Strategy

  • Support the Operations manager and programme managers in the identification and development of logistics components within programme plans.
  • Advise and validate the technical logistics and supply chain elements of programme plans.
  • Develop, implement, and manage the overall logistics Plan of Action for the Country Delegation (CD), including all appropriate procurement and supply chain strategy/strategies to meet the requirements of the CD’s plans and objectives.

Supply chain

  • Supervise the work of the Emergency Response Unit’s Logistics, if deployed.
  • Manage the performance of the Logistics Department in the CD for Floods Operation.
  • In conjunction with programme, develop, maintain, update, and monitor key indicators of the supply plan to meet programme objectives.
  • Liaise and coordinate with the relevant stakeholders regarding the delivery of supplies, and keep all parties informed, in a timely manner, of any changes.

General Logistics:

  • Establish a logistic strategy for the Operation ensuring efficient logistics services to all programs in alignment of programs and other support services. This includes the following: structure, organization, resources and assets, capabilities, procedures, communication and information, management, HR profiles and budgeting.
  • Co-ordinate and manage the logistics support for the CD Floods Operation, including requisitioning, receiving, storing and issuing goods in-line with IFRC standards, practices and procedures in conjunction with NS Logistics.
  • Provide supervision and direction of the operations’ sourcing systems in close cooperation with Regional Logistics unit.
  • Liaise with international, governmental and non-governmental organizations on logistics matters and collaborate where appropriate.
  • Build relationships with PRCS Logistics colleagues in order to share learning and build capabilities to enable the transference of logistics activities from IFRC to PRCS responsibility.
  • Provide logistics technical advice, support and train IFRC personnel and PRCS to warrant the necessary capability and understanding exists ensuring that there is full adherence to best practice principles, and compliance with necessary regulation, legislation and IFRC procedures.
  • Ensure coordination with other humanitarian/government agencies to deliver high-quality logistics service that meets the needs of partners and services users, avoiding duplication and focusing on the provision of aid to affected community members.
  • Be responsible for the effective management and maintenance of IFRC fixed logistics assets ensuring adherence to country and IFRC regulations, practices and other requirements.
  • Prepare timely monthly reports detailing specifics according to the needs and distributing them to the Global Humanitarian Services and Supply Chain Management Department (GHS&SCM) when needed, APRO and to Operations Manager.
  • Produce regular, timely and accurate narrative and financial reports for the Federation and donors.

Logistics standards and procedure

  • Responsible for implementing and maintaining standard IFRC logistics and procurement procedures.
  • Provide technical leadership on the conformance to IFRC guidelines with regards to Logistics Standards, including logistics financial and procedural management of the procurement process and contract management, seeking clarification and guidance.

Budget Management

  • Responsible for the Logistics management and running cost budget, adhering to the IFRC procedures.
    • Monitor and report on all expenditure against approved logistics budget lines.
    • Provide budget forecast for all logistics activities in country budget
  • Support programme on the design and revision of the programme budget.

Procurement

  • Manage and supervise the sourcing, procurement and delivery of national and international goods and services as appropriate in a timely and cost-effective manner.
  • Supervising/obtain quotations, prepare comparative bid analysis and purchase recommendations and, when authorized, purchase appropriate supplies. Organise delivery.
  • Manage and supervise all procurement contracts for goods and services. Maintain records and track performance for all procurement contracts.
  • Ensure that an efficient and up-to-date asset and material tracking system is in place for all procurement and distributions.
  • Identify and maintain accurate supplier information for regularly purchased items: keep informed of local market conditions and establish and maintain good working relations with suppliers and inspection companies.
  • If a voucher system of delivery is implemented, identify suppliers, monitor stock in supplier’s warehouse and monitor voucher delivery.
  • Liaise with the GHS&SCM Departments, on procurement and material supply issues as required.
