Background:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country delegations) comprise the IFRC Secretariat.
At Geneva level the Health and Care Department focuses on two strategic directions;

Overall objective:
The overall objective of this consultancy is to support the work of the the Health and Care Department with a focus on supporting the work of the Emergency Health Team and Clinical and Public Health Team.
The five areas of specific support provided under this consultancy are detailed below.
Consultancy objectives / outputs:
- Ensure support to the Health Surge TWG continuing operation, including:
- Prioritisation and work allocation/planning of the ERU Optimisation Plan of Action (PoA) through creation and work planning of task teams as needed, and with National Society technical focal points;
- Initial scoping of modular approach to PH ERU trainings and possibilities for online modules relevant for all PH or health ERU trainings.
- Support development or completion of tools for IFRC public health emergency response, including but not limited to CBS tools and trainings, ERU-related tools and trainings, epidemic response KPIs and framework response approaches
- Support further development and/or testing of health emergency categorisation tool, in collaboration with colleagues from the Disaster, Climate and Crisis Department
- Technical support within area of expertise to ongoing operations
- New initiatives within the Health and Care Department
- Support / lead new initiatives within the Health and Care Department as they arise under Strategic Direction 1 ‘Health System Strengthening’.
