Switzerland: Consultancy - Sululta Municipal WASH Scoping Study, Integrated Urban WASH Project

Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 190 member National Societies. Organizational Context

The transition from MDG to SDG prompted the WASH team to develop two new WASH strategies, one an overarching strategy which has been adopted by the membership and one specific strategy focusing upon Urban WASH, also now adopted by the RC/RC Technical Working Group on Urban WASH (TWG). One of the outcomes and action points from this new strategy is the pilot Urban WASH project in Ethiopia (Sululta) and the in-depth study that will be undertaken and is the focus of this consultancy.

Job Purpose

This opening describes the methodology, expected outcomes, projected timeline and requirements to provide key strategic, technical and operational guidance for the municipality of Sululta to provide adequate and sustainable WASH for its population in the medium and longer term.
The decision to provide such guidance through the commissioning of this study was the result of consultations made between Nestle Waters; ERCS; IFRC and the Mayor of Suluta’s Office, and a specific request of the Mayor over the past year. This forward step in providing this service to the municipality is a direct result of the global agreement between IFRC and Nestle. This study is complimentary to a pilot, small scale Integrated WASH Project that is about to commence in Sululta by a consortium of ERCS; IFRC and Nestle.

Sululta is a key growth area, Urban and Peri-Urban, near to Addis Abeba, which reflects the fast paced growth of the Ethiopian economy, in an area that is expected to increase in population rapidly over the coming decades and that already has a burgeoning commercial, educational and administrative sector.
The present and future challenges of meeting WASH needs for the general population; the administrative and commercial sector; educational and recreational needs; livestock and farming and in a sustainable manner that protects the watershed and environment must be met and in an integrated manner. This will also require strategic thinking in terms of the operational model required that reflects Integrated Water Resource Management overall and what human resource skills, procedures, management structures, administrative and legislative framework that may be required.

Job Duties and Responsibilities

Expected Outcomes:

• The study will provide an overall, non-partisan strategic overview of the present WASH status in Sululta and project that overview in terms of future needs for the next 30 years (2017 to 2047).
• The study should take into consideration any existing National or local WASH plans and financing available in the near term.
• The study will unpack those projected needs in three areas; water supply for all needs with an emphasis on potable water supply; centralised and on-site human waste disposal; hygiene and behavioural change.
• The study will present a menu of options to meet all three needs on a decade by decade basis from 2017 to 2047.
• A more detailed and defined menu of options should be provided for the first five years (2018-2022).
• The study should take into consideration Ethiopian Government planning cycles and the possibilities of the study contributing to potential resource mobilisation or financing for WASH development activities be that from Government or local sources, International bodies, International Financial Institutions and the private sector.
• The study will not only focus upon the environmental and technical options but also separately define what may be needed in legislation (local); management; administration; financial viability; human resource development and skills training; community participation including tariff setting and commercial and industrial revenue generation for both investment and operation and maintenance costs.
• The study will consult and take into account the water stewardship project of Nestle Waters and advise on synergy and coherence with the study outcomes and water stewardship objectives.
• The study will take into account present WASH delivery capacities in Sululta by the WASH providers and potential capacities or engagement that may be realised by all stakeholders for the benefit of all.
• The study will consider a ‘pro-poor’ approach that ensures that all the population in Sululta will be catered for and in an inclusive manner that takes into consideration vulnerable groups such as the elderly and infirm; those that may be poorly represented or served due to gender or diversity issues; those that are disabled and any group considered as disenfranchised.
• The study will take into account and align with Government of Ethiopia Policy and Strategies in relation to WASH provision.
• The study in no way will be perceived as a commitment by the consortium or any of its members to invest further or provide further support to the municipality of Sululta.
• Also at the core of IFRC WASH strategic thinking is the recognition that while our primary focus is upon SDG 6, we recognise WASH importantly overlaps with SDG 3 namely ensuring healthy lives and promoting the well-being for all at all ages essential to sustainable development.

Proposed timeline, procedures and consultancy profile:

• The study TOR once approved by the Municipality and the consortium will be the basis of an open international tender procedure following standard IFRC rules and protocols.
• Standard IFRC bid description and bid submission will be followed
• The consultant or consultancy company should show a proven record of working for international humanitarian or development actors and governments in less developed countries specialising in the field of Urban WASH for at least ten years.
• The consultant or consultancy company should provide referee’s from at least two recent clients that have used their services in the Urban WASH field.
• The consultant or consultancy company should provide an outline of the methodology they will apply to undertake the study.
• The consultant or consultancy company should arrange their own international travel, accident and medical insurance and local accommodation.

Method of delivery

• A seven working day desk study in Ethiopia and initial consultations with the Municipality and any other key stakeholders. The municipality should arrange access to all available and relevant documentation prior to the arrival of the consultant(s).
• A 15 working day study in Ethiopia meeting all stakeholders and undertaking appropriate field visits in Sululta.
• A seven day working day completion period in Ethiopia for the final draft study to be presented to the Municipality and the consortium at a one day meeting to be arranged by the consortium as a consultation prior to final study submission to the municipality.
• The consultant(s) will be accompanied and supported by a focal person from the consortium during the consultancy who will also ensure the correct protocols are followed.
• The Municipality will identify a key counterpart for the consultant(s) during the period to ensure they have everything they need to complete their work efficiently and assist with field work.
• Local transport and driver for the consultant(s) and their counterparts will be provided by IFRC/ERCS.
• The study will have an executive summary and summary of recommendations of not more than 25-30 pages, other background documentation, unpacking and annexes may be provided at the discretion of the consultant(s).

The study must be completed before December 2017.

Support provided to the consultant

IFRC will ensure with its partners that all relevant documentation will be made available to the consultant and coordinate counterparts from Government and ERCS are available as needed. IFRC/ERCS will provide vehicle and driver for the duration of the field mission for the consultant.

Time Allocation

Not more than 42 days inclusive all working days and travel days.

• The consultant will be contracted by the IFRC and the standard contractual terms will apply.
• Agreed travel expenses will be reimbursed at cost in accordance with in the IFRC’s relevant regulations.
• This project is sponsored and funded by the IFRC/Nestle Global partnership.

Education

• Degree in WASH or Public Health or related field
  

Experience

• Over ten years working experience in WASH or WASH related field in less developed countries
  

Knowledge, skills and languages

• Specific knowledge and experience in Urban WASH context and interaction with Government, WSP’s IFI’s and corporate sector
