Job Purpose

The PRD Unit in the IFRC MENA Regional Office requires additional support to improve support offered to HoDs and RO technical Units in the field of Resource development.
The purpose of this consultancy is to contribute to a broader resource mobilization strategy for IFRC in MENA, by providing an in-depth analysis of the current funding/donor landscape and trends in MENA and set how IFRC can better prepare and mobilize available donor resources in/for the region. It will also provide an analysis of other institutional donors such as ECHO, DEVCO, DG NEAR, etc.
Specifically, the objectives of this consultancy will be:
• To gain a comprehensive understanding of donors and partners active in MENA Region, having previous collaboration with Movement partners. This will include contributions to IFRC operational plans and emergency appeals, grants, in-kind contributions, PNS bilateral programs, MENA National Societies, and GCC National Societies.
• Taking into account the effects of the COVID-19 pandemic on the funding landscape, to develop a comprehensive analysis of the different donor strategies and trends in the Region as well as recommending points of entry for IFRC taking into consideration wider engagement by the RC with those donors and the likelihood of success. This will include a review of the current pipeline, as well as the donor portfolio for IFRC MENA and all live appeals and produce analysis to support further mapping and strategy development.
• To contribute to develop a MENA donor strategy and engagement strategies for priority donors for 2021-2025 which is integrated and aligned with the incoming IFRC Global Strategy for Resource Mobilization, the IFRC rules of engagement and the International Red Cross and Red Crescent Movement’s rules and principles in resource mobilization.
• Support donor mapping specifically for the MENA Regional initiatives and cross-regional initiatives, based on the broader donor mapping for MENA region.

Alignment to the IFRC’s objectives and strategy

To operationalize Strategy 2030, the Plan and Budget 2021-2025 and the global Agenda for Renewal were developed to position the IFRC as a Focused, Engaged, Accountable and Trusted Secretariat. The Agenda for Renewal also outlines transformative priorities to enable it to meet the four objectives: 1) Focused on five strategic priorities of S2030, 2) Engaged, with renewed influence, innovative and digitally transformed with greater emphasis on National Society Development, 3) Accountable, with agile and efficient management, and 4) Trusted, owned and valued by the membership.

This piece of work fits in the wider plans globally to expand the funding efforts and bridge opportunities for large envelopes for the entire IFRC network, spearheaded by the Partnership and Resource Development team in the MENA Regional Office.

The development of a funding strategy for MENA, which takes into account the new realities as impacted by the global pandemic and the crises in the region, aims to provide a comprehensive overview about how to best to maximize existing opportunities and leverage future ones.

Desired outcomes and Deliverables:

  1. Mapping of existing donors and partners for IFRC, MENA National Societies, Partner National Societies and GCC National Societies that channel funding towards MENA;
  2. Mapping of other donors that have not or rarely have contributed to the Movement, including donor strategies and trends, as affected by the COVID-19 pandemic;
  3. Contribute to developing an engagement strategy with new donors, donor stewardship;
  4. Specifically for the MENA Regional Initiatives and other cross-regional initiatives – support developing tailored donor mapping and engagement strategies.

Method of delivery and reasons for selecting that method

  • The consultant will engage with PRD Team members, with HoDs and will undertake desktop research

Specific requirements:

  • Arabic language
  • Knowledge of the Movement principles for resource mobilization.

Support to be provided to the consultant

  • Oversight will be provided by Head of PRD, and peer to peer support by the PRD team members

Schedule for payment of fees

  • The payment will take place monthly

Time Allocation, for budget purposes

This consultancy is estimated for up to 50 days throughout three months (from October to December 2021).

The position may be located remotely, unless the consultant is already based in the MENA region.

Management of consultancy

  • Management of the volunteer will be provided by Head of PRD

Notes

  • The consultant will be contracted by the IFRC and the standard contractual terms will apply.

  • Agreed travel expenses will be reimbursed at cost in accordance with in the IFRC’s relevant regulations.
