enforcement of those policies
  • High degree of demonstrated competence working collaboratively in networks or coalitions to create shared vision and set complementary work objectives to reduce death and serious injury on the roads
  • Ability to travel internationally
  • Capacity to mentor and develop young road safety professionals

Knowledge and Skills

Required:

  • Excellent oral and written communication skills
  • Strong strategic and analytical thinking skills
  • Strong organizational skills

Languages

Required:

  • Fluent spoken and written English
  • Fluent spoken and written Spanish

Preferred

  • Fluent spoken and written Portuguese
  • Good command of another IFRC official language (French or Arabic)
