Job Purpose
The consultancy will support the implementation of the IFRC Alert Hub Initiative, which seeks to improve the impact of early warning messages by 1) advocating with government for the increased utilization of the Common Alerting Protocol (CAP), an international digital standard for communicating all-hazard emergency alerts and public warnings over digital networks, and 2) strengthening the linkages between government alerts and actionable messages that provide guidance on what people in harm’s way can do to protect their lives and livelihoods. Job Duties and Responsibilities
- Organize and participate in global and regional coordination activities, including planning meetings and other events as required.
- In close coordination with the grant manager, liaise with IFRC technical teams to create linkages between the Alert Hub Initiative with other RCRC initiatives related to anticipatory action.
- Ensure regular updates are developed for reporting to relevant stakeholders.
- Develop and impart training for direct delivery as well as in virtual format on CAP
- Support the development of guidance materials on the Alert Hub Initiative and its linkages to the WhatNow service and Public Awareness and Public Education (PAPE) key messages.
- Support the development and dissemination and promotion of publicity/visibility material (e.g. videos, case studies, etc) to advocate/promote the use of CAP and WhatNow.
- Proposal development for funding opportunities to increase IFRC engagement on the recipient side of alerting and further strengthen early action.
- Support the organization and implementation of virtual CAP workshops in IFRC regions and at country level.
- Provide ongoing coordination and project management support to project partners engaged in the Alert Hub Initiative.
- Support the documentation of lessons learned and best practices of National Society engagement with CAP and other Early Warning and Early Action initiatives.
Education
- Advanced University Degree in Disaster Management, Disaster Response or in a relevant field
- Relevant post graduate training or degree - preferred
Experience
Required:
- BA plus demonstrated professional experience in disaster risk reduction and disaster preparedness programming, and international experience
- Experience in project management in the humanitarian assistance or international development context
Knowledge, Skills and Language
Required:
- Strong knowledge of Early Warning Early Action and hazard messaging
- Experience in coordinating and managing multi-stakeholder partnerships
- Experience in Red Cross / Red Crescent Movement
- Excellent assessment, analytical, and research skills
- Experience with disaster management or humanitarian assistance
Preferred:
- Excellent written and oral communication skills in the English language required; command of another IFRC official language, preferred.
Comments
Timeframe: The consultant will provide an average of 2 days full-time support per week over 24 months for the equivalent of 48 total working days.
