Organizational Context
The Global Road Safety Partnership (GRSP) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC). The Global Road Safety Partnership’s mission is to reduce death and serious injuries as a result of road crashes in low- and middle-income countries. According to the World Health Organization, road traffic injuries claim more than 1.25 million lives each year and tremendously affect health and development in low- and middle-income countries. Globally road traffic deaths are the leading cause of death among people aged between 15 and 29 years and cost governments approximately 3% of GDP. Road traffic injuries and deaths represent a manmade humanitarian crisis and GRSP/IFRC are committed to evidence-based interventions to address this crisis. Under the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS), the Global Road Safety Partnership works in five low- and middle- income countries and ten priority cities to reduce road crash deaths and serious injuries. In particular, GRSP supports policy change and implementation on the national and sub-national level through the provision of grants and technical assistance to local civil society organizations and Red Cross Red Crescent National Societies. GRSP particularly focuses on road policing in the BIGRS priority cities to strengthen their capability to enforce road safety policies. GRSP’s Road Policing Capacity Building Programme’s objective is to support the on-going development of road policing agencies in selected mega-cities to effectively and efficiently conduct enforcement utilizing international good practice methods and interventions. GRSP achieves this objective through the provision of targeted technical assistance and capacity building following detailed assessments. Job Purpose The primary role of the Road Policing Senior Officer is to provide technical advice and guidance to support implementation of the Road Policing Capacity Building programme by providing enforcement expertise, guidance and support to relevant enforcement agencies in the cities. The appointee will be expected to continuously review and provide direction to optimise current enforcement situations in each of the BIGRS cities and to design and deliver relevant training workshops, provide on-the-ground coaching and mentoring, and other good practice capacity building activities.
This position will also provide expertise for road policing activities which focus on good practice enforcement of policies that relate to drink driving, helmet wearing, restraint wearing and speeding.
Job Duties and Responsibilities
The appointee is expected to ensure that all work products (training delivery, technical documents, etc.) reflect globally recognized good practice in road policing and with local road policing context, resourcing, and the political and social environment taken into account.
The key responsibilities of the Road Policing Senior Officer will include:
- Monitoring and regularly sharing information about the social, political, legal and economic environments of the selected sites, as they relate to road policing, in order to inform the provision of technical assistance within a locally relevant capacity building programme and good team work with other GRSP Senior Officers;
- Preparing and delivering good practice workshops to all levels of road police in road safety policy enforcement;
- Coaching and mentoring of road police through on-site observation and follow-up discussions; Providing written feedback, suggestions, and guidance to road policing agencies;
- Conducting on-going assessments of road policing agencies in order to inform direction and focus of capacity building programme and of the GRSP team;
- Liaising with all levels of government and non-government organizations as required to engage in road policing activities;
- Representing GRSP at relevant road safety-related meetings and events; and, Working collaboratively with GRSP partners and key stakeholders to share information and ensure maximum programme impact.

Education
- Relevant professional or technical training (or equivalent experience) in an area related to capacity building, training, enforcement, road safety management (Required)
- University degree in a relevant area to road safety management or road policing (Preferred)
Experience
***Required*:**
- 5+ years’ experience working in the area of road policing
- Experience in developing or supporting the development and implementation of training plans
- Experience, as a road police officer, in applying general and specific deterrence principles to road policing strategies; research-driven and evidence-based road policing practices; systems to monitor and measure performance and impacts of enforcement upon road trauma and traffic offending behaviours;coordinating of road policing with public education campaigns; and strategies for working partnerships with high-level road police and other relevant stakeholders.
- Experience in developing relevant documents that ensure professional and effective delivery of road policing activities
- Experience in working with governments at the national or city level Strong communication skills
- Experience in writing reports for different audiences
- Experience in working with media to strengthen support for road policing
Preferred:
- Experience of working for the Red Cross/Red Crescent or other humanitarian organisation
Knowledge, skills and languages
Required:
- Ability to provide clear advice to road police management
- Ability to assess current enforcement strategies and plans and to strengthen when necessary
- Knowledge of political processes and where, in the process, efforts should be made to strengthen enforceable policies that protect road users
- Strong working knowledge on how to collect and analyse data for enforcement purposes
- Fluently spoken and written English
Preferred:
Good command of another IFRC official language (French, Spanish or Arabic)
