Consultancy - Red Cross and Red Crescent Health Information System (RCHIS) Learning and Development Technical Advisory Support

Context:

The Red Cross and Red Crescent aims to meet health needs in emergencies as rapidly and effectively as possible, by mobilizing its resources across its network in a coordinated manner. The Red Cross and Red Crescent Health Information System (RCHIS) is an ambitious four-year Health IT development project designed to support Medical Emergency Response Units (ERUs) with the functionality of an Electronic Medical Record (individual patient medical records) and Health Information System (de-identified reporting), to improve patient quality of care and medical operational efficiency

Desired outcomes

  • To review all existing curricula and lead the development in designing a hybrid approach to training (both in person and online)

  • Develop an in-person training curriculum for ‘super users’ and future ‘RCHIS delegates’ to include all functions of the application, business continuity planning and training of trainers (as modules)

  • Identify the appropriate training platforms for content

  • Do an internal consultancy with IFRC and PNS to understand learning needs

  • Review existing curricula outlines and adapt for new developments within RCHIS

  • Develop and adapt current assessment strategies to evaluate student learning

Required training and competencies

  • Clinical background (nursing or medical)

  • Advanced level training in adult education (Postgraduate certificate in adult education or similar)

  • 5-9 years of experience in adult education, training design or similar. Formal training or certification considered an asset

  • 5-9 years’ experience working in humanitarian settings in a clinical capacity with ERU experience

  • Ability to work on Microsoft Teams, Excel, Powerpoint and experience using android tablets

  • Experience with Electronic Medical Records (EMR) and Health Information Systems (HIS). Experience using the RCHIS application a strong asset.

Support to be provided to the consultant(s)

Support will include:

· IFRC personnel and RCHIS consultants available for discussions and briefings; access to all existing RCHIS documents; guidance and support for overall vision and key challenges

· Direct management line: Officer, Medical Services in Emergencies, IFRC Health and Care Department

Work schedule and payment of fees

Payment to be made upon completion of tasks and upon presentation of invoice to IFRC by the consultant(s).

Contract duration: January 11th 2022 – May 31st, 2022. Maximum of 40 Working days
