Job purpose
The Disaster Risk Management Manager (DRMM) will assist/support NS of China, Japan, Republic of Korea and Mongolia under the responsibility of CCST Beijing in implementing integrated DRR approaches through provision of strategic and technical support in order to strengthening NS capacities in Disaster preparedness and response mechanism. In addition, supporting IFRC’s international DM system, promoting partnership in the region, monitoring disaster incidents in East Asia.
Job duties and responsibilities
Planning, Policies and Strategies:
Provide strategic and policy guidance to National Societies and the Secretariat staff on how IFRC can contribute to the implementation of Sendai Framework linking with SDGs and Paris Climate Agreement.
Support and guide the implementation of IFRC’s commitments and guidelines for DRR and resilience planning processes, including the Framework for Community Resilience and the “One Billion Coalition for Resilience”.
Support the National Societies and the Secretariat engagement in the national, and regional policy dialogues (i.e. National DRR Platforms, AMCDRR and ASEAN)
Encourage national societies to undertake annual/and longer term planning processes with regards to DRR programming.
Support the implementation of “Beijing Call for Innovation” and Asia Pacific National Societies DRM Strategy 2016 – 2020.
Promote the Federation’s policies, frameworks, standards, tools and procedures, as well as DRR/DM mechanisms and tools available in the Asia-Pacific region.
Ensure the compliance of Principles and Rules of RCRC for Humanitarian Assistance among the NSs and IFRC Secretariat Staff in CCST Beijing.
Implementation and Technical Support
Coordinate with AP region technical teams to ensure alignment in all technical areas related to DM/DRR programs.
Promote cross sectorial and integrated programming approach, linking DRR with Health and Care, DM, Shelter, Migration, Food security& livelihoods and National Society Development programs.
Coordinate with Disaster Law technical team in order to support the legal preparedness initiative in the NSs and Countries under CCST Beijing.
Advise, support and promote the mainstreaming of DRR, climate change, school safety, Urban DRM, and other cross-cutting issues such as Gender and Diversity, Community engagement/beneficiary accountability, into the NS programs.
Ensure technical support to NS in response before, during and after disaster.
Provide the technical support to IFRC DRM and Resilience projects and other initiatives supported multilaterally or under consortia concept by RCRC partners and /or external partners.
Promote and Ensure the National Disaster Preparedness and Response Mechanisms – NDPRM are well understood and adapted by the NSs.
Support and contribute to the operationalization of the priorities identified to ensure an adequate “Disaster and Crises Management Effectiveness” in Asia Pacific
Support the dissemination and implementation of the “One DCPRR team approach” in Asia Pacific Region.
Provide technical assistance, as required, to the NSs Regional Disaster Management Committee, other regional actors, ICRC, PNSs/ Bilateral projects, training institutions, consultants, other organizations, etc. on specific issues related to their DRM programs.
Implement integrated approaches on DRR (including Climate Change, Urban DRR, School Safety) building the resilience of vulnerable communities.
Coordination, Cooperation, Networking and Partnership
In close cooperation and coordination with Regional DCPRR Unit, Partnership and Resource Development department:
- Strengthen the communication, cooperation and coordination with other CO and CCST with regards to DRM, Response and Resilience agenda in promoting and supporting the regional network.
- Strengthen working with counterparts in NS, ICRC and PNS in performing the role of Federation.
- Support effective coordination, collaboration and networking within and beyond the IFRC system with regard to all issues related to DRR, resilience and response.
- Contribute to the operationalization of One Billion Coalition building stronger partnerships, support better positioning of IFRC, identify areas of collaboration with external key stakeholders, UN Agencies, Governments, Cooperation agencies, International NGOs, Private and Academic Sector in the geographical area of CCST Beijing.
Represent the IFRC/CCST in technical DRM and Response meetings, conferences, seminars, trainings and forums.
Support and promote the participation of the NSs within CCST Beijing in the DRM and Response related networks such as AP DRM Reference Group, NSs DRM Committee, RDRT, ERU, and other technical and thematic forums and networks
Supporting the effectiveness of International DM system of the IFRC in the region.
Supporting East Asia Cooperation for prepreadeness to respond to large scale disasters.
Supporting National Societies
Strengthening DRM Capacities in the National Societies, ensuring that proper National Disaster Preparedness and Response Mechanism are in place.
Support NSs in promoting the partnership, networking and knowledge management on DRM and Response.
Supporting capacity building both for timely, efficient and effective response to domestic and international disasters and emergencies.
Monitoring of disaster incidents in East Asia and design support to be offered to the NS.
Supporting NS in achieving global commitments on DRM and Response (Paris Declaration, SDG, Sendai Framework of Action, etc.).
Develop proposals to generate resources for DRM (to include prepetredness and response) works to support NS.
Knowledge Management, Public Awareness and Public Education
In close cooperation and coordination with IFRC Regional Reference Centre and Regional office:
- Contribute to regular knowledge sharing on good practices in DRR, resilience and response, both internally and externally and contribute to Public Awareness and education initiatives.
- Capture the evidence of DRR, resilience and response investment in the region through annual mapping, cost-benefit analysis, case studies, review and evaluations.
- Identify, promote and initiate innovative approach in coordination with the NS such as Virtual Platforms, Labs, Hubs, Field schools, RMS, Simulations, etc. to enhance the knowledge and information management
Resource Mobilization and Reporting Management
Contribute to the production of CCST operational plan, programme updates and reports, including, production of donor-specific reports, as well as the development of proposals and concept notes to support CCST Beijing in fundraising efforts.
Act as a budget holder if assigned a designated budget
Manage both technical and support staff, if assigned
When required, produce regular management reports at agreed intervals.
Other related duties assigned by the Line Manager
Education
Relevant university degree or equivalent knowledge
IMPACT/Basic Delegates Training Course
Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management, etc.) is preferred
Experience
Minimum of 5 years work experience in the international sector, focused on humanitarian needs (disaster preparedness, prevention, mitigation, response etc.)
Minimum of 3-year experience in managing teams, coaching, and supporting staff
Experience of working in both emergencies and developmental contexts and aid agencies (such as EU, JAICA, CIDA, USAID, etc.)
Experience with participatory assessment, programme planning, management techniques and coordination
Experience in planning and managing finances and budgets
Experience in working with IFRC, ICRC and/or National Societies
Experience in International deployment in major emergencies is preferred
Knowledge and Skills
Demonstrated skills in analytical and strategic thinking
Excellent skills in writing plans and winning proposal for programs
Writing progress and final reports, represent and reporting to donors; and fund raising
Self-supporting in computers (Windows, spreadsheets, word-processing, email, etc.)
Able to work well in a multicultural team and in a changing environment
Coordination and partner relationship building
Skills in training and developing NS and staff capacity
Excellent skills in networking with other agencies and organisations
Languages
Proficiency in spoken and written English
Proficiency in spoken and written Chinese (Mandarin) is preferred
