Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. IFRC office which based in Jakarta is one of The Secretariat of Country Cluster Delegation (CCD) who support NSs in Indonesia and Timor Leste.

The International Federation of Red Cross and Red Crescent Societies (IFRC) CCD Indonesia and Timor Leste has managed programme targeting communities on public health and WASH programs by utilising an all of society all hazard approach. This programme builds on existing tools and actions being taken by Red Cross members but also external partners. Planning, Monitoring, Evaluation and Reporting (PMER) aspect is one of priority aspect to support the IFRC and its partners under program management. The overall purpose of PMER is to contribute to the quality of monitoring and evaluation practice, in the process growing and maintaining a culture and practice of credible, reliable, timely, and cost-effective project cycle management for IFRC’s health and WASH initiatives.

PMER OFFICER-NATIONAL STAFF

Job Purpose

The PMER Officer’s overall task is to support the Health and WASH initiatives in ensuring the quality and effective delivery of all planning, monitoring, evaluation, monitoring, and reporting systems and processes throughout the projects/programs cycle to be in line with IFRC PMER Framework. This will include working with the national societies, prominently the Indonesian Red Cross (Palang Merah Indonesia, PMI), and IFRC Health and WASH program unit to provide a direct technical advice and guidance on planning, monitoring, evaluation/review, reporting, learning, and accountability matters.

The PMER officer will work under the direct supervision of PMER Manager and technical support from CCD PMER Manager; APRO PMER Manager and Health and WASH Coordinator at IFRC CCD Indonesia and Timor Leste.

Job Duties and Responsibilities

Planning

  1. Support the health and WASH program planning process to develop quality plans for the implementation, ensuring engagement and compliance from all management, technical and support teams to a results-based and adaptive process.

  2. Set up systems and guidance to support the development of quality plans for CP3 (Community Epidemic and Pandemic Preparedness) and Polio Preparedness Project and ensure compliance with IFRC standards for planning.

  3. Verify that monitoring and evaluation activities are incorporated into the plan and budget and plan for respective health and WASH project’s implementation of the relevant monitoring systems and reporting deadlines from the outset.

  4. Maintain good communication and liaise with technical / operational counterparts, particularly IM and National Societies’ (NS) relevant staff, to ensure that plans are informed by accurate and relevant information.

Monitoring

  1. Support the development and implementation of a M&E framework for the CP3, Polio Preparedness and other health/WASH project/programs, including outlining data sources, collection methods (quantitative and qualitative methods), frequency, and audience.

  2. Assist with the development and implementation of monitoring tools (include M&E and ITT tools) and activities to capture and provide reliable and timely monitoring data to inform quality programming.

  3. Support and prepare analysis of monitoring, through reports, data visualization and ensure it is evidence based, user-friendly and accessible for those managing the operation, to inform project’s decision-making.

  4. Support coordination with external actors to maximize coordination and collaboration around data collection.

Evaluation/Review

  1. Support to prepare, design and implement any necessary surveys, such as baseline surveys, reviews, evaluations or lesson learning exercises or other relevant studies, in response to project (CP3 and Polio Preparedness) requirements.

  2. Participate in any internal reviews of operational progress, including lesson learning reviews.

  3. Verify all review or evaluation work is evidence based and considers the outcomes, as well as the outputs of the CP3, Polio Preparedness Project, as well as WASH initiatives.

  4. Ensure that learning from all monitoring, reviews, or evaluations in accessible and relevant, and can be used to inform project manager for further decision making.

Reporting

  1. Support to manage a reporting timetable and deadlines for the heath (CP3 and Polio Preparedness) project and monitor this timetable to ensure all agreed deadlines have been met.

  2. Support to manage efficient and effective quality control and delivery of reporting on the project implementation (e.g., monthly updates, pledge-based reports, monthly bulletins/blurb, and other relevant reports) and ensure all reports are clear, accurate and informative.

  3. Check that all reporting on the project is compliant with the IFRC’s standards and formats.

  4. Support to manage the evidence-base of monitoring and evaluation work on the operation, to inform accountability to donors and partners.

Other duties and responsibilities

  • Liaise with other PMER counterparts for networking and sharing experiences.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Requirements

Education

  • University degree in relevant field
  • Relevant post graduate qualification/technical training (or equivalent experience) is preferred

Experience

  • 4 - 6 years of experience with minimum of 2 years working in the area of expertise (PMER)
  • A broad understanding of global humanitarian issues, disaster recovery and related areas.
  • Experience of working in both emergencies and developmental contexts with international organization
  • Experience in organizational capacities for PMER
  • Experience of working for the Red Cross / Red Crescent or other humanitarian organization is preferred
  • Experience working with the National Societies is preferred

Knowledge and Skills

  • Good research, and analytical skills
  • Familiarity with techniques for info data collection for monitoring based on program result frameworks
  • Good report writing and editing skills
  • Ability to prioritize, work well under pressure and meet deadlines. Able to achieve results through collaboration/teamwork.
  • Good communication and interpersonal skills for effective working relation and good decision making.
  • Ability to adapt and adjust to change, take extra miles to accomplished work task
  • Ability to work well in a multicultural team and in a changing environment
  • Good presentation and facilitation skills
  • Thorough knowledge of RC/RC Movement, PMI and CVTL is preferred
  • Advanced computer skills: Windows, Word Processing, PowerPoint, Excel & Ability to use video conferencing application i.e Microsoft Teams, Zoom etc.
  • Able to travel to project area if required.
