Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices: Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job Purpose

In close coordination with Myanmar Red Cross Society (MRCS), due to the need of National Society working

advance report to be produced in time to ensure the expenditure are in line with approved budget Finance unit

need to recruit one additional finance officer. The Finance Officer will guarantee accounts integrity and will process all accounting and financial information generated as the programmes are implemented, through a monthly production of financial statements supported by a detailed analysis of all balance sheet accounts and ensure WANS procurement reports are checked and validated.

Job Duties and Responsibilities

  • Checking the National Society expenditure reports of IFRC supported projects to ensure the expenditure are in line with approved budget, using correct coding and sufficient documents attached according to the Federation System.
  • Data entry of National Society expenditure reports to Federation System.
  • Preparation of reconciliation of assigned projects on a monthly basis for approval by Budget Holders, Myanmar Red Cross Society (MRCS) projects’ controllers and finance.
  • Follow up with MRCS Finance for clearance of outstanding working advances and requirement of supporting documents.
  • Validation and transaction bookings of working advance clearance of Delegates and National Staff.
  • Ensure to support the closing process.
  • Carry out any other duties that may arise from time to time.
  • Abide by and work in accordance with the Red Cross/Red Crescent principles.
  • Any other relevant duties and responsibilities assigned by Line Manager and/or higher management.

Duties applicable to all staff

  • Work actively towards the achievement of the Federation Secretariat’s goals
  • Abide by and work in accordance with the Red Cross and Red Crescent principles.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Education

  • University degree or equivalent professional experience is required.
  • Professional qualification in development studies or a related area is required.

Experience

  • Minimum 3 years of working experience of Financial Management is required.
  • Finance experience with an international humanitarian or aid organization is required.
  • Experience of managing and supporting staff is preferred.
  • Ideally be familiar with the Red Cross Red Crescent Movement and be sensitive to the complexities and constraints associated with the IFRC / National Society mandate is preferred.
  • Experience of working for the Red Cross/Red Crescent is preferred.

  • Good interpersonal, Presentational and report writing skills are required.
  • Outstanding networking, representational, communication and negotiation skills are required.
  • An ability to be proactive and persuasive is required.
  • Demonstrated track record in innovating, contributing to a learning culture, sharing knowledge and new approaches to engaging partners are required.
  • Professional credibility, able to work effectively at all levels across the organisation are required.
  • Ability to work within a multi-cultural, multilingual, multidisciplinary environment is required.
  • Skills in coaching, leading, training and developing staff are preferred.
  • Demonstrated leadership and management skills, including the ability to lead within a matrix management structure and utilise talent and experience of team members in a productive way is preferred.

Language

  • Fluently spoken and written English is required.
  • Good command of another IFRC official language (French, Spanish or Arabic) is preferred.
